To ask the Secretary of State for Health, how many migrants working in the NHS have no recourse to public funds.

The Health and Social Care Information Centre collects data on the number of staff working in National Health Service hospital and community health services (HCHS) in England.
Nationality is a self-reported field within the electronic staff record system. The following table shows the number of HCHS staff from other European Union (EU) countries who declared their nationality who work in the NHS in England and in London.
Information on the number of employees from other EU countries working in London is only available for those people working in NHS trusts and clinical commissioning groups.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent reports he has received on the abduction, forced conversion and forced marriage of underage Christian girls in northern Nigeria.

We have received a number of reports on the abduction, forced conversion and forced marriage of women and girls by Boko Haram in Northern Nigeria. These women and girls reportedly come from both Muslim and Christian communities. Due to the nature of Boko Haram attacks, which often take place in remote areas, it is difficult to obtain precise data on such activities.
We welcome the progress made by Nigeria and its neighbours against Boko Haram, including the release of women and children. We regularly raise the issue of abducted women and girls with the Nigerian government at the highest levels, and have stressed the importance of providing appropriate support to those who are rescued.
The UK remains fully committed to supporting Nigeria’s efforts to tackle Boko Haram, support those targeted by its indiscriminate campaign of violence, and find those who are missing. We are providing a substantial and increasing package of intelligence, military and development support to Nigeria in the fight against Boko Haram.

To ask the Secretary of State for Business, Innovation and Skills, what steps he is taking to ensure that the investment in the long-products steel works in Teesside will be secure in the event of the UK exiting the EU.

The Government’s top priority for steel has not changed in the light of the EU referendum. The process for selling Tata Steel’s remaining UK assets remains ongoing and we continue to work closely with Tata and potential bidders so that we can secure a sustainable future.
More widely, we are committed to working closely with the UK steel sector through the Steel Council to maximize the opportunities and mitigate the potential impacts. On 28 June, my Rt Hon Friend the Secretary of State for Business, Innovation and Skills and I held a special round table of business leaders, including the Chair of the Steel Council, to explore post referendum issues.

As a Government, we have been clear that we will do nothing to undermine workers’ rights. The United Kingdom has one of the best records on occupational safety and health in Europe and the wider world and the Government intends to keep it that way. Health and safety regulations are secondary legislation under the Health and Safety at Work etc. Act 1974 and the Government has no plans to change this.

To ask the Secretary of State for Environment, Food and Rural Affairs, what estimate she has made of the number of farmers who received payments under the Environment Stewardship Scheme in October rather than August 2015 as a result of the withdrawal of online applications for such payments.

Environmental Stewardship (ES) claims are administered by Natural England. Historically, about 60% of advance payments have previously been paid in August.
All ES and Basic Payment Scheme claims have to be cross-checked before payment can be made in line with European regulatory requirements. This year, due mainly to the extension of the claims deadline, it was necessary to delay ES advance payments until they could be cross-checked. From 2018, new European rules will prevent any payments from being made before 16 October each year.
Natural England had paid 28,523 (60.24%) of advance payments by the end of October. Ninety-two percent of ES advance payments have now been made, and Natural England aims to pay the remainder of advance claims by the end of December.

All Community Rehabilitation Companies informed the MoJ of their plans to restructure as part of the bidding process, which was robustly evaluated. They are contractually required to maintain a professional and appropriately skilled workforce to deliver the services set out in their contracts. We are robustly managing the contracts to make sure the providers deliver services which reduce reoffending, protect the public and provide value for money to the taxpayer.

To ask the Secretary of State for Health, if his Department will take steps to reduce sales of highly caffeinated drinks to children.

The Food Standards Agency (FSA) has advised us that the safety of caffeine has been reviewed by the European Food Safety Authority, which specified a level of caffeine for children and adolescents which does not raise safety concerns. For a 10-year-old child this is equivalent to the amount of caffeine in one 250 ml can of high caffeine drink.
The FSA does not collect data on the sale of high caffeine drinks and has no plans to restrict the sale of these drinks to children. However, the FSA advises that children and other people who are sensitive to caffeine should consume caffeine only in moderation. High caffeine drinks must be labelled with an advisory statement that they are not recommended for children.
