    To ask Mr Chancellor of the Exchequer, for what reasons the closure of the competition for carbon capture and storage projects was announced on a Stock Market news website on 25 November 2015, in advance of the Autumn Statement and Spending Review 2015.

    Following the Chancellor’s Autumn Statement, it was announced on the London Stock Exchange at 2:57pm on 25 November 2015 that HMG is not providing £1bn capital grant funding.

    We have not taken this decision lightly. However, this was a tight financial settlement and difficult decisions have had to be made. Support for the CCS competition projects has always been conditional on affordability and value for money.

    This decision means that the CCS Competition cannot proceed on its current basis. CCS has a potential role in the long-term decarbonisation of the UK and the government is engaging closely with the bidders on the implications of this decision for them.

    To ask the Secretary of State for Business, Innovation and Skills, pursuant to the Answer of 4 February 2016 to Question 24530, what methodology is used to calculate prices in connection with anti-dumping cases relating to the US and Russia.

    The US and Russia are both treated as market economies in anti-dumping investigations by the European Commission. This means that, with some exceptions, dumping is calculated on the basis of prices prevailing in the US and Russian domestic market. The exceptions are set out in Council Regulation (EC) No 1225/2009 (the EU’s basic anti-dumping Regulation) and the World Trade Organisation Agreement on Implementation of Article VI of the General Agreement on Tariffs and Trade 1994 (the “AD agreement”).

The Student Loans Company produces information and guidance materials for institutions and prospective students and expenditure for 2016/17 is expected to be in the region of £120,000.

    No formal assessment has been carried out by the Department, however Network Rail and the rail operator are required to work together in the event of disruption on the Brighton Main Line to ensure that passenger needs are catered for. Alternative travel options are put in place for planned engineering works, and these worked well during the Christmas period last year when extensive engineering work took place. The rail industry is required to have contingency plans in place for disruptive events.

    The Department for Business, Energy and Industrial Strategy will be responsible for helping to ensure that the economy grows strongly in all parts of the country, based on a robust industrial strategy. The Department will ensure the UK has secure energy supplies that are reliable, affordable and clean; encourage investment and innovation that fully utilises the UK science base; and enable a whole economy approach to deliver our climate change ambitions.

    The UK remains a member of the European Union and all existing rules still apply. The negotiations to leave the UK will be a long, complicated process and in the meantime, Departments will continue working to deliver the Government agenda.
