    HSE estimate the total level of income from commercial sources will be £17m in 2016/17. Future year income estimates will be determined as part the business planning process and included as part of the published Business Plan.

    To ask Her Majesty’s Government what warnings they are giving to prospective UK visitors to the USA about the dangers of contracting Zika virus, and whether they will highlight the most dangerous areas in the USA.

    Public Health England (PHE) and the National Travel Health Network and Centre (NaTHNaC) introduced a risk-based approach for countries reporting Zika infection ahead of cases reported from Florida in the United States of America. PHE and NaTHNaC issued travel guidance about Florida as soon as cases were announced. A copy of this guidance is attached. The first locally acquired cases of Zika were reported from Florida on 29 July 2016. The guidance advised pregnant women to consider postponing non-essential travel to Florida. Links to NaTHNaC’s detailed, site-specific advice allowed clinicians to have in-depth discussions of the transmission risks in Florida with potential travellers.

    A high risk alert was issued as more information became available stating: “The risk in Miami-Dade county is considered high and pregnant women are advised to postpone non-essential travel to Miami-Dade county until after their pregnancy.” Advice on reducing the risk of sexual transmission of Zika infection was also issued, which is included within the attached guidance.

    The situation is constantly under review and assessment, and travel and sexual transmission guidance is updated regularly as new information emerges from Florida.

    To ask the Secretary of State for the Home Department, what steps her Department is taking to ensure that children coming to the UK as refugees from Calais are under 18 years olds.

    All individuals are referred to the UK authorities by the French non-governmental organisation, France terre d’asile and are then interviewed by French and UK officials.

    Where credible and clear documentary evidence of age is not available, trained officials will use criteria including physical appearance and demeanour to assess age as part of the interview process.

    Where we believe someone is significantly over the age of 18, they will be refused transfer to the UK as a child. The Home Office does not use dental x-rays to determine an individual’s age; the British Dental Association has described them as inaccurate, inappropriate and unethical.

    The UK does not hold numbers of extremists from Commonwealth countries fighting in Syria and Iraq. The latest UN report on foreign fighters (April 2015) estimates there are over 1,350 foreign fighters in Syria and Iraq from Commonwealth nations. Over 800 Britons of national security concern have travelled to the region since the start of the conflict, around half of whom have returned.

    To ask the Secretary of State for Health, what assessment he has made of the effectiveness of social enterprises in delivering high quality healthcare services.

    It is a statutory obligation that decisions on healthcare provision should be taken independently by local commissioners. Clinical commissioning groups (CCGs) must decide how to use their resources in a way which is evidence based, clinically-led and cost-effective in order to provide high-quality healthcare for people in their area. CCGs must also balance both short-term need and long-term transformation in line with the NHS Five Year Forward View’s (5YFV) objectives.

    Where a social enterprise provides a regulated activity, under the Health and Social Care Act 2008, it will have to register with the CQC and follow a set of fundamental standards of safety and quality below which care should never fall. Following inspection of individual social enterprise providers, the CQC will publish a report on its website.

    The Government firmly believes that providers from all sectors, including social enterprises, play an important role in providing high quality, safe and efficient care to patients, as well as helping to realise the ambitions set out in the NHS 5YFV. That is why, working in partnership with Public Health England, NHS England and representatives from the voluntary sector, the Department is in the final stages of a review looking at partnerships and investment in the voluntary, community and social enterprise sector. The final report of the review is expected to be published in the spring.
