    To ask the Secretary of State for Justice, what steps her Department is taking to increase the number of people rehabilitated in UK prisons.

    The government is committed to making prisons in England and Wales places of safety and reform.

    We have already taken steps to reform the prison estate to make it more efficient, safer and focused on supporting offenders coming out of prison to be better able to find work, better able to support their families and less likely to re-offend. We have invested £10m of new funding to support governors in improving prison safety, are investing a further £14 million to provide more than 400 extra staff in in ten prisons to allow staff more time to supervise and support prisoners. Alongside that, we have established six Reform Prisons to trial what significantly greater freedoms for governors can achieve. We are investing £1.3bn to reform and modernise the prison estate.

    We will set out full details of our plan for prison safety and reform in a White Paper in the coming weeks.

    To ask the Secretary of State for the Home Department, how many Syrian refugees she expects to be housed in the UK by December 2015.

    The Government has committed to resettling 20,000 Syrian refugees in the lifetime of this Parliament. The Prime Minister has said that we want to see 1,000 refugees brought to the UK by Christmas.

    The Government is working closely with local authorities, international delivery partners and the voluntary sector, putting in place the plans and structures to deliver this and ensuring the system is scaled up in a way that protects the interests of all concerned.

    Details on numbers will be published in the regular quarterly immigration statistics.

    Universal Credit is a different benefit to Tax Credits. It brings six benefits together as one and therefore comparisons between the two are extremely difficult to make.

    The process for prayers was last considered by the Procedure Committee in December 2012 (3rd Report, Session 2012-13, HL Paper 81). Any change to the present arrangements would be a matter for the Procedure Committee, in consultation with the Lords Spiritual.

    To ask the Secretary of State for Transport, what additional capacity for extra stations is planned for East Cardiff as a result of the electrification of the Great Western main line.

    There is currently no additional capacity for extra stations planned for East Cardiff within Network Rail’s current capital spending period (2014-2019).

    However, I can confirm that the second round for the New Station Fund will begin in Spring 2016. The New Stations Fund is to provide funding for the construction of brand new or reopened stations that are promoted by third parties. £20 million will be available and local authorities who are interested are encouraged to submit bids for the funds.

    The Department has received no representations from local authorities on prohibiting smoking on beaches. The Government has no current plans to extend smokefree legislation to open public areas.

    I refer the hon. Member to the Written Ministerial Statement released by the Defence Secretary on 17 December 2015 (HCWS431) which details "UK service personnel embedded in another nations’ armed forces, who are deployed on operations, together with those who work on operations in deployed coalition or single nation headquarters roles". It also explains that the Ministry of Defence (MOD) intends to publish details annually through the Department’s Annual Report and Accounts (ARAC). The MOD will publish the latest version of its ARAC shortly which will include an update about embeds.

    We are confident our reforms to probation services are being successfully implemented but are not complacent and are working to improve the issues identified in this report. The National Offender Management Service have developed an action plan and we are addressing the Chief Inspector’s recommendations.

    We continue to closely monitor and robustly manage providers to make sure they fulfil their contractual commitments to maintain service delivery, reduce reoffending, protect the public and provide value for money to the taxpayer and will continue to support probation staff to deliver these important changes.

    To ask the Secretary of State for Health, what plans his Department has to make electrical stimulation treatment for sight loss available through the NHS.

    Clinical commissioning groups are responsible for commissioning health care services to meet the needs of their local populations.

    There is no National Institute for Health and Care Excellence (NICE) guidance on the use of electrical stimulation for the treatment for sight loss. Where NICE guidance does not exist on a particular treatment, it is for local National Health Service commissioners to make funding decisions based on an assessment of the available evidence and on the basis of an individual patient’s clinical circumstances.

    NHS commissioners are required to have in place clear and transparent arrangements for local decision-making on the funding of treatments and for considering exceptional funding requests.
