    To ask the Secretary of State for the Home Department, what security checks her Department carries out on EU citizens seeking entry to the UK; how those checks differ from such checks on non-EU citizens seeking entry to the UK; and if she will make a statement.

    All passengers arriving on scheduled services to the UK from outside the Common Travel Area are subject to a range of checks against police, security and immigration watchlists. For security reasons we do not detail what these are. Non-EEA nationals are assessed against the UK Immigration Rules and EEA nationals need to meet the requirements of the relevant Regulations.

    Tobacco control measures are reviewed regularly, including by statutory requirement. The impact of individual measures is also assessed in advance of implementation through impact assessments which are made publicly available.

    To ask the Secretary of State for the Home Department, pursuant to her oral contribution of 10 October 2016, Official Report, column 62, how an EU citizen demonstrates their having lived in the UK for five or more years; how citizenship is claimed after six years; which Department will be responsible for confirming the right to (a) remain and (b) citizenship; what certification of these rights will be provided; what estimate she has made of the cost to the applicant of that process; and if she will make a statement.

    We wish to guarantee the rights of EU citizens already in the UK, and the only circumstances in which this would not be possible would be if British citizens’ rights in EU Member States were not protected on a reciprocal basis.

    The UK is currently a member of the EU, and remains one until Article 50 negotiations have concluded. This means EU law continues to apply. Although not mandatory, after 5 years of continuous and lawful residence in the UK, EU citizens may apply for a document to confirm their EU right to reside in the UK permanently.     In terms of British citizenship, under UK law, EU nationals who are married to or the civil partner of a British citizen can apply for naturalisation as a British citizen once they have obtained permanent residence in the UK.

    Other EU nationals may apply for a certificate of naturalisation once they have resided in the UK for six years. This because they need to show they have completed 12 months of residence in the UK free of immigration time restrictions once they have acquired a permanent right to reside.

    The information you have requested is not currently available. The Department published its strategy for releasing official statistics on Universal Credit (UC) in September 2013. As outlined in the strategy, officials are currently quality assuring data for UC therefore it is not yet possible to give a definitive list of what statistics will be provided in the future. These statistics however will be published in accordance with the relevant protocols in the Code of Practice for official statistics.

    My officials in the Department for Transport, and the cross-Whitehall Centre for Connected and Autonomous Vehicles, are meeting regularly with leading insurance companies and industry organisations, such as the Motor Insurers’ Bureau and the Association of British Insurers. These discussions include looking at how the ongoing introduction of connectivity and autonomy technologies in vehicles will change the way that motor insurance works in the short, medium and long term, and how the industry will need to adapt.

    The Government has mandated Health Education England (HEE) to provide national leadership on education, training and workforce development.

    HEE sets out its commissioning intentions based upon the needs of local employers, providers, commissioners and other stakeholders who come together as members of HEE’s Local Teams.

    HEE’s national workforce plan for England is an aggregate of local teams’ plans, but the advice and input of clinical advisors and patient representatives, as well as the Royal Colleges and other stakeholders, is also listened to and considered. It is this discussion and involvement locally and nationally that makes this a plan for the whole of the National Health Service in England.

    Additionally, HEE’s mandate makes a commitment to work to achieve the vision expressed by Future in Mind including ensuring the priorities for workforce development in mental health are addressed in the life course approach to workforce planning.

    The Department has a health and well-being programme developed in partnership with trade union representatives, staff networks and the sports and social club.

    The Department signposts staff to sources of help and support, such as the employee assistance programme, occupational health provider and its own bank of mental health first-aiders.

    The content and impact of the programme is kept under review by a stakeholder group made up of representatives from the department and external partners, such as the Charity for Civil Servants and the Corporate Alliance Against Domestic Violence.

    To ask the Secretary of State for the Home Department, how many fixed penalty notices police forces have issued related to smoking in vehicles with children in each of the last three years.

    Information on the number of fixed penalty notices (FPNs) issued by police forces is not centrally collected.

    The police and local authorities are both enforcement authorities for offences related to smoking in private vehicles carrying children. Therefore in addition to police forces doing so, local authorities can also issue fixed penalty notices for these offences, and the police can pass information to local authorities to take enforcement action.

    The legislation came into effect in October 2015, so no FPNs for smoking in vehicles with children would have been issued before this period.

    The impact assessment for the health education funding reforms estimates the combined income to higher education institutions from tuition fees and teaching grant, including an average reduction for the cost of access agreements.
