Figures for those not in education, employment or training (NEET) have fallen to a record low. The proportion of 16 to 24 year olds NEET in England between July and September has fallen compared to the same period last year. These figures show the excellent progress that is being made in providing opportunities for young people.

The average processing time for disclosure applications is 15.3 days and 94.3% of applications are issued within 8 weeks, as of December 2015. Some Enhanced Certificate applications are referred to relevant police forces. DBS is working closely with the small number of forces whose performance does not meet turnaround targets.

To ask the Secretary of State for Health, what assessment his Department has made of the potential benefits of supported housing in helping older people with support needs to live independently and stay out of hospital.

The Department has made no formal assessment of the potential benefits of supported housing in helping older people with support needs and those living with acute mental illness to live independently. However, the Department’s work in this area is underpinned by a variety of evidence – including a report commissioned by the Homes and Communities Agency, Financial benefits of investment in specialist housing for vulnerable and older people (2010), which provides a useful overview. This is based on a review of literature, and is split by different client groups including older people and those living with a mental health condition.

For example, through our Energy Africa Campaign we are working with solar firms to accelerate the expansion of the household solar market in Sub-Saharan Africa, helping to bring universal energy access in the continent forward from 2080 to 2030. DCMS has been discussing the Government’s intention to implement a new broadband Universal Service Obligation (USO) with Ofcom, who will have a key role to play in providing technical and regulatory advice as the process moves forward. The Government will launch a public consultation early next year in preparation for the implementation of a new broadband USO by 2020,with the ambition to give people the legal right to request a connection to broadband with speeds of 10 Mbps, no matter where in the country they live.
