    To ask the Secretary of State for the Home Department, what public protection orders or other legal instruments are available to prevent adults without violent or sexual convictions working with children in non-governed extracurricular sports or activities.

    The Disclosure and Barring Service (DBS) is able to bar individuals who pose a risk from working in certain roles with children, regardless of whether they have committed an offence. In addition, individuals working with children are eligible for Enhanced DBS certificates which, alongside criminal records information, disclose any non-conviction information that a chief officer believes to be relevant, for example Sexual Risk Orders.

    The Government introduced Sexual Risk Orders (SRO) to protect the public from those who pose a risk of sexual harm but have not been convicted. The key elements of a SRO are that it may be made by the magistrates’ court on application by the police or National Crime Agency where an individual has done an act of a sexual nature and, as a result, is considered to pose a risk of harm to the public in the UK.

    An SRO can be applied to any individual who poses a risk of sexual harm in the UK or abroad, even if they have never been convicted. An SRO may prohibit the person from doing anything described in it and any prohibition must be necessary for protecting the public in the UK from sexual harm. The Home Secretary has issued statutory guidance in relation to the orders to the police and the National Crime Agency.

    To ask the Secretary of State for Health, whether it is mandatory for NHS staff to report their nationality for NHS workforce data collection.

    The Department does not record or publish data on the nationality of staff working in the National Health Service. Data on nationality is published twice a year by NHS Digital and turnover data is published quarterly and available by nationality.

    Nationality is a data item within the National Workforce Data set used with a range of other data items to support workforce planning, analysis of staff movement and equality monitoring. It is not mandatory, but self-declared.

    In 2015 and 2016 requests for nationality data on NHS staff in England were published on the supplementary information part of the NHS Digital website, rather than as part of the routine Hospital and Community Health Services statistical publications. In 2016, following NHS Digital’s public consultation, NHS Digital now routinely publish tables showing the self-declared nationality of staff in staff groups and regions, bi-annually, together with quarterly turnover statistics which show the nationality of joiners and leavers to and from the NHS in England.

    The latest nationality data was published in March 2016 and the next set will be published in December 2016 showing the position at September 2016.

    The latest turnover data published in September 2016 covers the 12 month period to 30 June 2016.

    Based on existing data, the last five years of adult social care spend (including transfers from the National Health Service) in real terms (2014-15 prices) are as follows:

    2010-11 £17.19 billion

    2011-12 £16.35 billion

    2012-13 £15.89 billion

    2013-14 £15.72 billion

    2014-15 £15.51 billion

    This information is based upon Department for Communities and Local Government budget data.

    The real terms figures (2014-15 prices) for gross spend on children and young people’s services (including capital expenditure from revenue), calculated from the Department for Education section 251 data returns, are:

    2010-11 £9.92 billion

    2011-12 £9.12 billion

    2012-13 £9.20 billion

    2013-14 £9.12 billion

    2014-15 data will be available later in this financial year.

    The Secretary of State and Floods Minister have met recently with the Association of British Insurers to discuss how people could be incentivised to take action to manage their flood risk and the role the insurance industry can play. In addition to this, Flood Re will develop its plans in relation to incentivising resilience and will provide information on how those whose policies are ceded to the Scheme can access information about their flood risk and how to manage it.

    I would like to clarify that, in my contribution to the debate in Parliament on 28 January 2016, column 523, I was making a statement about how certain areas of the network in the South East have not been substantially changed or enhanced in keeping with the modern demands being placed upon them since the 1930’s, though evidently renewals will have happened over time.
