    To ask the Secretary of State for Environment, Food and Rural Affairs, with reference to her Department’s news story, £700 million boost for flood defences brings £150 million more for Yorkshire and Cumbria, published on 17 March 2016, how much funding the Government plans to allocate to flood defences in (a) Westmorland and Lonsdale constituency and (b) Kendal in each of the next five years.

    In the Budget, the Government recently announced that it will invest up to £24 million in flood defences in the Kendal area in the Westmorland and Lonsdale constituency, subject to the Environment Agency concluding a review of its need. This is in addition to other schemes within the Westmorland and Lonsdale constituency, such as £450,000 being spent on the Arnside embankment.

    The Environment Agency will shortly publish their initial assessments.

    To ask the Secretary of State for Justice, what guidance is issued to family court judges on Parental Alienation syndrome and implacable hostility.

    Guidance on Parental Alienation Syndrome is not issued to family court judges as the ‘syndrome’ is not recognised as such by many professionals in this country.

    The Children Act 1989 contains adequate provisions to protect against the effects of parental alienation or implacable hostility. These include the requirement for the court to ascertain the wishes and feelings of a child who is the subject of a parental dispute, commensurate with that child’s age and level of understanding and the power to request Cafcass to prepare a welfare report into any matters relevant to the child or the family.

    Cafcass practitioners are aware of the potential for children to be influenced or alienated by parental views and are alert to this possibility throughout the case.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what progress he has made since the Anti-Corruption Summit of 12 May 2016 on implementing the Government’s plan to establish central registers of beneficial ownership in the Overseas Territories and Crown Dependencies.

    Agreement has been reached with all the relevant Overseas Territories, and with the Isle of Man and Jersey on the establishment of central registers or similarly effective systems. These arrangements will give UK law enforcement and tax authorities quick and unrestricted access to beneficial ownership information on corporate and legal entities incorporated in these Overseas Territories and Crown Dependencies. This is a significant step forward in our ability to fight criminal activity. The signing of a similar arrangement with Guernsey is expected shortly, following their recent general election and formation of a new government.

    Requests from UK law enforcement will be processed within 24 hours and quicker in urgent cases. The new arrangements must be in place by June 2017, but relevant Government Departments and law enforcement authorities are working with the Overseas Territories and Crown Dependencies to ensure some changes are made immediately.

    Reserve Personnel receive an annual Bounty if they meet all of the following criteria:

    Pass the military annual training tests, attend annual continuous training (annual camp), and attend a specified number of non-continuous training days. This is not an obligatory requirement to be in the Army Reserve, but it is a requirement to receive the Bounty.

    The number of training days required varies for each individual depending on the terms under which they enlisted, allows for personal circumstances, and allows for other training to count in lieu of annual camp. All elements are required for the award of a Bounty: therefore some individuals may have met the attendance requirement but have not been awarded a Bounty because they have not met another requirement.

    To ask the Secretary of State for Defence, what agreement has been reached with the government of Cyprus on repatriation of refugees that have recently arrived at Akrotiri Sovereign Base Area.

    No agreement exists with the Government of the Republic of Cyprus on repatriation of 115 refugees who arrived at RAF Akrotiri in the Sovereign Base Area (SBA) in October 2015. Since 2003, under a Memorandum of Understanding agreed with the Republic of Cyprus, those seeking asylum will have their claim processed by Republic of Cyprus asylum specialists on behalf of the SBA Administration. All migrants who are not eligible for asylum or do not apply for asylum are liable under SBA law for removal and repatriation to their country of origin, residency or embarkation.

    To ask the Secretary of State for International Development, what recent assessment her Department has made of humanitarian conditions inside the town of Daraya in Syria.

    The United Nations has been unable to deliver assistance to the 4,000 people besieged by the Syrian Regime in Darayya since November 2012, despite repeated requests for permission. The UN report that humanitarian conditions there are dire, with reports of severe shortages of food, clean water, medicines, electricity and basic commodities. The United Nations stands ready to deliver assistance to Darayaa as soon as access is granted by the Syrian regime.

    Across Syria, Assad and other parties to the conflict are wilfully impeding humanitarian access on a day-by-day basis. It is unacceptable and illegal to use starvation as a weapon of war. We have given support to the UN and international NGOs since the start of the conflict to deliver aid to these areas and are pushing for humanitarian access to be granted to all besieged and hard to reach places in Syria through the International Syria Support Group Humanitarian taskforce and our position in the UN Security Council.
