    To ask Mr Chancellor of the Exchequer, how many cheques sent to HM Revenue and Customs from members of the public remained uncashed for (a) four, (b) eight and (c) 12 weeks in the most recent year for which figures are available.

    HM Revenue and Customs contracts the supplier BancTec to process cheques received from customers. Cheques are passed to BancTec on the day they are received, 99% of the cheques received are banked on the day of receipt. Over the last 12 months there was only one occasion when the cheques were not banked on the day of receipt. In one percent of cases further information is required, usually from the customer, to enable the cheque to be processed. Generally, all cases that require investigation are resolved within four working days.

    Within the legislative framework set out by Government, it is for the BBC Executive Board to manage licence fee collection. Under the terms of the 2006 Royal Charter the BBC Trust is required to ensure that the arrangements for the collection of the licence fee by the BBC Executive are efficient, appropriate and proportionate. In order to fulfil this function, the Trust has committed to regularly review the BBC Executive’s licence fee collection strategy, as part of the BBC’s annual report and accounts.

    Last year an independent review led by David Perry QC examined the current methods of enforcement, and we are considering the review’s recommendations as part of the ongoing Charter Review.

    It is anticipated that 118 fixed wing jet trainees will graduate from the Ascent Flight Training programme between 2016 and 2019. All elements of the recently contracted UK Military Flying Training System are due to be fully up and running by April 2019.

    To ask the Secretary of State for Transport, what the annual budget for communication and engagement has been for HS2 Ltd in each year since 2010.

    As is necessary for a project of the nature and scale of HS2, communication and engagement activities are undertaken by teams throughout the HS2 Ltd organisation, supported by a central corporate affairs team. This wide range of engagement includes, for example, local information events for impacted residents to meet with engineers to discuss the proposals; awareness campaigns along the line of route to inform residents about the property compensation schemes and how they can access these; and mobile sound labs for communities near the route of Phase One to come and hear the likely noise levels from the operational railway.

    As a result, it is not possible to provide annual budget figures as the amount of time spent on communication and engagement activity is not centrally tracked.

    Defra officials met with representatives from Heathrow Airport and the neighbouring Local Authorities to discuss the Heathrow Air Quality Action Plan as it was being developed. Since the Plan has been implemented regular meetings have taken place to understand the impacts of actions on local air quality.

    The Government has also recently consulted on plans to improve air quality in the UK. The plan for the Greater London Urban Area sets out actions required to meet the EU limit values for nitrogen dioxide (NO2) by 2025.

    To ask the Secretary of State for Health, what evidence his Department holds on the prevalence of off-label prescribing among (a) specialist clinicians, (b) GPs, (c) nurses and (d) other medical professionals.

    The Department does not hold the information requested. The Health and Social care Information Centre has published information on prescribing data by British National Formulary chapter.

    Where clinically appropriate, off-label prescribing is supported in guidance given to prescribers by both the General Medical Council and by the Medicines and Healthcare products Regulatory Agency. Prescribing in this way is part and parcel of normal every day clinical practice. It is very common in paediatric and palliative care.

    Discussions relating to the Access to Medical Treatments (Innovation) Bill are considering how a potential database covering off-label use could be constituted.

    The number of cases in which leave to remain in the UK was granted that did not have No Recourse to Public Funds conditions imposed on them in the years 2008 to 2010 was as follows:

    2008: 3,490

    2009: 7,795

    2010: 9,020

    These figures have been provided by the Home Office database with figures rounded to the nearest 5, interpreting ‘migrants’ as ‘lead cases’ and excluding asylum applications.
