The Department has not made any estimate of the number of general practitioners (GPs) who have left the National Health Service since 1 January 2016.
The Health and Social Care Information Centre’s (HSCIC) General and Personal Medical Services: England 2005-2015, Provisional Experimental workforce statistics published on 27 April showed that as at September 2015, there were 1,288 more full-time equivalent GPs working and training in the National Health Service than in September 2010. The HSCIC will be publishing these workforce statistics bi-annually, with data as at 31 March 2016 due for publication in September.

The Policing and Crime Bill contains a power to enable the Secretary of State for Transport to issue Statutory Guidance to licensing authorities in relation to the safeguarding of children and vulnerable adults. There will be a consultation on draft guidance, which I intend will include guidance on Disclosure and Barring Service checks. It is expected that a consultation on this, and any Statutory Guidance, would be launched early next year.

The Government has met with representatives from the fishing industry concerning its position following EU exit and will continue to do so. This includes a round table discussion on 15 September 2016 which included representatives from the finfish and shellfish catching sectors, recreational fishermen and environmental NGOs.

The Government is currently considering the large amount of very detailed analysis contained in the Airports Commission’s final report before taking any decisions on next steps.
The Government will carefully consider all the evidence set out, including that on costs, when making a decision on additional runway capacity.

Kent Police and Medway Council’s child protection team have launched a joint independent investigation into the allegations made about Medway Secure Training Centre (STC) and it would be inappropriate to commission another investigation while this is underway. HM Inspectorate of Prisons and Ofsted – both independent inspectorates – also visited the STC last week. Any further action will be announced in the usual way.

NHS England published a Commissioning Framework for Adult and Paediatric Sexual Assault Referral Centre (SARC) Services in August 2015 which outlines the core services in SARCs and referral pathways to other services. These are now being rolled out throughout England.
Local Transformation Plans will set out how local organisations will use the additional investment of £1.4 billion the Government is making during the course of this Parliament to transform local Child and Adolescent Mental Health Services. All clinical commissioning groups working closely with their partners in local government, Children’s Services and education, have developed plans to transform their local offer. These plans cover the full spectrum of mental health issues: from prevention and resilience building, to support and care for existing and emerging mental health problems, as well as transitions between services and addressing the needs of the most vulnerable. The guidance issued by NHS England in August specifies that the plans should set out what will be done to address the needs of children and young people who are particularly vulnerable to mental health problems including, for example, those who have been exposed to sexual abuse or exploitation.

The Spending Review underlined the priority this Government attaches to our ambition to build a million homes this Parliament and to double the number of new homeowners. Building on the successful contribution the Homes and Communities Agency made in the last Parliament, the Review will ensure that they are well-placed to deliver the Government’s objectives.
In line with Cabinet Office guidance, the Review will consider a range of options in looking at how the Agency can operate in the most effective and efficient way.
We will be seeking evidence from a wide range of sources, including the Agency itself, and will provide an opportunity for interested stakeholders to contribute views. Once this evidence has been collected and conclusions drawn, the Review will report as soon as possible.

To ask the Secretary of State for Health, when he expects effective processes to be in place to allow the issuing of fixed penalty notices to people who are smoking in cars when children are present.

Local authorities can issue fixed penalty notices for offences related to smoking in private vehicles carrying children; the police can use the traffic offender report to pass information to local authorities who can issue the fixed penalty notice and collect the fines. Guidance on this process has been sent to police forces.
The police and local authorities can also collaborate on enforcement action, for example when carrying out local road safety operations, when the local authority can take enforcement action as appropriate.
