    Driving offences can have devastating consequences for victims and their loved ones, which is why tough sentences are available to the courts. Further information about the driving review will be available in due course.

    As a result of this review, the independent Sentencing Council have paused their review of sentencing guidelines.

    To ask the Secretary of State for Business, Innovation and Skills, what assessment he has made of the adequacy of product safety guidance for manufacturers of children’s fancy dress costumes; and what assessment he has made of the effect on safety of retailers classifying such costumes as toys rather than clothing.

    I am satisfied that existing guidance for manufacturers of children’s fancy dress costumes on compliance with the appropriate product safety legislation is adequate.

    I am also satisfied that the Toys (Safety) Regulations 2011 include robust requirements that provide for a high level of protection of children. However, Trading Standards are currently undertaking a major assessment of the state of the UK market and the compliance of fancy dress costumes with the relevant European Standard (BS EN71-2). In addition, the British Standards Institution is considering whether the Standard still reflects best practice or should be improved. This will include consideration of testing methods used for fabrics in other consumer products.

    The High Level Panel on women’s economic empowerment, convened by the UN Secretary General, will bring together leading politicians, expert economists, leaders from business and civil society to lead a step change in improving economic opportunities and choices for women and girls globally.

    The Secretary of State for International Development, Justine Greening, is a founding member of the Panel. In addition to our policy and technical inputs, DFID will also provide support for the Panel’s independent Secretariat to conduct a global consultation process, produce a research synthesis, and build momentum around tangible actions to unleash the full global potential of women’s economic power.

    Public Legal Education is a statutory feature of the justice system and part of the Rule of Law. I have been actively involved with the Citizenship Foundation who are the UK’s largest provider of public legal education for young people, I was also happy to support the recent establishment of the APPG to promote the importance of public legal education. It is my role as Solicitor General and as the Government’s pro bono champion, to help individuals become confident, effective members of society, helping them to develop an understanding of, how our society works as a democracy, our legal system, and their rights and responsibilities within it.

    To ask the Secretary of State for Justice, on how many occasions a judicial officer has not imposed a victims surcharge or any other fine following a request to do so in each of the last three years.

    Courts are required to impose the victim surcharge on all offenders convicted of any offence, however those who receive an absolute discharge or a Hospital Order under the Mental Health Act 1983 are exempt from the surcharge.

    In respect of fines, the sentence imposed in a particular case is based on the details of the offence and the offender, within the maximum penalties set out in statute and with due consideration to sentencing guidelines. The court is obliged to follow any sentencing guidelines unless it is contrary to the interests of justice to do so. If a court imposes a sentence outside the range indicated in the guidelines, it must state its reasons for doing so.

    The number of patients in an inpatient setting with learning disabilities, autistic spectrum disorder and/or behaviour that challenges on 30 September 2013 was 3,250, on 30 September 2014 was 3,230 and on September 2015 was 3,000 (Learning Disability Census: England 2013/14/15).

    The Government of Sudan played a constructive role in the Intergovernmental Authority on Development peace process in South Sudan and the recent meeting of regional Foreign Ministers on 11 July in Nairobi. We are working closely with all regional countries to end the violence in South Sudan.
