To ask Her Majesty’s Government what steps they have taken to improve support for children and young people with mental health problems.

Children and young people’s mental health is a priority area for this Government and it is committed to delivering the vision set out in Future in Mind, the report published jointly by the Department and NHS England in March 2015. This is supported by an additional investment of £1.4 billion over the course of this Parliament. A copy of Future in Mind is attached.
Progress has been made on many of the key ambitions set out in Future in Mind. One significant development being that Local Transformation Plans (LTPs) for children and young people’s mental health and wellbeing have been produced covering the full spectrum of mental health issues, from prevention to intervention for emerging or existing mental health problems. LTPs also address the full spectrum of need, for every clinical commissioning group (CCG) in the country. The Local Government Association have produced a spreadsheet giving details of LTPs. A copy of this spreadsheet is attached.
Work is in progress to strengthen the capacity and capability of the workforce and to improve data and information in order to deliver the vision set out in Future in Mind by 2020. In addition, the Children and Young People’s Improving Access to Psychological Therapies programme is continuing to be rolled out across the country.
Progress has also been made on making help and support to children and young people available online through the launch of an online hub for children and young people on the NHS Choices website and further investment made into a campaign to reduce stigma and discrimination as proposed in Future in Mind.
All CCGs, working closely with their partners, have developed and submitted LTPs to transform their local offer for children and young people’s mental health. Plans cover the whole spectrum of services from prevention to intervention for emerging or existing mental health problems and address the full spectrum of need.

To ask Her Majesty’s Government what assessment they have made of whether action on the promotion of women’s rights and social justice has been made central to the Post-2015 Development Agenda, and of whether women, as key stakeholders, are able to promote and negotiate their own development goals.

The UK was a leading voice in the Global Goals for Sustainable Development negotiations and insisted that that that these goals must start by empowering girls and women, and tackling discrimination. A key priority was to ensure a strong and explicit commitment to gender equality through a standalone goal, and further gender mainstreaming throughout the framework. These were both successfully included in the final set of global goals.

To ask the Secretary of State for Transport, on what dates the marine offices in (a) Brixham, (b) Leith and (c) Newlyn were closed; and how many Maritime and Coastguard Agency staff were (i) made redundant or (ii) transferred to other marine offices as a result of those closures.

Brixham Marine Office, which was collocated with the Maritime and Rescue Coordination Centre, closed on 31 October 2014 when rescue coordination activity from there stopped. There were no redundancies and two members of staff relocated to other sites.
Leith Marine Office closed on 13 May 2015. There were no redundancies and one member of staff relocated to another site.
Newlyn Marine Office closed on 31 April 2015. There were no redundancies and one member of staff relocated to another site.

To ask the Secretary of State for Business, Innovation and Skills, whether the technology used for the digital voucher system for accessing funds from the apprenticeship levy will allow companies to direct unused funds to smaller companies in their supply chains.

In the first year of the levy, employers will be able to use funds in their levy account to pay for apprenticeship training and assessment of their own employees. We know that some employers will want to use funds in their digital account to pay for apprenticeship training of other employer’s apprentices, for example, someone in their supply chain. We will make an assessment of the pros and cons of any approach, including the trade-offs with other design choices, before providing further information in June.

To ask the Secretary of State for Transport, pursuant to the Answer of 8 June 2016 to Question 39089, on railway signals, and with reference to Network Rail’s press release of 29 May 2014, entitled Britain’s rail revolution quickens pace as first contracts for new traffic management technology are awarded, what the reason is for the difference in the values for Network Rail’s traffic management first deployment contract.

The Youth Justice Board (YJB) and HM Inspectorate of Prisons (HMIP) publish an annual report on ‘Children in Custody’ that monitors the number of gypsy, traveller and Romany (GRT) children in youth offenders’ institutions (YOIs) and secure training centres (STCs). The reports are available on the HMIP website.
The survey does not cover young people in Secure Children’s Homes (SCH). This is because Ofsted are responsible for inspecting SCHs, not HMIP.

Revealing negotiations regarding prisoner transfer agreements can be counterproductive given their sensitivity. My Ministerial colleagues and I are actively engaging with a number of countries and remain determined to secure compulsory agreements wherever possible. Currently the UK has over 100 prisoner transfer agreements with other countries and territories.

Maintenance costs for Grantown-On-Spey are accounted within the larger RAF Lossiemouth budget and costs could not be broken down and identified.
