    To ask Her Majesty’s Government what is the breakdown of the £172 million Learner Support budget of the Skills Funding Agency for 2015–16.

    The Learner Support budget is predominantly demand-led and meets the costs of Discretionary Learner Support for grant-funded learners and the Advanced Learner Loan Bursary Fund for loan-funded learners. It also covers the government’s costs of the Professional and Career Development Loan scheme and Dance and Drama Awards for young adults.

    The forecasted total expenditure for the 2015-16 financial year currently stands at around £132 million. Discretionary Learner Support assists the most learners and may equate to nearly £86 million, while the Bursary Fund may equate to about £35 million of the expenditure. The remainder will be for the costs of Professional and Career Development Loans (c£2.5 million) and Dance and Drama Awards (c£8.5 million).

    The air quality plan published on 17 December last year sets out how, through a range of measures, London will achieve compliance with legal pollution limits for nitrogen dioxide by 2025. The plan states that the Government will keep the delivery of London measures under review and will take further action if progress is insufficient.

    The negotiation for land for the site of Harperbury Free School was part of a wider land sale for new homes which was being negotiated by the Department of Health. Heads of Terms for the sale were agreed in September 2014 and subsequently revised in October 2015.

    We are concerned about the rise in the number of small Salafi groups in Gaza that sympathise or self-identify with Daesh. This highlights the urgent need for all the parties to reach an agreement that addresses the underlying causes of conflict in Gaza to restore security under the Palestinian Authority, and reduce the risk of radicalisation inside Gaza. We are monitoring the situation closely.

    To ask Mr Chancellor of the Exchequer, which competent authorities in the UK will be able to access data on the beneficial ownership of companies incorporated in (a) other EU countries and (b) British Overseas Territories.

    All UK competent authorities can request company beneficial ownership information from foreign jurisdictions through Mutual Legal Assistance and other information sharing arrangements such as the Egmont Group of Financial Intelligence Units. Furthermore, more than 30 countries have now joined the initiative to automatically share beneficial ownership information among participants (the statement can be found here: https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/520459/statement_on_the_initiative_for_exchange_of_beneficial_ownership_information.pdf). The Prime Minister also recently announced that UK law enforcement and tax agencies will have full access to information on the beneficial ownership of companies incorporated in all UK Overseas Territories and Crown Dependencies (except Guernsey).

    We are advised by NHS England that allocated funding for mental health services in the Haringey Clinical Commissioning Group area, which includes the Tottenham constituency, is £34.192 million, of which £31.326 million is allocated to Barnet, Enfield and Haringey Mental Health Trust.

    My Department is working closely with the Home Office and other Government Departments to identify and develop options to shape our future immigration system, including considering how best to control the number of people coming to the UK from the following Brexit. We are already fully engaged with the Governments of Scotland, Wales and Northern Ireland to ensure a UK-wide approach to our negotiations. My ministerial collegues and I have also discussed the next steps with a range of organisations, including the General Secretary of the Trades Union Congress and key business groups.

    The Department has regular meetings and conversations with retailer stakeholder groups and representatives from the packaging industry, including representatives of supermarkets. The Department also works through the Waste and Resources Action Programme (WRAP) on wide-ranging initiatives aimed at increasing recycling. Many of these initiatives, including the Courtauld Commitment, involve supermarkets.

    The National Planning Policy Framework makes clear that mineral planning authorities should plan for a steady and adequate supply of minerals (aggregates), for example stone which is used in construction. All mineral planning authorities in England are members of one of the nine Aggregate Working Parties. These Parties publish annual reports which provide survey data on the extraction, sales, supply and forecast demand for aggregates in their area.
