    The Government takes the illegal movement of dogs seriously and it is committed to working with the Devolved Administrations, delivery bodies, enforcement agencies and non-government organisations to tackle this issue.

    Whilst there have been no recent Ministerial meetings on the illegal movement of dogs, Defra’s Chief Veterinary Officer (CVO) has recently discussed the issue with his Devolved Administration counterparts, including the Northern Ireland CVO.

    Additionally, there have been discussions on this issue between other Defra officials and officials within the Northern Ireland Devolved Administration.

    To ask the Secretary of State for Communities and Local Government, whether he has made an assessment of the potential effect of the devolution of business rates on business growth in (a) former steel works and coalfield areas and (b) other local authority areas with a depleted industrial base.

    The Government intends to move to 100 per cent business rates retention in England by the end of this Parliament. The new system will have stronger incentives to boost growth, and areas that take bold decisions to further increase growth will see the benefits. We will be giving councils the power to cut the business rates multiplier to improve the business environment for enterprise and attract further businesses to their area. But we recognise that not all councils are the same. In setting up this system we will ensure that there is redistribution between councils so that areas do not lose out just because they currently collect less in local business rates, and will put protections in place for authorities that see their business rates income fall significantly.

    To ask the Secretary of State for Transport, if the Government will make it its policy that should a third runway be agreed at Heathrow Airport, that runway will not be permitted to operate if the airport breaches air quality limits.

    The Airports Commission shortlisted three airport expansion schemes, two at Heathrow and one at Gatwick. We are carefully considering the evidence in relation to all three schemes. The Government accepted the Commission’s shortlist in December 2015, and has since been undertaking a programme of further work, including on air quality, to support a decision on a preferred scheme. The Government’s decision on a preferred scheme will take into account the Government’s overall plan to improve air quality and its commitments to comply with legal obligations.

    To ask the Secretary of State for Education, what recent progress has been made on the application by Romford Football Club to build a stadium on Westlands playing field; and when she expects a decision on that application will be reached.

    School playing fields are protected by Section 77 of the SchoolStandards and Framework Act 1998. Schoolsand local authorities must obtain the Secretary of State’s approval beforethey can dispose of their land. Applications to dispose of schoolplaying fields are considered by the independent school playing fields advisory panel, and are approved only when it is demonstrated that the application meets published criteria.

    We are aware of an application by Havering Local Authority to seek approval to dispose of part of Westlands Playing Field to Romford Football Club. The application is currently being processed by officials at the Education Funding Agency, who are seeking further detail from the local authority about the proposal. The application will only be considered when sufficient information is available to assess the overall benefit of the scheme against the needs of pupils and existing community users. The Secretary of State will consider the panel’s recommendation before making her final decision.

    The Apache Capability Sustainment Programme is currently in the Assessment Phase and the investment decision is anticipated in summer 2016 to enable orderly upgrade of our existing fleet as they reach their out-of-service date.

    To ask the Secretary of State for Defence, if he will deploy the RAF to provide humanitarian support to the people of Syria through the use of air drops.

    The UN, the Red Cross Movement and Non-Governmental Organisation partners have the mandate and expertise to deliver an appropriate response to the humanitarian crisis in Syria. Any UK response would work to the same principles by which the UN operates. We would not use air drops when there is ground access particularly in the circumstances of western Syria, where there are no assurances about the safety of delivering humanitarian assistance by air. Nor would the UK undermine humanitarian agencies by providing duplicate aid through air drops, in the absence of full coordination with all agencies on the ground.
