Andrew Percy – 2016 Parliamentary Question to the Department for Transport

To ask the Secretary of State for Transport, what steps his Department is taking to ensure that bus operators have an incentive to invest in new vehicles when franchising is an option open to local authorities.

Local transport authorities with access to bus franchising powers will wish to ensure that local operators are aware of their intentions, so that investment decisions can be taken and services continue to be provided in the best interests of passengers.

Any authority that chooses to implement franchising will have the ability to specify its requirements of operators as part of any franchise contract. This could include requirements relating to the standards of vehicles to be used by operators.

Derek Thomas – 2016 Parliamentary Question to the Department of Health

To ask the Secretary of State for Health, what steps he is taking to reduce regional variation of access to (a) minimally invasive technology and (b) drug eluting stents designed to tackle peripheral arterial disease.

Vascular services manage the treatment and care of patients with diseases related to disorders of the arteries, veins and lymphatic system. These can be managed by medical therapy, minimally-invasive catheter procedures and surgical reconstruction. NHS England commissions these services as part of its specialised commissioning portfolio.

The vascular disease specialised commissioning clinical reference group has prepared a service specification for specialised vascular services. This aims to ensure that services deliver improved patient experience, provide equality of access to the full range of vascular diagnostics and interventions, and ensue that patients are receiving a high quality of service, with access to the most modern techniques.

Implementation of the service specification for specialised vascular services through the local service review processes is designed to reduce regional variation.

The Government has made no assessment of the effects of drug eluting stents on lower limb amputation rates.

Lord Empey – 2016 Parliamentary Question to the Foreign and Commonwealth Office

To ask Her Majesty’s Government what discussions they have had with the Falkland Islands Government regarding the future of its territorial waters.

As a self-governing Overseas Territory of the UK, it is up to the Falkland Islanders to determine their own future. The UK is in no doubt about its sovereignty over the Falkland Islands and surrounding maritime areas, or about the principle and the right of the Falkland Islanders to self determination. We have discussed with the Falkland Islands government the Commission on the Limits of the Continental Shelf (CLCS)’s remit, and the fact that the UN itself has noted that the CLCS cannot consider claims relating to disputed areas. In this case that would include the Falkland Islands. Furthermore, the CLCS has no jurisdiction over the sovereignty of any land territory, including the Falkland Islands.

To ask the Secretary of State for Culture, Media and Sport, what assessment he has made of the potential effect of the one per cent rise from 2016-17 on the (a) wage levels in real terms, (b) living standards and (c) disposable income of workers in the Information Commissioner’s Office to the end of this Parliament.

The July 2015 budget announced an average 1% pay award for public sector workforces from 2016/17. This is set out in Civil Service Pay Guidance, which is issued each year following negotiation with the Trade Unions.

Pay restraint is one of the many difficult choices the Government has had to make to put the public finances back on track and makes a significant contribution to protecting jobs and maintaining public services.

Catherine McKinnell – 2016 Parliamentary Question to the Home Office

To ask the Secretary of State for the Home Department, whether the Government will be represented at the Leaders’ Summit on Refugees to be hosted by President Obama on 20 September 2016.

The Government has no plans to introduce additional pathways for refugees to come to the UK. The UK is already a leading resettlement state, offering a number of safe and legal pathways for refugees. In the year ending June 2016, a total of 3,439 people were resettled in the UK.

In addition to the 20,000 Syrian refugees and up to 3,000 vulnerable persons from the Middle East and North Africa region that the Government has committed to resettle by 2020, the UK has also committed to relocate unaccompanied refugee children from France, Greece and Italy. Under the family reunion policy we have reunited around 22,000 refugees with their immediate family over the past five years and will continue to do so. The Government supports the principle that those who need international protection should claim asylum in the first safe country they reach. This allows vulnerable persons to receive help quickly rather than risking their lives on hazardous journeys into and across Europe or falling victim to criminal gangs who are exploiting the situation. Providing humanitarian aid in the region is the best way to provide much needed support to the majority of those fleeing persecution while working with the United Nations High Commissioner for Refugees to resettle the most vulnerable who cannot reasonably remain.

HM Government will be represented at the UN General Assembly high level meeting on 19 September and the Leaders’ Summit on refugees to be hosted by President Obama on 20 September.

Lord Bradley – 2015 Parliamentary Question to the Ministry of Justice

To ask Her Majesty’s Government how many people serving (1) life sentences, and (2) imprisonment for public protection sentences, were authorised by the Parole Board for transfer to open prison conditions in each month since January 2013.

The table below gives a breakdown of the number of indeterminate sentence prisoners who were recommended by the Parole Board for transfer to open conditions.

The data covers the period from 1 January 2013 to 31 October 2015, broken down by month, and distinguish between those serving a life sentence and those serving an indeterminate sentence of imprisonment for public protection.

These figures have been drawn from a live administrative IT system which, as with any large scale recording system, are subject to possible errors with data entry and processing.

Ben Howlett – 2015 Parliamentary Question to the Department for Energy and Climate Change

To ask the Secretary of State for Energy and Climate Change, whether the Government will require the parts and equipment used in the construction of the Hinckley Point C nuclear power station to be manufactured in the UK.

As my rt hon. Friend the Secretary of State set out to the Energy and Climate Change Committee, EDF predict over 60% of the HPC project’s construction value will go to UK companies. The Government is working with EDF and other developers to maximise the opportunities for UK businesses linked to Hinkley and proposed future new nuclear projects. We have put in place a number of initiatives to help UK suppliers’ bid for new nuclear contracts.

Tom Blenkinsop – 2016 Parliamentary Question to the Department for Energy and Climate Change

To ask the Secretary of State for Energy and Climate Change, what steps her Department is taking to take account of the whole system costs of different energy technologies when formulating future government policy on delivering renewable support at least cost to consumers.

DECC recognises the importance of considering the whole system impacts (both costs and benefits) of different electricity technologies when formulating future government policy, since it is a crucial element in delivering secure, clean and affordable energy to consumers.

In order to continue to improve its evidence base in this area and inform future policy developments, DECC has commissioned a project on the Whole System Impacts of Electricity Generation Technologies on the electricity system. This project will improve DECC’s understanding of what these system costs are (for example the impact of electricity technologies on wider system balancing actions and networks requirements), as well as improve DECC’s modelling capability to quantify these system costs and their dynamics.

Once this project is completed, DECC will be able to better quantify these system costs to inform policy decisions. Any future policy development, such as future renewable support, will be informed by the improved evidence base developed through this project.

To ask the Secretary of State for Education, what the relevant per pupil outturn expenditure on Education Services Grant-supported activities for the highest, median and lowest spending local authorities was for the 2014-15 financial year; and if she will publish the same statistics for planned expenditure for the 2015-16 financial year.

The Education Services Grant (ESG) is unringfenced and local authorities therefore have complete discretion on how to spend this funding.
