To ask the Secretary of State for Culture, Media and Sport, whether his Department plans to establish a statutory levy on greyhound racing to help support the welfare of retired greyhounds.

    Tracey Crouch

I recently wrote to the betting industry to underline the importance that the government attaches to the existing voluntary agreements between betting and greyhound racing through which funding is provided towards areas including animal welfare.

The Department for Environment, Food and Rural Affairs (Defra) is currently undertaking a review of the effectiveness of the Welfare of Racing Greyhounds Regulations 2010. In addition, the Environment, Food and Rural Affairs (EFRA) Parliamentary Select Committee is undertaking an inquiry into greyhound welfare to feed into Defra’s review. My Department has submitted written evidence to EFRA and we will want to consider any recommendations put forward by them as part of Defra’s review of the 2010 Regulations.

To ask Her Majesty’s Government what proportion of the Department for International Development’s spending currently goes towards water, sanitation and hygiene programmes.

    Baroness Verma

Expenditure by sector is reported in Statistics on International Development which I have attached for your convenience.

In 2014, UK bilateral expenditure on water supply and sanitation was £180.8 million. This was 2.6% of the UK’s total bilateral Official Development Assistance (ODA).

When DFID or other UK government departments provide core contributions in support of multilateral organisations, we do not break down by sector. However, there are a number of multilateral organisations that are focussed on water and sanitation. Details of the contributions from DFID to each multilateral organisation can be found at Table A8 of the attachment.

To ask Her Majesty’s Government what measures they will take to protect and enhance the amount of local housing allowance paid by local authorities in England in order to meet the accommodation and support needs of persons with learning disabilities.

    Lord Freud

A Written Ministerial Statement was published on 1 March 2016 to announce that the effect of the Local Housing Allowance cap for those living in social sector supported housing, including those with learning disabilities, would be deferred by a year, pending the outcome of a review.

We have done this because we understand the importance of ensuring that both those living in supported housing and those who provide this type of accommodation receive appropriate protections. This is why we are awaiting the outcome of a “Supported Accommodation” research project and subsequent policy review, to ensure support is focused on the most vulnerable and appropriate groups are safeguarded
