    To ask the Secretary of State for Environment, Food and Rural Affairs, what plans her Department has to bring forward legislation to amend the Welfare of Racing Greyhound Regulations 2010 related to the recommendations in the post-implementation review of those regulations.

    As set out in Defra’s Post Implementation Review of the Welfare of Racing Greyhounds Regulations 2010, we are currently considering a number of areas where the Regulations may need amending. Any such amendments can be introduced via secondary legislation made under the Animal Welfare Act 2006.

    To ask Her Majesty’s Government, in the light of the investigation General practice commissioning: in whose interests? by The Times and the British Medical Journal, what assessment they have made of whether the conflict of interest guidelines are fulfilled by asking board members with a conflict of interest in an item under discussion during a board meeting to remain silent or leave the room.

    NHS England is responsible for providing guidance to clinical commissioning groups on how to manage conflicts of interest.

    The current guidance states that:

    “Where certain members of a decision-making body have a material interest, they should either be excluded from relevant parts of meetings, or join in the discussion but not participate in the decision-making itself (i.e., not have a vote)….The chair of the meeting has responsibility for deciding whether there is a conflict of interest and the appropriate course of corresponding action.”

    NHS England has commenced a review of the Conflicts of Interest Guidance, as part of a wider governance project to strengthen conflicts of interest management across the National Health Service, and this is expected to be published next year. NHS England will formally consult with a number of regulators and national partners in the development of this guidance.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Prior of Brampton on 8 December (HL3846), how much grant the Department of Health will provide to Action on Smoking and Health in the current financial year, and whether they will place a copy of any grant application and award letter in the Library of the House.

    The Department will provide a grant of £150,000 to Action on Smoking and Health in the 2015/16 financial year. This grant is awarded under Section 64 of the Health and Social Care Act 1968.

    A copy of the signed award letter, including the detailed deliverables of the grant, has been attached.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what government funding is available to pay farmers to allow parts of their land to flood to avoid flooding elsewhere.

    If land is flooded as part of a deliberate and managed scheme to avoid flooding elsewhere the authority responsible would need to buy a right to flood or make a similar binding agreement with the landowner. The prices paid for that agreement would be subject to negotiation between the authority and the landowner and take into consideration such matters as any loss of value caused by flooding and debris in fields

    To ask Her Majesty’s Government what discussions they have had with Welsh Government about its position that a number of clauses of the Trade Union Bill relate to devolved issues, and in particular regarding its position that (1) provisions in clause 3 regarding the 40 per cent threshold, (2) provisions in clauses 12 and 13 regarding facility time, and (3) provisions in clause 14 regarding check-off, relate to devolved issues.

    Ministers have engaged with the Devolved Administrations on the Trade Union Bill.

    As part of our engagement, Nick Boles, the lead Minister for the Trade Union Bill, has received four letters from Leighton Andrews, Minister for Public Services in the Welsh Government on 20 November 2015, 18 January 2016, 27 January 2016, and 9 February 2016. These letters related to specific aspects of the Bill and on the Welsh Government position on their applicability in Wales. On 5th February 2016 Nick Boles had a telephone conversation with Leighton Andrews on the Bill; and on 4 March, he replied to the letters and has placed a copy of the correspondence in the Library.

    The Trade Union Bill relates to employment rights, duties and industrial relations, all of which are reserved.

    To ask Her Majesty’s Government, further to the reply by Lord Bourne of Aberystwyth on 10 March (HL Deb, col 1406), whether the 60 per cent of jobs guaranteed in the supply chain for Hinkley Point remain guaranteed for the third nuclear plant and beyond, with which the Chinese are fully involved.

    The government is working to maximise the economic and social benefits accruing to the UK local and national economies as the result of the development of all new UK nuclear power stations.

    The developers of New Nuclear Power Plants, Hinkley Point C located in Somerset, Wylfa Newydd on the Isle of Anglesey and Moorside in West Cumbria are all working towards ensuring that 60% or more is spent with UK companies

    For further proposed new build including Sizewell C in Suffolk, Oldbury in South Gloucestershire & Bradwell in Essex, the Government is working with the new build developers to match or better this percentage for work placed with UK firms.

    Commanding Officers do not have the power to deal by summary hearing with the offences of sexual assault, voyeurism, sexual activity in a public lavatory or exposure. These charges can only be dealt with by Court Martial or Service Civilian Court.

    A table setting out education programmes financed by DFID in Syria, Jordan and Lebanon in 2014-15 and 2015-16 is attached.

    DFID also supports education for Syrian refugees in Turkey through our contributions to the EU’s Facility for Refugees in Turkey, not through bilateral programming.

    To ask the Secretary of State for Environment, Food and Rural Affairs, pursuant to the Answer of 13 September 2016 to Question 45646, when her Department plans to complete the assessment of local needs and value for money to inform decisions on how to allocate remaining funding from the £700 million uplift to flood defence and resilience measures.

    The assessment of local needs is an ongoing process. The Environment Agency and other risk management authorities are responsible for maintaining up to date assessments of local flood risk. This information, together with an assessment of options to reduce risk in each area, provides an ongoing pipeline of potential works.
