    The Government believes that it is essential that consumers get a fair deal and that falls in oil prices are passed on to lower retail prices.

    To ask the Secretary of State for Education, what steps her Department is taking to implement the family test.

    The family test was announced by the Prime Minister in August 2014 and introduced in October 2014. The Department for Work and Pensions published guidance for Departments and officials on how the test should be applied when formulating policy which can be found online[1]. The Department for Education follows this guidance.

    The family test is an integral part of the policy making process and is applied in a proportionate way in the development of all new policies in line with the family test guidance.

    As stated in the guidance, there is no requirement to publish family test assessments. The Department has published the outcome of such assessments on a number of occasions, including as part of the impact assessments of the Childcare Bill[2] and the Education and Adoption Bill[3].

    To ask the Secretary of State for Communities and Local Government, what effect the policies outlined in the Spending Review and Autumn Statement 2015 will have on the amount his Department plans to spend on policies and services which in Scotland are devolved to the Scottish Government.

    My Department does not have responsibility for policies or services in Scotland. These are devolved to the Scottish Parliament. However, the increased funding for Housing announced in the Autumn Statement will deliver benefits to Scotland, thanks to the application of the Barnett formula. This Spending Review delivers a 14% real terms increase in capital budgets for the Scottish Government, which is equal to £1.9 billion over the spending review period. This is in addition to existing borrowing powers of over £2 billion. This will enable the Scottish Government, should they chose to do so, to support hard-working people who aspire to own their own home, and deliver the homes that communities want.

    To ask the Secretary of State for Health, what the implications for his Department’s policies on people with rare forms of kidney disease are of the report of the Rare Disease Forum, Delivering for patients with rare diseases: Implementing a strategy, published on 29 February 2016; and if he will make a statement.

    The Department is committed to improving the diagnosis and treatment of rare diseases for all patients, including those with rare forms of kidney disease through implementation of the UK Strategy for Rare Diseases, published in November 2013.

    The UK Forum report, Delivering for patients with rare diseases: Implementing a strategy, published on 29 February 2016 includes 51 specific commitments to improve the lives of all those affected with rare diseases. The measures focus on improving diagnosis and early intervention for patients affected by a rare disease.

    The UK Rare Disease Forum is working to ensure that specific commitments in the Strategy are embedded in policy development and implementation across the United Kingdom.

    To ask the Secretary of State for Communities and Local Government, what procedures his Department has to ensure that housing associations maintain an adequate level of housing stock available for key workers.

    Housing associations have ambitious plans to increase their housing stock over the next few years. The Government is supporting this with £8 billion of funding to deliver over 400,000 affordable homes. This will extend the opportunity of home ownership to more hard working families, including key workers, through measures aimed at doubling the number of first time buyers. The funding prospectus for the new Shared Ownership and Affordable Homes Programme was published on Wednesday 13 April.

    The voluntary Right to Buy between the Government and the housing association sector will give another 1.3 million families the chance to purchase a home at Right to Buy level discounts. Homes sold to tenants under this agreement will be replaced on a one for one basis using the proceeds from the sale of the property.

    Arts Council England is gathering data on the effects of changes to local authority funding.

    This Department is also undertaking a Museums Review of the whole museums sector, as announced in the recent Culture White Paper. The Review will be looking at a range of challenges facing the sector and will include museums in receipt of funding from local authorities as well as those which are independent from public funding.

    To ask the Secretary of State for Transport, what progress has been made on implementing the proposal in the Aviation Policy Framework to ensure that the Civil Aviation Authority considers opportunities to mitigate helicopter noise when dealing with any relevant airspace change proposals when updating guidance on environmental objectives.

    The Department for Transport (DfT) issued Air Navigation Guidance to the Civil Aviation Authority (CAA) in 2014 which included consideration of helicopter noise. DfT will also be consulting on new Guidance to the CAA in due course, to accompany its review of airspace and noise policies.
