Policy responsibility for the Vaccine Damage Payment Scheme transferred to the Department of Health from the Department for Work and Pensions (DWP) in May 2014 although DWP continues to administer this scheme. The scheme was last revised in 2007 and no assessment of effectiveness has been made since that date.

While corporate taxation is a matter for Member States, under the EU Treaties the European Commission has competence to conduct State aid investigations in order to prevent unlawful distortion of competition and to safeguard the internal market. Investigations into tax rulings issued by EU Member States to multi-national companies were opened by the Commission in 2013. While the Commission has found illegal aid has been provided by some Members States (not including the UK) relating to some US companies, rulings under investigation also relate to a number of non-US undertakings.

To ask the Minister for the Cabinet Office, what steps his Department is taking to improve the representation of employees with a disability in the Senior Civil Service in the Cabinet Office.

The Cabinet Office promotes a number of cross Government talent schemes to Black, Asian and Minority Ethnic (BAME) and disabled staff, to accelerate their promotion to Senior Civil Service roles. This includes Civil Service wide talent schemes such the Future Leaders Scheme (aimed at G6&7 staff) and the Senior Leaders Scheme (aimed at SCS Pay Band 1). Additionally, it promotes development schemes aimed specifically at BAME and disabled staff including the Accelerate talent programme (for SCS) and the Positive Action Pathway (for staff below SCS).

Government recognises the important contribution that opportunities for sport and recreation make to the health and wellbeing of communities. Planning policies should be based on robust and up-to-date assessments of community needs. Any change of policy to allow Sport England (or any other public body) to have similar responsibilities for community leisure facilities, as it does for playing fields, would be a matter for DCLG.

The Department is currently working with NHS England and the Local Government Association to ensure that all local transformation plans (LTPs) are brought together in one place as soon as possible.

A qualitative analysis will be available on key themes later this year. The intention from 2016-17 is to mainstream children and young people’s mental health as part of the normal NHS England planning cycle and to integrate LTPs into the new Sustainability and Transformation Plan.

To ask the Secretary of State for Business, Innovation and Skills, with reference to the Written Statement of 26 May 2016, HCWS30, what assessment he has made of the business need for the roles based at (a) the Sheffield office at St Paul’s Place and (b) the London office at 1 Victoria Street.

Detailed planning within business areas is continuing in order to assess for which roles there is a permanent business need, and which are either no longer needed or only needed in the short term.
Based on current estimates the Department expects less than half of the policy roles currently outside London to transfer and be backfilled permanently, as part of the overall reduction in policy roles from 2000 to 1500.
