    The Department is continuously seeking to identify and share best practice from across the UK.

    The Department works in partnership with Swindon & Wiltshire Local Enterprise Partnership (LEP) and Swindon Borough Council to deliver foreign direct investment to Swindon. My officials will continue to work with them to look at further examples of best practice.

    The Secretary of State announced on 25 June 2015 the pause of work on Midland Main Line electrification and TransPennine electrification. This was to avoid potentially abortive costs while work was carried out to replan the delivery of these projects. On 30 September 2015 work on these projects resumed.

    Other Network Rail Control Period 5 projects have been continuing while Sir Peter Hendy carries out his review.

    To ask the Secretary of State for Justice, what discussions he has had with the Home Secretary on proposed legislative steps to protect legally privileged communications from surveillance.

    Policy responsibility for this area lies with the Home Office. The National Offender Management Service (NOMS) has powers to intercept prisoners’ communications in specific circumstances.

    Section 4(4) of the Regulation of Investigatory Powers Act 2000 (RIPA) provides that the interception of communications in prisons is authorised where the conduct is in exercise of a power conferred by the Prison Rules. The Prison Rules allow for interception of a prisoner’s communications if it is necessary on certain specified grounds and proportionate to what is sought to be achieved. The Prison Rules do not permit interception of a prisoner’s communication with the prisoner’s legal adviser, unless the governor of the prison has reasonable cause to believe that the communication is being made with the intention of furthering a criminal purpose and unless authorised by the Chief Executive Officer of NOMS; the director responsible for the national operational services of NOMS; or the duty director of NOMS.

    We value the work of the supported housing sector extremely highly and are working closely with them to ensure they are supported as effectively as possible.

    As part of this, we have commissioned an evidence review of supported housing.

    The results of this research will determine any appropriate exemptions.

    To ask the Secretary of State for Health, what plans he has to urgently consult with medical authorities on ensuring a meningitis B vaccine is provided to all young children; and if he will make a statement.

    National immunisation programmes are introduced on the advice of the Joint Committee on Vaccination and Immunisation (JCVI), the independent expert body that advises the Government on all immunisation matters. JCVI’s recommendations are based on a comprehensive and careful review of a wide range of evidence including information from medical experts.

    JCVI reviewed the available evidence on meningitis B vaccine and recommended a national Meningococcal B (MenB) immunisation programme for infants. The MenB vaccine is first offered to babies at 2 months of age, with further doses offered when they reach 4 and 12 months of age.

    MenB was introduced into the NHS programme in September 2015. JCVI keeps the eligibility criteria of all vaccination programmes under review and considers new evidence as it becomes available. If JCVI provides further advice about the programme, we will consider this.

    To ask the Secretary of State for the Home Department, what assessment she has made of the potential merits of incorporating flood rescue into the statutory duties of the fire and rescue services.

    The Civil Contingencies Act 2004 and the Fire and Rescue Services Act 2004 already set out clearly the roles and powers of fire and rescue authorities in respect of emergency response and rescue in a wide range of situations, including flooding.

    Fire and rescue authorities are required to produce Integrated Risk Management Plans which identify the full range of risks to which an authority’s service is expected to respond, and these plans are subject to consultation with local communities. This approach is enshrined in the National Fire Framework which was given statutory effect in August 2012.

We are engaging with the new Libyan government and working closely with international partners to develop a comprehensive approach to defeat Daesh in Libya. Initial planning has focused on building the capabilities of Libyan security forces.

    The Minister for Community and Social Care (Alistair Burt), together with the Minister for Disabled People (Justin Tomlinson) recently met with Baroness Grey-Thompson, Chair of the Wheelchair Leadership Alliance, and NHS England to discuss what action could be taken to improve wheelchair services. This includes NHS England discussing the focus and content of a model service specification for wheelchairs with the Alliance.

    NHS England made available a further £10,000 to the Wheelchair Leadership Alliance for support during 2015/16.
