    To ask the Minister for the Cabinet Office, what his Department’s wellness strategy is.

    The Cabinet Office takes the well-being of its employees seriously and provides a range of support, including the recent launch of the Cabinet Office Listening Service, resourced by staff who have been trained in active listening and emotional support. The service can provide upfront support to Cabinet Office staff dealing directly or indirectly with specific issues in their personal or working life or to help them to cope with mental health issues of any kind including depression, anxiety or stress. Listeners can also signpost individuals onto other relevant services such as the external Employee Assistant Programme which offers counselling, impartial advice and access to online health and wellness related resources.

    The department has established an employee led WorkWell community to further develop and implement a strategy for wellness. Progress to date includes establishing resilience training for senior leaders and their teams, signing up to the Time to Change pledge on mental health, providing access to coaching and training in skills to improve wellbeing such as mindfulness. WorkWell are also seeking to increase awareness of opportunities to improve physical wellbeing at work including provision of on-site health checks.

    There is no ten year rule for the destruction of records created by ministers. Departments work to the guidance published by The National Archives on the appraisal and selection of official records which are retained and transferred for permanent preservation.

    To ask the Secretary of State for the Home Department, pursuant to the Answer of 11 July 2016 to Question 41904, what mechanisms are in place to ensure that her Department meets its non-refoulement obligation in respect of victims of human trafficking held at Yarl’s Wood Immigration Removal Centre, and that no victims of human trafficking at risk of re-victimisation, torture or degrading treatment at return are subjected to deportation.

    No one who is found to be at risk of torture, inhuman or degrading treatment on return to their country will be deported from the UK. There are processes in place for those held in Immigration Removal Centres to claim asylum if they believe they are at risk of such treatment.

    Home Office staff working in all Immigration Removal Centres, including Yarl’s Wood, are trained as First Responders to identify signs that individuals may be potential victims of trafficking or slavery. Where an individual is identified as a potential victim, they will be referred to the National Referral Mechanism (NRM) for assessment.

    The Government has committed to invest £100bn in infrastructure over the course of this Parliament. There are 31 projects and programmes in the East of England in the National Infrastructure Pipeline, which include the energy, transport and waste sectors. The Pipeline is a strategic overview of the level of public and private infrastructure investment planned over the rest of this decade and beyond. These projects and programmes have a total capital value of more than £6 billion, of which more than £2.5 billion is public spending.

    On 1 February 2011 the Education Act 2011 amended the Education and Inspections Act 2006 to change the arrangements for establishing new schools. Most new schools are now established via the academy/free school presumption.

    182 local authority maintained schools have opened since 01 January 2011.

    In 2014-15, total Insurance Premium Tax receipts were approximately £3bn. HM Revenue and Customs estimates that £10.9 million in revenue was received from Insurance Premium Tax on health cash plans in 2014-15.
