    To ask the Secretary of State for Defence, how many additional Ministry of Defence Police Officers will be required to operate at full capacity in (a) 2015-16, (b) 2016-17, (c) 2017-18, (d) 2018-19 and (e) 2019-20 as a consequence of the 2015 Strategic Defence and Security Review.

    As part of the 2015 Strategic Defence and Security Review we are reviewing a series of options that are expected to change the way we provide our policing and guarding at some sites. Work is under way to assess the feasibility and implication of these options. Estimates of numbers of total Ministry of Defence Police officers were provided in my answer to Question 18989 from the hon. Member for North Durham (Mr Kevan Jones MP) on 10 December 2015.

    To ask the Secretary of State for Work and Pensions, if he will commission an evaluation of the effectiveness of support for former Independent Living Fund recipients.

    The Government has committed to conducting research on the impact of the Fund’s closure and has already identified a sample of former users who have agreed to participate.

    The Government believes that local authorities are best placed to provide for the care needs of people in their local community. The Care Act 2014 introduced stringent minimum standards for this care and it is within this context that local authorities took over responsibility for the care and support of former Independent Living Fund users from 1st July 2015.

    The Government has fully-funded local authorities to meet their additional obligations to service users previously in receipt of the Independent Living Fund for the remainder of the 2015/16 financial year and there will continue to be a separate grant to support them for 2016-17. Under proposals currently being consulted on, the Government will also enable local authorities to continue to fully fund the care packages of former Independent Living Fund users for the remainder of the parliament.

    To ask the Secretary of State for Health, what funding he plans to provide to local authorities for the provision of pre-exposure prophylaxis.

    NHS England has announced that it will make available up to £2 million in 2016/17 and 2017/18 for early implementer test sites for pre-exposure prophylaxis (PrEP). This funding will be made available to successful applications from local authorities.

    These will run over the next two years and will aim to test the ‘real life’ cost effectiveness and affordability of PrEP as part of an integrated HIV and sexually transmitted infection prevention service.

    NHS England, Public Health England and the Department will consider the relevant findings from the test sites to inform their respective commissioning responsibilities for HIV care and treatment and HIV prevention.

    The number of full time equivalent police officers employed in traffic policing roles as at 31 March in each of the last 5 years is provided in the tables. Officers with multiple responsibilities are recorded under their primary function or role.     As HM Inspectorate of Constabulary has made clear, there is no simple link between police numbers and crime levels, between numbers and the visibility of police in the community, or between numbers and the quality of service provided.

    Decisions on the size and composition of the police workforce are operational matters for Chief Officers working with their Police and Crime Commissioners and taking into account local priorities. What matters is how officers are deployed, not how many of them there are.

    To ask the Secretary of State for Defence, what proportion of the defence procurement budget was spent on foreign military sales in (a) 2012-13, (b) 2013-14 and (c) 2014-15.

    The proportion of the defence procurement budget, and the defence budget spent on foreign military sales in each financial year cannot be provided. Under the Foreign Military Sales Agreement (FMS), Her Majesty’s Government commits to FMS cases with the US Government which then places contracts with industry to deliver our requirements. Additionally, FMS cases typically cover differing periods of performance, thereby making estimation of the commitment that would fall within each financial year unreliable.

    The number of new cases, together with their values, committed to under FMS for each financial year is given in the table below. They do not equate to actual expenditure, accruals or contractual commitments and include contingency provisions.

    This Government has committed to ensuring that 90 per cent of the UK landmass will have voice and SMS coverage by 2017.14 telephone masts have been completed and are providing mobile coverage in areas of Cambridgeshire, Cornwall, Devon, Dorset, Lincolnshire, Somerset, Suffolk and Northern Ireland. Over 50 other ​potential mast sites are currentlybeing progressed by our supplier with the aim of delivering as many of these as possible by the project end date of 31 March 2016.

    The electrification programme will help dramatically increase seating capacity on the Great Western Main Line, with the Intercity Express Programme providing up to 40% more seats in the morning peak (compared to the HST fleet it replaces) in to Paddington and the new AT300s increasing seating capacity on Newbury to London services.
