To ask the Secretary of State for Environment, Food and Rural Affairs, what steps she is taking to promote collaboration between farmers by setting up producer organisations in the dairy sector.

Collaboration is a powerful way for groups of farmers to share knowledge and expertise, market information and good farming practice, exercise joint purchasing power and strengthen their negotiating position within the supply chain.
We have put in place the legal framework that allows dairy producer organisations (DPOs) to form and provided some initial funding through the launch of the £5m Dairy Fund in 2013. The first domestic DPO, Dairy Crest Direct, was formally recognised by the Rural Payments Agency in May 2015, bringing together 1,050 dairy farmers across England and Wales.
In 2015, AHDB Llaeth/Dairy commissioned Promar International to carry out a study into ‘The Feasibility of a Dairy Producer Organisation in Wales’ on behalf of a group of Welsh dairy farmers. To ask Her Majesty’s Government what assessment they have made of the opportunities presented by NHS England’s Five Year Forward View to improve HIV services.

The National Health Service continues to offer world class Human Immunodeficiency Virus (HIV) treatment services.
In its role as the commissioner of specialised HIV care and treatment, NHS England has a service specification which emphasises the responsibility of commissioned providers to collaborate with other health, social care and third sector organisations as appropriate to help ensure the holistic needs of patients are met. This includes ensuring people living with HIV and other comorbidities have access and referral to appropriate services.
The effectiveness of HIV treatment means that more people will live well with HIV in old age. As people living with HIV get older, they will require access to services for the other conditions they may experience. Good communication with their HIV provider is important and this is required in the service specification.
In line with the Five Year Forward View, NHS England will continue to work closely with HIV organisations in order to inform its commissioning responsibilities with regard to specialised HIV care and treatment as well as ensuring primary and secondary health care services respond to the wider health needs of people living with HIV.
The Government’s Improvement Framework for Sexual Health includes the ambition that “older people with diagnosed HIV can access the additional health and social care services they need”. A copy is attached.

The British Government unequivocally condemns the murder of Xulhaz Mannan. On 25 April I expressed my deep sadness at the senseless murders of Mr Mannan, his friend Tanay Fahim and Professor Rezaul Karim and I called for the killers to be brought to justice. On 9 April, following the brutal murder of Nazimuddin Samad, the Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Bournemouth East (Mr Ellwood) called for the right to freedom of expression and open debate to be upheld in Bangladesh.
Regrettably, the number of violent extremist attacks against minority communities has increased in Bangladesh; many have been claimed by Al-Qaeda in the Indian-Subcontinent and Daesh. Extremism flourishes where there is a culture of intolerance and impunity. I urge the Bangladesh government to do its utmost to bring the perpetrators of these crimes to justice and to ensure that the right to life, to justice and to free speech for all Bangladeshis is upheld.

To ask the Secretary of State for Health, how many GP practices in Dorset provide phlebotomy services; and what action his Department is taking to increase the number of practices providing such services.

NHS England advises that 83 out of 98 general practitioner (GP) practices in Dorset provide practice based phlebotomy as an enhanced service. All patients registered at GP practices in Dorset have access to phlebotomy services, which are provided from a variety of locations, including GP practices and other sites.
The Dorset Clinical Commissioning Group is in the process of reviewing the provision of all phlebotomy services across Dorset to see how current provision could be improved. This is also a feature of the Clinical Services Review which is looking at how a wider range of services, closer to people’s homes can be offered.

The ONS Business Registers and Employment Survey provides figures for the number of jobs in manufacture of primary iron and steel in 2014, the latest year for which official figures are available.
In March 2015 the Government published a report on ‘The size and performance of the UK low carbon economy’ which contains estimates for the number of jobs supported by various low carbon sectors. The estimates can be found on the ONS and GOV.UK websites.
