    To ask the Secretary of State for Culture, Media and Sport, what open data requirements apply to the BBC (a) generally and (b) to the publication of or making available licence fee payment numbers by region.

    The BBC has a duty under the Charter to observe high standards of openness and transparency. The BBC is also subject to the Freedom of Information Act. The BBC has a Memorandum of Understanding in place with the Open Data Institute and the Open Knowledge Foundation to support to the BBC in its aspirations to open up data where this is appropriate.

    The BBC does not collate licence fee income by region, so cannot publish this information.

    To ask the Secretary of State for Business, Innovation and Skills, if he will set out the exemptions and compensation for the steel industry, and the dates from which each will apply, announced in the Spending Review and Autumn Statement 2015.

    On 14 December, the EU Commission approved our first state aid case – to commence relief from the indirect costs of the Renewables Obligation (RO) and small-scale Feed-in-Tariff (FiT). Eligible companies will be able to apply for compensation in January 2016, once scheme guidance and application forms have been published. The second state aid case – to compensate competitors of eligible Energy Intensive Industries (EIIs) – is currently being considered by the Commission.

    The Government is expected to pay compensation for RO/FiT costs until the exemption is implemented – the aim is to achieve that from 2017-18.

    This is in addition to the £50 million of support the Government has already given to the steel industry to mitigate the impact of climate change policies.

    This relief from energy costs will save industry hundreds of millions of pounds and will give the UK Steel Industry greater certainty around energy costs for the life of the Parliament.

    To ask the Secretary of State for Transport, what progress Highways England has made on introducing Regional Road Safety Co-ordinators; and whether Highways England’s Regional Incident and Casualty Reduction Plans will include targets for casualty reductions.

    Regional Safety Coordinators have now been appointed by Highways England. The first appointment was made in January 2016 and the final appointment was made this month.

    The killed and seriously injured reduction target, which is within the Roads Investment Strategy, is a 40% reduction by 2020 (against 2005 to 2009 average baseline). Highways England’s Regional Incident and Casualty Reduction Plans which will provide the disaggregated targets per region will be published in April 2016.

    ​Government Departments, notably the Foreign and Commonwealth Office, Ministry of Defence and Department for International Development have all made occasional targeted voluntary contributions to UN Special Political Missions (SPMs) over the last five years. Information about these discretionary payments is not held in a single consolidated form, and could only be obtained at a disproportionate cost. The Government identifies and monitors the value and impact of providing the voluntary funding on a case by case basis.
