    To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will request representatives of the British Embassy to attend the public hearing in the case of the imprisoned academic Miguel Angel Beltran scheduled for January 2016 in the city of Bogota.

    The British Embassy was notified by the Colombian authorities in August 2015 of the detention of Professor Miguel Angel Beltran, who is held at La Picota prison in Bogotá.

    The United Kingdom cannot interfere in the judicial process of another country. We take every opportunity to encourage the Colombian authorities to allow access for all to legal representation, a fair trial without prejudice and minimise delays.

    NOMs collects data on all sexual assaults, but does not separate these into type of assault. Our annual Safety in Custody Statistical Bulletin contains information on the overall numbers of sexual assaults (see table 3.9 in the link https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/495430/safety-in-custody-assaults-dec-2014.xls).

    We are committed to running safe prisons. We treat any assault extremely seriously and are working hard to reduce levels of violence in our prisons.

    To ask the Secretary of State for Communities and Local Government, with reference to paragraph 1.149 of the Budget 2016, how much of the increased funding available to prevent and reduce homelessness is in addition to the funding allocated to his Department in the Spending Review and Autumn Statement 2015.

    One person without a home is one too many and we are committed to do all we can to prevent homelessness. We have protected the homelessness prevention funding local authorities receive, totalling £315 million by 2019-20.

    This builds on our Spending Review commitment to increase central government funding to £139 million over the next four years. We announced in the Budget that £10 million of this would be spent to support and scale up innovative ways to prevent and reduce rough sleeping, particularly in London and that funding for the Rough Sleeping Social Impact Bond announced in the Spending Review will be doubled from £5 million to £10 million.

    We also announced in the Budget an additional £100 million to deliver low cost ‘move on’ accommodation to enable people leaving hostels and refuges to make a sustainable recovery from a homelessness crisis, providing at least 2,000 places for vulnerable people to enable independent living. We will re-prioritise money within our existing capital budgets to deliver this accommodation. This will not affect delivery of the Government’s Starter Homes and Shared Ownership programmes.

    The criteria for Public Service Obligations (PSOs) are determined by regulations agreed at the European level. We are carefully considering the Airports Commission’s recommendation to extend the scope of PSOs.

    To ask Her Majesty’s Government what is their estimate of the shortfall in resources available to enable elderly and disabled patients to be discharged from hospitals with adequate provision in place for their appropriate care at home or elsewhere.

    No-one should stay in hospital any longer than they need to and this Government is determined to ensure that health and social care are properly funded. As well as funding the National Health Service’s own plan for the future with £10 billion, we are giving local authorities access to up to £3.5 billion extra for adult social care by 2019/2020 through the new Social Care Precept and additional social care funding in the Better Care Fund.

    The consular documents referred to in my Answer of 19 July, to Question 42328, contain numerous pieces of correspondence between the Foreign and Commonwealth Office and the many interested parties in the case, including the Governments of the Bahamas and Mexico. However, the Foreign and Commonwealth Office does not hold a copy of the police report, which was passed to Cheshire Police. Officials will meet you and the Coriam family to discuss the case, and our engagement with the Governments of the Bahamas and Mexico.

    We have already given councils greater control by offering a 4-year settlement, and by the end of the Parliament, local government will retain 100% of business rates raised locally. Devolution Deals have awarded Mayoral Combined Authorities with greater flexibilities over investment funding through the Single Pot; this local control will only increase with devolution of the Adult Education Budget from 2018/19, subject to readiness conditions in Deal agreements. The Government believes that these policies fundamentally change the way local government operates, to give councils greater flexibility and control over budgets.

    In 2015, the UK has been allocated a total of €4 billion in CAP funds.

    In pounds sterling, based on the average European Central Bank exchange rate for September used for calculating direct payments, this equates to a total of £2.9 billion. Of this amount, £2.3 billion is allocated to Pillar 1 direct payments and £620 million to Pillar 2 rural development.
