    The General Medical Council, as the independent regulator of doctors in the United Kingdom, will hold information on doctors currently registered with them which may include their gender and what year they qualified.

    The Department is giving careful consideration to the findings in the Chief Schools Adjudicator’s annual reports published in December 2014 and November 2015 as part of our current review of the School Admissions Code. We will be conducting a full public consultation in due course.

    To ask the Secretary of State for Justice, what effect the withdrawal of service providers from the Transforming Rehabilitation Programme has had on the projected numbers of prisoners able to take part in that programme.

    No Community Rehabilitation Company (CRC) has withdrawn from the Transforming Rehabilitation Programme. As part of the Transforming Rehabilitation reforms, CRCs are required to deliver the services set out in their contract. CRCs can decide to contract with other organisations to deliver some of those services. If these sub-contractors decide to no longer provide services, the CRC will decide whether to re-tender or provide the service themselves. This should not affect the number of offenders able to access the services.

    We are not restarting the tendering process for probation providers. CRCs are in the process of finalising their supply chains. Contract Management Teams closely monitor arrangements to ensure consistency of service provision and that prime and sub-contractors comply with the terms of an Industry Standard Partnering Agreement set out in the original tender documents.

    The Marriage Registration Reform Bill, introduced by my Right Honourable Friend the Member for Meriden (Caroline Spelman) in the previous Parliamentary session, would have enabled the details of both parents of the couple to be included on the marriage certificate.

    The Home Office is continuing to develop proposals that will allow mothers’ names to be recorded on marriage certificates.

    We are encouraging all areas to come forward with locally led devolution proposals. If Greater Essex takes the decision to proceed with a combined authority and consults on those proposals, as statue provides, we will consider whether the creation of a combined authority is likely to improve the exercise of statutory functions in that area and lead to more effective and convenient local government.

    We look forward to discussing with Greater Essex any proposals they have to form a combined authority.

    To ask Her Majesty’s Government what assessment they have made of the number of people, including children, who continue to suffer the consequences of predictable and preventable disasters globally, and what assessment they have made of the case for Disaster Risk Reduction being included in all development assistance programmes in high-risk countries.

    DFID uses the global assessment undertaken by the Centre for Research on the Epidemiology for Disasters (CRED). CRED estimates that in 2014 107.3 million people were affected by disasters caused by natural hazards such as drought, earthquakes and floods. A DFID funded report recognises that, although there is limited available data, women and children are disproportionately affected by disasters.

    In 2012 DFID undertook a study which highlighted the case to invest in measures to build resilience to natural hazards, including Disaster Risk Reduction. The study proved that investing in disaster resilience in advance of shocks or in the early stages of a crisis saves lives and is more cost-effective than humanitarian aid provided after a disaster strikes. It found that, for instance, in Kenya, over a 20 year period, every $1 spent on disaster resilience resulted in $2.90 saved in the form of reduced humanitarian aid, avoided losses and development gains. Since 2011 DFID has undertaken a process to embed disaster resilience in all our country programmes, resulting in the inclusion of disaster risk reduction when appropriate. The Political Champions for Resilience Group has ensured building resilience has been institutionalised in donors, aid agencies and national governments. Strengthening resilience and response to crises is one of the four priorities of the 2015 UK Aid Strategy, Tackling Global Challenges in the National Interest.
