    To ask Her Majesty’s Government, following the accident on the M1 on 12 October, how long it took the Highways Agency to reopen junction 25 on the southbound carriageways, and how far north diversions were put in place.

    Highways England report that the incident occurred around 2:15 am, with the carriageway fully reopened by 9:25 pm. Diversions were initially put in place from junction 25 of the M1, with traffic diverted onto the A52 westbound, the A5111 southbound, the A6 southbound and the A50 eastbound, to re-join the M1 at junction 24. Unfortunately, there was a second incident on the slip road of the M1 at junction 25, resulting in a lane being closed. This meant the M1 closure was extended further north to junction 26 until this incident was cleared.

    Variable Message Signs were set prior to junction 38, in order to encourage drivers to divert via the A38. In addition, messages were displayed on the M62, A1(M), M18, A46, A52 and A38.

    To ask the Secretary of State for Defence, how many bids his Department received under its proposal to make the Defence Infrastructure Organisation government-owned contractor-operated.

    The Defence Infrastructure Organisation (DIO) has been led by a Strategic Business Partner (SBP) since September 2014. The SBP contract allowed for the Ministry of Defence (MOD) to instruct the incorporation of DIO as a Government-owned company (GovCo), subject to a value for money review.

    I announced the conclusions of the review in my written statement of 10 December 2015 (Official Report, columns 55-56WS). The GovCo model would have been led by the SBP but 100% owned by the Secretary of State for Defence. A GovCo is distinct from a Government-owned contractor-operated organisation (GOCO) which has a different legal construct. The MOD has never proposed for the DIO to become a GOCO.

    To ask the Secretary of State for Health, what steps his Department is taking to improve early diagnosis rates of pancreatic cancer.

    Improving early diagnosis of cancer is a priority for this Government. We have committed to implementing recommendation 24 of the Independent Cancer Taskforce’s report Achieving World-Class Outcomes and this will be underpinned by investment of up to £300 million more in diagnostics each year by 2020. The strategy also makes recommendations for speeding up diagnosis of cancers with non-specific but concerning symptoms through the use of multidisciplinary diagnostic centres. NHS England is working with partners across the health system to consider how best to take forward these and other recommendations.

    Updated suspected cancer referral guidelines by the National Institute for Health and Care Excellence (NICE), including new guidelines for pancreatic cancer, which was published last June will continue to support general practitioners (GPs) to identify patients and urgently refer them as appropriate, where pancreatic cancer is suspected. NICE noted that more lives could be saved each year in England if GPs followed the new guideline, which encourages GPs to think of cancer sooner and lower the referral threshold.

    To ask the Secretary of State for the Home Department, how many Border Force staff have been assigned to tackle employers of illegal immigrants in each of the last five years; and if she will make a statement.

    Border Force is a law enforcement command within the Home Office which secures the UK border by carrying out immigration and customs controls for people and goods entering the UK. Tackling employers of illegal migrants is dealt with by Immigration Enforcement which is responsible for preventing abuse, tracking immigration offenders and increasing compliance with immigration law.

    In the event that an employer is found to have employed an illegal worker, they may be subject to a civil penalty of up to £20,000 per illegal worker unless they have undertaken the prescribed document checks. In the last five years Immigration Enforcement has issued over nine thousand civil penalties to the value of £110 million.

    The Department is committed to supporting young people so those who need support with housing costs will continue to receive it. The Department is currently consulting with stakeholders in order to identify those groups of young people and develop suitable protections. Once this work is complete we will bring forward detailed proposals and an impact assessment in line with standard procedures.

    All government departments are bound by legal requirements concerning the right to work in the UK and, in addition, the Civil Service Nationality Rules.

    Evidence of nationality is checked at the point of recruitment into the Civil Service as part of wider pre-employment checks, but there is no requirement on departments to retain this information beyond the point at which it has served its purpose.
