    To ask the Secretary of State for Education, what proportion of pupils who achieved five A* to C grades at GCSE in 2015 received no higher than a B grade in any subject.

    Of those pupils[1] achieving five A* to C grades at GCSE[2] in 2015:

    • 4.5% received no higher than a C grade in any subject

    • 32.8% received no higher than a B grade in any subject

    To ask the Secretary of State for Environment, Food and Rural Affairs, what steps she plans to take to ensure the UK meets (a) the EU target to 50 per cent of municipal waste by 2020 and (b) the proposed EU target to recycle 65 per cent of such waste by 2030.

    The UK recycling rate has increased from 11% at the turn of the century, to 44.9% now. This progress is thanks in large part to the hard work of Local Authorities and householders.

    The Government is committed to meeting the 2020 EU recycling target of 50% of household waste.

    Local Authorities are best placed to determine the most appropriate waste collection and recycling services in their areas and we work with them and the Waste and Recycling Action Programme (WRAP) to promote best practice.

    I have asked WRAP to look at what further measures can be taken to improve recycling rates and, in particular the benefits and opportunities there are from having greater consistency in the materials collected and collection systems to enable Local Authorities to recycle more, and to make it easier for householders to put the right materials in the right bin.

    The UK is still assessing the implications of the proposed recycling targets for 2030.

    To ask the Secretary of State for Defence, what assessment his Department has made of the potential benefits of supported housing in helping the transition of war veterans back to civilian life.

    Ministry of Defence (MOD) housing supports serving members of the Armed Forces and their families. Given the mobility of our people, and the sometimes sudden changes in their needs, we keep a margin of unoccupied properties available. Where housing is no longer needed, it is MOD policy to release it. The vast majority of veterans make a successful transition to civilian life and we have in place a range of support including for those who find it difficult to find accommodation. This includes the allocation of £40 million to a Veterans Accommodation Fund. The MOD has also gifted land for new veterans housing in the past; Mike Jackson House in Aldershot and The Beacon in Catterick

    To ask the Secretary of State for Environment, Food and Rural Affairs, how much her Department has spent to date of the £1.25 million committed to the Badger Edge Vaccination Scheme.

    Defra Badger Edge Vaccination Scheme projects in England were funded on the basis of actual work done by the grant beneficiaries with no specific total amount committed to the Scheme. Defra spent just over £92,000 on these projects in the 2015/16 financial year, with additional in-kind support in the form of free loans of equipment, supply of the Badger BGC vaccine and advice from field experts.

    Although no vaccination of badgers under the Scheme is possible in 2016, we have awarded grant funding to three of the former beneficiaries for other vaccination-related work. The amounts payable to each will depend on the work that they do in the current financial year

    To ask the Secretary of State for Energy and Climate Change, what recent discussions she has had with local authorities about minimum EPC standards for the private rented sector.

    The Energy Efficiency (Private Rented Property)(England and Wales) Regulations 2015 were made in March this year following a full public consultation, and establish an EPC minimum of E for domestic and non-domestic private rented sector properties from April 2018.

    Officials in the Department liaise regularly with the insulation industry, local authorities, and other stakeholders on a range of energy efficiency issues including the minimum EPC standards for the private rented sector. Discussions have also been held recently with French officials about domestic energy efficiency issues including minimum standards.

    To ask Her Majesty’s Government, further to the Written Answer by Lord O’Neill of Gatley on 8 January (HL4766), what is their assessment of the adequacy of railway links between London and South-West England.

    The National Infrastructure Commission is not currently undertaking work on railway links between London and South West England.

    Network Rail assessed the adequacy of the rail links between London and the South West as part of the rail industry’s Long Term Planning Process. The Western & Wessex Route Studies form part of this process and develop options for future services and for investment in the rail network up to 2043.

    The options set out in the Route Studies are based on a regional and route based interpretation of the outputs and demand forecasts from previous market studies.
