    To ask the Secretary of State for Transport, pursuant to the Answer of 6 July to Question 41425, what discussions his Department has had with representatives of the UK aviation sector on the implications for (a) that sector and (b) the priorities for his Department’s aviation policies of the outcome of the referendum on the UK’s membership of the EU.

    Officials in my Department have regular discussions with representatives of the aviation sector on a range of issues.

    The Government’s position on the outcome of the EU referendum is clear: the British people voted for the UK to leave the European Union on 23 June and their will must be respected and delivered.

    And as My Right Honourable Friend the Prime Minister has said, it will be for the Government, under a new Prime Minister, to begin negotiations to exit the EU. Until exit negotiations are concluded, the UK remains a full member of the European Union and all the rights and obligations of EU membership remain in force. During this period the Government will continue to negotiate, implement and apply EU legislation.

    There will be no immediate changes to our aviation priorities as a consequence of the vote, and the Government will continue working to deliver its agenda.

    To ask the Secretary of State for Communities and Local Government, if he will extend the Help to Buy scheme to enable first-time buyers to buy property off-plan in order to avoid being priced out by foreign investors.

    The Help to Buy: Equity Loan scheme has enabled over 81,000 households to purchase a new-build home, to March 2016. The Government has committed a further £8.6 billion to the scheme, to provide up to 145,000 further homes by March 2021. Under London Help to Buy, which was launched in February 2016, equity loans of up to 40% are now supporting increasing numbers of first time home buyers.

    Under the scheme, buyers can already make reservations up to 9 months before sale completion of a home. In practice, they can buy off-plan, before the property has actually been built. In line with usual industry practice, they can also take on a mortgage offer up to 6 months before completion.

    Homes can only be purchased through Help to Buy for a primary residence: they can only be bought by persons who will live in the home. They cannot be bought by investors who live abroad and then leave homes empty or sub-let them.

    To ask Her Majesty’s Government what policy the NHS has about protecting the mental health of its workforce.

    NHS England’s recent announcement "A healthy NHS workforce", aims to raise staff awareness and understanding of mental health issues and ensure staff have access to help, support and treatment when they need it.

    “A healthy NHS workforce” includes, for example, line manager training and, providing NHS staff rapid access to talking therapies. This is currently being tested as part of the Healthy Workforce programme led by NHS England.

    NHS Employers is working with NHS England and Public Health England on improving NHS staff health and wellbeing. They offer extensive information and tools for managers to support their employees who are demonstrating signs of mental health problems, or returning to work following periods of sickness absence.

    The Government has actively supported the growth of the social investment market over the last five years. This includes through the establishment of Big Society Capital which is investing up to £600m in growing the social investment market, and the Social Investment Tax Relief which is incentivising individual investors to make social investments. Other social investors investing in social impact bonds include charitable trusts and foundations as well as institutional investors and dedicated social impact funds.

    To ask the Secretary of State for Energy and Climate Change, if she will undertake an assessment of the effect on the availability of UK-sourced wood supplies of (a) 50MW and under and (b) over 50MW wood-burning biomass plants.

    The Department already monitors the use of wood for fuel in the UK through two means:

    • Analysis of the sustainability data returned to Ofgem (a requirement for generators >50kW under the Renewables Obligation)
    • A voluntary questionnaire which asks the large scale biomass electricity users (>50MW) of their plans for sourcing biomass for the next five years.

    Volumes of UK wood being used for electricity and CHP generation are expected to remain at a fairly constant level, at around 1.3-1.4million oven dried tonnes per year. There is no indication that use of UK-sourced biomass for electricity is causing resource constraints for other UK wood users (such as the wood products industry).

    The conclusions from our most recent analysis1 reinforce what we already understood: that while biomass generation is increasing, the demand for feedstock is being met mostly from imports.

    The pace of technological advance and digitisation of healthcare is transforming the way healthcare systems use data and informatics to provide individual care, system safety and performance, and research for new treatments and cures. The Government is committed to complete the digitisation of the National Health Service and, through the National Information Board and implementation of the Personalised Health and Care 2020 Strategy, to deliver a series of important digital milestones on the road to a paperless NHS by 2020.

    The Health and Social Care Information Centre has set up a new Centre of Excellence for big data and data science under the Government’s Data Science Programme to support the use of big data and data science. Patient trust, confidentiality and consent is crucial to delivering the better use of data which is why the Government has commissioned Dame Fiona Caldicott to advise on the right approach to patient consent and ensuring confidentiality.

    To ask Her Majesty’s Government what policies are in place to ensure that newly arrived asylum seekers placed in Home Office initial accommodation have immediate access to the education system.

    The issue of education provision for children seeking asylum is an important one and the Home Office makes every effort to ensure that families with children who claim asylum support have access to education at the earliest opportunity.

    To enable access to education, internal checks are in place to triage applications involving children of school age for priority dispersal from initial accommodation facilities into permanent accommodation.
