    To ask Her Majesty’s Government how many places in category D prisons were available in England and Wales in each month since January 2013.

    Progression to open prisons is never automatic, and prisoners must generally be within two years of release before they can be considered for allocation. Public protection is paramount, only those prisoners who are assessed as low risk of escape/abscond and low risk of causing harm to the public are transferred to an open prison.

    The following table shows the number of category D places that were available and occupied by prisoners in open prisons in England and Wales as at the last Friday in each month since January 2013. This information is published monthly on gov.uk

    The data above does not include the number of places available and in use in category D units in otherwise closed prisons.

    When proposals are made to change the Standard Assessment Procedure (SAP), the revised draft specification is accompanied by a draft Impact Assessment during public consultation. Any future proposals would therefore include an assessment of the impact on business.

    Daesh has obtained weapons through capture, and through the black market. It has also captured a variety of armed and unarmed vehicles. In addition, Daesh has produced its own Improvised Explosive Devices (IEDs), including vehicle-borne IEDs and suicide bombs, improvised rockets, mortars and munitions.

    Pension Credit was designed to provide income related support for people without sufficient provision for their retirement and as such the qualifying age for both men and women has been linked to women’s State Pension age since its introduction.

    On 7 March, we published our first consultation on a national funding formula for schools and high needs. It outlined the principles of the funding system and the funding factors that we believe should define the formula.

    The detailed design of the national funding formula – and therefore its impact on local authorities and schools – will only be finalised once we have had the opportunity to thoroughly consider all responses to our first consultation, which closed on 17 April. We intend to set out those proposals and the impacts of the proposed formula on local authorities and schools in a second stage consultation later this year. We are thinking carefully about how the transition to new funding levels can be managed and will set out further detail on this in the second consultation.

    To ask the Secretary of State for Transport, with reference to the oral contribution of the Parliamentary Under-Secretary of State for Transport of 4 May 2016, Official Report, column 286, stating that the Government intends to commence sections 165 and 167 of the Equality Act 2010 in 2016, if he will also impose a statutory requirement on the driver of a private hire vehicle to accept and assist a wheelchair user and not to charge extra for providing such assistance.
