    The statement made by Nicola Sturgeon, the Scottish First Minister, on 4 January 2021.

    I’m grateful to you, Presiding Office for this recall of Parliament today.

    And I want to wish you, members, and everyone watching, all the best for a new year that we hope – despite a very difficult start – will bring better times.

    The Cabinet met this morning to assess the up to date Covid situation – which is extremely serious – and discuss what further action is necessary to minimise further spread of the virus. I will set out our decisions shortly.

    However, I can confirm now, in summary, that we decided to introduce from midnight tonight for the duration of January, a legal requirement to stay at home except for essential purposes. This is similar to the lockdown of March last year.

    However, before I set out Cabinet’s decisions in more detail, I want to explain in some detail why they are so necessary.

    In the last few weeks, there have been two significant game changers in our fight against this virus.

    One, the approval of vaccines, is hugely positive and offers us the way out of this pandemic.

    But the other – the new faster spreading variant of the virus – is a massive blow.

    Possibly the most simple way of explaining the challenge we face right now is to compare it to a race.

    In one lane we have vaccines – our job is to make sure they can run as fast as possible.

    That’s why the government will be doing everything we can to vaccinate people as quickly as possible. I will say more about that later.

    But in the other lane is the virus which – as a result of this new variant – has just learned to run much faster and has most definitely picked up pace in the last couple of weeks.

    To ensure that the vaccine wins the race, it is essential to speed up vaccination as far as possible.

    But to give it the time it needs to get ahead, we must also slow the virus down.

    And because it is now spreading faster, that means even tougher restrictions are necessary.

    The evidence is now compelling that the new variant is up to 70% more transmissible than previously circulating strains, and that it may add as much as 0.7 to the R number.

    And according to recent analysis of PCR test samples, it appears that the new variant already accounts for almost half of all new cases in Scotland.

    That increased and faster spread is undoubtedly driving the very serious situation we now face.

    Today’s case numbers – 1,905 new cases, with 15% of tests being positive – illustrate the severity and urgency of the situation.

    No new deaths were reported today – because yesterday was a Sunday and registration offices were largely closed – but since I updated Parliament before Christmas, 289 deaths have been recorded in the daily figures. That again reminds us of the continuing grief this pandemic is causing.

    But this is not just about one day’s numbers.

    We are now seeing a steeply rising trend of infections.

    Indeed, it is no exaggeration to say that I am more concerned about the situation we face now than I have been at any time since March last year.

    In the week from 23 to 30 December, the seven day incidence of cases per 100,000 of the population increased by 65% – from 136 per 100,000 to 225 per 100,000.

    Test positivity has risen sharply too.

    The next update on the numbers of Covid patients in hospital and intensive care will be published tomorrow.

    I would expect these to show that, nationally, the total number of Covid patients in hospital is close to its April peak. And in some boards, the pressure is already very real.

    For example, in terms of hospital beds, NHS Ayrshire and Arran is currently at 96% of its Covid capacity, and three other health boards – Borders, Greater Glasgow & Clyde and Lanarkshire – are above 60% of their capacity.

    The number of people in intensive care is still significantly lower than the April peak – which partly reflects the fact that treatment of Covid has improved significantly since last spring.

    But even so, the total number of patients in intensive care in Scotland is already above normal winter levels. Indeed, all mainland health boards have now exceeded their normal intensive care unit capacity.

    And it is important to be clear that people who are in hospital and ICU now are likely to have been infected 10 days to 2 weeks ago.

    That means that these numbers reflect what the level of new cases was around 2 weeks ago.

    Given that the number of cases has increased significantly since then, we can expect to see significantly increased pressure on the NHS over the course of this month.

    Contingency plans remain in place to double and then treble ICU capacity if necessary.

    And the NHS Louisa Jordan continues to be available to help meet demand – as indeed it has been doing in recent months. 12,000 patients have attended there for scans and outpatient appointments; nearly 5,000 NHS staff and students have been trained there; and it is currently being used for Covid vaccinations.

    In short, NHS services are coping at present – although the pressure on frontline staff is considerable – but already in some areas the position is fragile, and getting more challenging.

    And if the rate of increase in case numbers that we have seen in past two weeks was to continue unchecked, there would be a real risk of our NHS being overwhelmed – even with contingency plans in place.

    In fact, our modelling suggests that without further intervention, we could breach inpatient Covid capacity within 3 or 4 weeks.

    And, of course, a sharply increasing number of cases, in human terms, means many more people becoming ill and dying.

    All of that explains why we have to act quickly and decisively.

    The situation in some other parts of the UK – where case numbers are already much higher than here, and where the contribution of the new variant is already greater – shows what may lie ahead if we don’t.

    As things stand, we estimate that we are possibly about four weeks behind the position in London and the south east.

    The rapid acceleration in London began when it was at about 160 new cases a week, for every hundred thousand people. That’s the level Scotland was at a week ago.

    London is now seeing 900 new cases a week per 100,000. Test positivity is around 27%. And pressure on NHS services is acute.

    We have an opportunity in Scotland to avert the situation here deteriorating to that extent.

    But we must act quickly.

    The advice of our clinical advisers is clear that the increased transmissibility of the new variant means that the current level 4 measures may not be sufficient to bring the R number back below 1.

    It is essential that we further limit interaction between different households to stem the spread and bring the situation back under control, while we vaccinate more people.

    In short, we must return for a period to a situation much closer to the lockdown of last March.

    Let me therefore set out in more detail the decisions Cabinet has reached.

    It is important to stress that these are not decisions taken lightly. I am acutely aware of the impact they will have and I know they will not be welcome.

    But they are in our judgment essential.

    As government, our clear and overriding duty right now is to act quickly to save lives and protect the NHS.

    We know that delay or prevarication in the face of this virus almost always makes things worse not better – even if it stems from an understandable desire that we all share to wait for more data or evidence.

    To turn to the decisions in detail. The decisions I will speak about a bit later on schools, let me be clear at this stage, they will apply to all parts of Scotland. However other decisions that I will outline will apply to those parts of Scotland currently at level 4, which of course is all of mainland Scotland, and they are effectively an enhancement to level 4.

    The island areas currently in level 3 will remain there for now, although we will continue to monitor them very carefully.

    These additional level 4 restrictions – essentially returning us to a position similar to the lockdown of last March – will be in place for the whole of January. We will keep them closely under review.

    However, I cannot at this stage rule out keeping them in place longer, nor making further changes. Nothing about this is easy.

    The first measure is that our fundamental advice, for everyone, is to stay at home.

    That is the single best way of staying safe.

    We consider that this stay at home message and advice is now so important that, from tomorrow, it will become law, just as it was in the lockdown last year.

    This means it will only be permissible to leave home for an essential purpose.

    This will include, for example, caring responsibilities, essential shopping, exercise and being part of an extended household.

    In addition, anyone who is able to work from home, must do so. It will only be a reasonable excuse to leave your home to go to work, if that work cannot be done from home.

    We are asking people and businesses to take this really seriously – as we all did in March, during the first lockdown, – because the situation is at least as serious now as it was then.

    The law already requires many businesses in certain sectors to close in Level 4. We now need every business to look again at their operations, and to make sure that every single function that can be done by people working at home, is being done in that way.

    Businesses have already shown a tremendous capacity to adapt during this pandemic and I’m very grateful to them for that – and we need them to consider their operations again, as we all work together to reduce transmissions.

    The Economy Secretary will be speaking to business organisations about this, including this afternoon. We will also engage with unions on these issues. And we will continue to consider if more regulatory action is required.

    We are also providing new guidance for people who are in the shielding category.

    If you were shielding and you cannot work from home, our clear advice now is that you should not go into work at all.

    The Chief Medical Officer is writing to everyone who falls into this category, and his letter will count as a Fit Note for those who need it.

    Unlike the lockdown last year, the frequency of outdoor exercise is not being limited.

    It is important for physical and mental health that we can get outdoors for fresh air and exercise as much as possible.

    However, from tomorrow, the rule on outdoor gatherings will change.

    As of now, up to six people from two households are able to meet outdoors. Given the greater transmissibility of this new variant, we consider it necessary to restrict that further.

    From tomorrow, a maximum of two people from up to two households will be able to meet outdoors.

    Children aged 11 and under will not be counted in that limit, and they will also be able to play outdoors in larger groups, including in organized gatherings.

    However, for everyone else – including 12 to 17 year olds – outdoor exercise should only take place in a way which is consistent with the 2 people from 2 households rule.

    In addition, strict travel restrictions remain in place across Scotland. From tomorrow, if you live in a level 4 area – as the majority of us do – you cannot leave your home except for an essential purpose. When you do go out, stay as close to home as possible and stay away from crowded places.

    And it remains the case – and let me stress this point – that no-one is allowed to travel into or out of Scotland unless it is for an essential purpose.

    A number of other measures will come into effect on Friday of this week.

    It is with real regret that we consider it necessary for places of worship to close during this period for all purposes except broadcasting a service, or conducting a funeral, wedding or civil partnership.

    I am well aware of how important communal worship is to people.

    But we believe that this restriction is necessary to reduce the risk of transmission.

    While up to 20 people will still be able to attend funeral services, wakes will not be possible during January. And a maximum of 5 people will be able to attend wedding and civil partnership services.

    I know how devastating restrictions like these are and I give an assurance that we will not keep them in place for longer than is absolutely necessary.

    There will also be additional measures in relation to businesses, in addition to the tightening of the essential retail definition that took effect from Boxing Day.

    The current 1 metre exemption for workplace canteens will end – so canteens will have to ensure that employees sit 2 metres or more apart, rather than 1 metre.

    The number of non-essential services which remain open will be further restricted.

    Premises which will need to close as a result of these changes will include, for example ski centres, showrooms of larger retailers, and clinics offering cosmetic and aesthetic procedures.

    I know that many businesses have already been hit by the restrictions which were put in place on Boxing Day.

    And of course I know that the vast majority of businesses have taken their responsibilities seriously, and have invested in Covid safety measures.

    In addition, the move to home working has brought challenges for workers and employers. I am hugely grateful for the way in which businesses and their staff have responded to those challenges.

    Grants are of course available for businesses required to close as a result of restrictions. That support is in addition to support through the UK wide furlough scheme.

    The Scottish Government’s financial support for businesses during the pandemic currently totals more than £2.3 billion.

    However, we will continue to assess what more the Scottish government can do – either in closure grants or other forms of support – to help businesses and those who work for them.

    We will also work with councils to ensure community and social support for those who need it, including for parents balancing work and online learning.

    We will confirm additional resources later this week.

    The final substantive issue I want to address – before giving an update on vaccination – relates to schools.

    We announced before Christmas that most school pupils would learn remotely – rather than in school – until Monday 18 January.

    I can confirm that we have now decided to extend that date and keep schools closed to the majority of pupils until 1 February. We will review this again in mid-January.

    The change will apply to all pupils – except vulnerable children, and children of key workers. And it includes nursery schools, as well as primary and secondary schools.

    There is no doubt that of all the difficult decisions we have had to take today, this was the most difficult of all and its impact is of course the most severe.

    The evidence to date makes clear that thanks to the hard work of school staff and pupils, schools in Scotland have been low-risk environments for Covid. We will work with our partners to ensure that remains the case.

    That will include ongoing work on testing in schools and discussions about when, in the context of the overall programme, it will be possible to vaccinate school staff.

    And I want to be clear that it remains our priority to get school buildings open again for all pupils as quickly as possible and then keep them open.

    However, right now, two factors mean that it is not consistent with a safety-first approach for all children to attend school in person.

    First, the overall level of community transmission is simply too high. We need to get transmission down before schools can safely reopen. A period of online learning will also, in turn, help us do that.

    The second reason is that there is still significant uncertainty about the impact of the new variant on transmission amongst young people.

    We therefore have to adopt a cautious approach at this stage.

    So most pupils will be learning online for at least the rest of the month.

    We will review on 18 January whether they can – as we hope – return to school on the 1 February.

    I know that remote learning presents significant challenges for teachers, schools, parents and young people, and we will work to support children and parents throughout this.

    The Scottish Government, Education Scotland and local authorities are working together to further improve the remote learning options which are available for schools.

    And it is also worth highlighting that since schools returned after the summer, more than 50,000 devices – such as laptops – have been distributed to children and young people to help with remote learning. More devices are being distributed by councils on a weekly basis, and in total we expect our investment –which builds on existing local authority action – to benefit around 70,000 disadvantaged children and young people across Scotland.

    I also want to stress one final point.

    Just as the last places we ever want to close are schools and nurseries – so it is the case that schools and nurseries will be the first places we want to reopen as we re-emerge from this latest lockdown.

    They remain our priority.

    That is why we are considering whether and to what extent – consistent with our overall duty to vaccinate the most vulnerable first in line with JCVI recommendations – we can achieve vaccination of school and childcare staff as a priority. Many teachers will of course be vaccinated over coming weeks as part of the JCVI priority list.

    The fortnightly review will not simply be a choice between opening and closing schools – we will always seek to maximise the number of pupils we can safely get back to classrooms and nurseries.

    So if the evidence tells us we can get some pupils back safely, we will do that.

    However ultimately, the best way of enabling more pupils to return more quickly is by reducing community transmission of the virus as much as possible.

    And all of us – by accepting and abiding by the wider restrictions I have set out today – have a part to play in achieving that.

    Before I leave the issue of education, let me remind the chamber that we already had plans in place for the staggered return of universities and colleges. We will be considering this week whether any further change is necessary.

    Before I close today, I want to give a brief update on our current expectations around vaccine supply.

    The Health Secretary will give a more detailed update on vaccination in a statement the chamber next week.

    However, I can confirm today that well over 100,000 people have now received their first dose of the vaccine.

    The first doses of the Astra Zeneca vaccine are being administered today.

    In total, over the period to the end of January – including the more than 100,000 already administered – we expect to have access to just over 900,000 doses of vaccine. Obviously, we hope that increases.

    These will be split roughly equally between the Pfizer and Astra Zeneca vaccines.

    However, we anticipate that some of the Astra Zeneca portion will be available only in the last week of January.

    We do not yet have certainty on supply schedules beyond January but will keep Parliament updated as these become firmer.

    However, our current expectation, based on assumptions about supply and the new advice on doses being administered up to 12 weeks apart, rather than 3, is that by early May everyone over 50, and people under 50 with specific underlying conditions, will have received at least the first dose of vaccine.

    That is everyone who is on the JCVI priority list, and comprises more than 2.5 million people.

    Once everyone on the priority list has been vaccinated, we will start vaccinating the rest of the population, and will do this in parallel with completing second doses for those on the priority list.

    Those timetables are of course heavily dependent on vaccine supply. And for that reason, they are at this stage cautious.

    However, I have tasked our vaccination team with exploring and keeping under ongoing review all options to speed up the rate of vaccination and bring these timescales forward as far as possible.

    I am grateful for the many offers of assistance we have received and while many of them may not prove possible or practical to take up, they will be considered

    The Health Secretary will say more about all of this in her statement next week.

    To conclude, this is most certainly not the new year statement I wanted to give.

    And I know it is a statement no one wanted to hear.

    But as I said at the beginning, we are now in a race between the vaccine and the virus.

    The Scottish government will do everything we can to speed up distribution of the vaccine.

    But all of us must do everything we can to slow down the spread of the virus.

    We can already see – by looking at infection rates elsewhere – some of what could happen here in Scotland if we don’t act.

    To prevent that, we need to act immediately and firmly.

    For government, that means introducing tough measures – as we have done so today.

    And for all of us, it means sticking to the rules

    It means continuing to follow the FACTS guidance

    And it means – above all – staying at home.

    That is again our central message.

    Stay Home. Save lives. Protect the NHS.

    If we do this, we give the vaccine the time it needs to get ahead and ultimately win the race.

    I know that the next few weeks will be incredibly difficult.

    I’m sorry to ask for further sacrifices, after nine long months of them. But these sacrifices are necessary.

    And the difference between now and last March is that with the help of vaccines, we now have confidence that these sacrifices will pave the way to brighter days ahead.

    So – for everyone’s sake and safety – please stick with it and stay at home.

    Alister Jack – 2020 Comments on UK/EU Trade Deal

    The comments made by Alister Jack, the Secretary of State for Scotland, on 28 December 2020.

    We have secured a historic Free Trade deal with the EU that delivers for Scotland and the whole of the UK. This is a deep and wide-ranging deal, covering trade, security, travel, transport, energy, health and social security.

    As Parliament prepares to vote on the deal this week, I urge all Scottish MPs to give it their wholehearted support.

    Outside the EU, the UK can sign our own trade deals around the world, bringing new opportunities for exporters and some of Scotland’s most iconic products.

    For our farmers, the deal avoids tariffs on their world-beating Scotch lamb and beef.

    For our fishermen and coastal communities, the deal delivers what we promised.

    We are regaining control of our waters, we are restoring our status as an independent coastal state and, even during the five year adjustment period, there will be a big overall increase in our share of the catch in our waters.

    As we leave the Common Fisheries Policy, our fishermen will also enjoy near-exclusive access to inshore waters up to the historic 12 mile limit.

    The deal is good news for Scotland and I believe it is now time to move on from the Brexit debate and join forces in embracing our exciting future. Whether Leaver or Remainer in 2016 we need to come to together to make the most of our new opportunities.

    The people of Scotland will expect their MPs to do the right thing on Wednesday and vote for the deal. They will not easily forgive those who reject this Free Trade Agreement or throw their weight behind a no deal Brexit.

    Good morning.

    I want to start by addressing the emerging situation relating to the pandemic.

    The news over the last 24 hours has been deeply disturbing.

    The number of coronavirus cases has nearly doubled in the last week.

    Over 67,000 people have now tragically died.

    And hospital admissions are rising.

    We cannot be in any doubt.

    The virus is now out of control.

    International flights have been banned.

    International Borders have been shut.

    And there is now severe disruption at Britain’s ports.

    Make no mistake this is now a real emergency.

    I have faith in the British people to once again step up to the challenge.

    As they have done at every stage of the pandemic.

    But they expect the Government to do the same.

    We can have no more over-promising and false hope, confused messages and slow decision-making.

    We need strong, clear and decisive leadership.

    The Prime Minister needs to be straight with people about precisely what is going on.

    And precisely what he is doing about it.

    He must address the nation today after this morning’s COBRA meeting.

    And hold daily press conferences until the disruption has eased.

    He must also get the Brexit deal he promised done this week.

    This is not a game of brinkmanship.

    This is people’s lives.

    People’s jobs.

    And people’s businesses.

    They need a deal.

    They expect a deal.

    And a deal is what must happen.

    I renew my pledge to act in the national interest to help us through these dark and difficult days.

    We will support further restrictions where they are necessary.

    We will work with Government to help businesses get through the winter months.

    And we will offer constructive solutions to keep our NHS open and the vaccine distributed.

    As we struggle against the pandemic,

    And the profound health and economic consequences of it,

    Making the case for our United Kingdom could never be more important.

    We entered this pandemic together.

    We faced the enduring challenges of the pandemic together.

    We will come out of it together.

    And we must rebuild together.

    The duty to rebuild will be a shared duty.

    It is a duty not just in England, Scotland, Wales or Northern Ireland.

    It is a duty across all four nations together.

    And believe you me, future generations will not forgive us if we shirk that responsibility.

    That is why the case I want to make today is the case for the United Kingdom.

    Of course there’s a case for the United Kingdom that’s measured in

    Power
    Prosperity
    Trade
    And security

    We are all stronger because we choose to pool our resources to share the risks and rewards.

    We are all better off because we can live, work and trade across borders, rather than behind them.

    And as one United Kingdom we’re better able to weather the storms of a global financial crash, a pandemic, or the climate emergency.

    But for me the case for the United Kingdom goes much deeper than that.

    The United Kingdom is shaped not just by our shared institutions,

    But by the people who made them,

    The history and experiences that shaped them

    And the amazing things we’ve achieved together.

    Together we’ve fought slavery,

    We’ve fought poverty,

    We’ve fought fascism,

    And we’re fighting Covid.

    The first baby born in the NHS – Aneira Thomas – was born in South Wales and named after the great Nye Bevan.

    Our welfare state was born out of the struggles of early Scottish activists who fought against the Scottish Poor Laws.

    Britain’s great achievements in science, innovation and discovery are all the greater because they drew on all our talents.

    The Open University was founded by a Scot, Jennie Lee and we’re a world leader in education, research and knowledge because of our great universities and our shared tradition of learning.

    The Labour Party was first led by Keir Hardie – a Scot – who ended up representing a Welsh constituency

    and such was the influence of that boy from Lanarkshire, that many years later a family in Oxted, East Surrey, decided to call their son Keir too.

    My point is this:

    Our nations are bound by our history, our values and our identity.

    Our families live across borders,

    Our businesses operate across borders,

    We’re interconnected and we’re interdependent.

    That’s not just a precious inheritance, or a description of the past, it’s what we are.

    It’s what I want for our children, for the next generation.

    I don’t believe in putting up borders across any part of our United Kingdom, in dividing people, communities, and families who have stood together for so long.

    It’s not, England, or Scotland, or Wales, or Northern Ireland,

    I’ve had enough of hearing that.

    It’s England, and Scotland, and Wales, and Northern Ireland, together.

    I believe in that core Labour principle: that we achieve more together than we do alone.

    All four nations working together to build a more open, more optimistic and outward-looking country.

    A United Kingdom that’s a force for social justice and a moral force for good in the world

    And that’s why I’m so determined to preserve and to renew the United Kingdom.

    But just as I believe in the United Kingdom,

    I equally believe in devolving power and opportunity across it.

    This is the common thread that joins so many great figures of the Scottish Labour movement.

    From John Mackintosh and Donald Dewar, to John Smith and Gordon Brown.

    A tradition that doesn’t simply see devolution as a process of shifting power from one place to another, but that sees devolution as a means to an end.

    To empower. To democratise. And to deliver social justice.

    The challenge for Labour now is how to carry on that tradition, to renew the case for devolution and to harness the energy, dynamism and creativity of all corners of the country.

    Devolution in Scotland, Wales and Northern Ireland was one of the proudest achievements of the last Labour government.

    Against, I might add, the opposition of the Conservatives and the indifference of the SNP.

    But since Labour lost power in Holyrood in 2007, and then in Westminster in 2010, that renewal hasn’t happened.

    In Westminster, successive Conservative governments have eroded the fabric of the United Kingdom.

    First, with a decade of austerity, which undermined our public services, widened inequalities and made communities across the country poorer and less secure.

    And then came Brexit.

    Now, I know the Prime Minister is the only person in Britain who still wants to talk about Brexit.

    So I will just say this:

    Whichever side of the divide you were on,

    We can surely all agree that the cavalier and chaotic approach the Conservatives have taken in the last four years has frayed the bonds of the United Kingdom.

    Take, for example, the Internal Markets Bill – which was railroaded through Westminster without concern for the impact it would have on devolution or the damage it would cause across the UK.

    That Bill could have been a huge opportunity to push power outwards,

    But instead, the Prime Minister showed his instinct is to hoard power, not to devolve it.

    Perhaps we shouldn’t be surprised, because we now know that the Prime Minister thinks Scottish devolution has been ‘a disaster’.

    And the reason Johnson’s comment struck home is because it spoke to a wider truth,

    The Conservatives simply don’t believe in devolution. They never have.

    And they are blind to the damage that their cavalier attitude is doing to our United Kingdom.

    They have no plan to counter Scottish separatism other than to defend the status quo

    And – to borrow the Prime Minister’s terminology – in Brexit and in austerity they’ve given separatists two big boxing gloves to pummel the United Kingdom.

    Scotland was once rightly proud and world renowned for providing an exceptional education to children from all backgrounds.

    For being a society where anyone could reach their potential.

    But after 13 years of the SNP in power, sadly that’s no longer the case.

    International comparisons show that children in Scotland are now lagging behind children in England – and in many advanced countries – for the first time

    Scotland now has one of the largest average class sizes in any major economy

    The attainment gap between the poorest and wealthiest children rises through each stage of primary education in Scotland.

    Under the last Labour Government child poverty fell by 150,000 in Scotland. But under the SNP, child poverty has risen sharply and is forecast to reach one in three Scottish children by 2030.

    And I’m afraid it’s the same story on public health.

    Life expectancy in Scotland is now the lowest in Western Europe – with Scottish men in the poorest areas expected to die 13 years before those in least deprived areas.

    The Scottish NHS hasn’t hit its cancer waiting times for seven years

    And in the first wave of Covid, the death rate in Scotland, was the THIRD highest in Europe. Tragically the percentage of Covid deaths in care homes was also far higher than anywhere else in the UK.

    And just last week, we saw the appalling extent of the drugs crisis in Scotland: Scotland now has the worst death rate from drugs in Europe.

    The SNP has also failed to build the modern, dynamic economy Scotland deserves, or to protect Scottish manufacturing jobs – as we’ve seen with the shambolic handling of the BiFab plants in Fife and Lewis – and the loss of £52m of taxpayers’ money.

    So it’s no wonder that Nicola Sturgeon wants to make next May’s elections a referendum on another referendum.

    Because on education, health and social justice the SNP has no story to tell.

    Against that backdrop, it’s Labour’s duty to offer a positive alternative to the Scottish people.

    To show that you don’t have to choose between a broken status quo and the uncertainty and divisiveness of separatism.

    And it’s our duty – my duty – to make the alternative case for a devolved and socially just Scotland in a modern United Kingdom.

    I’m under no illusion about the scale of the task Labour faces.

    We’ve lost four General Elections and the last three Scottish Parliamentary elections.

    For over a decade we’ve been in no position to decide anything, or to change anyone’s lives.

    That has to stop. And fast. Because when Labour loses elections we fail in our historic mission. We fail the people of Scotland. And we allow the fabric of the United Kingdom to be weakened.

    So I want to talk directly to people in Scotland who have given up on Labour – and given up on the United Kingdom.

    I’ve spoken to many of you since becoming leader.

    I’ve heard the arguments you’ve made and I’ve listened to your frustrations.

    I hear what you’re saying.

    I understand why you feel as you do.

    And I’m not surprised.

    For a decade there’s been a Conservative government in Westminster with priorities you don’t share.

    And there’s been a Labour opposition that keeps losing.

    When those are the alternatives, I can see why you’ve reached the conclusion you have.

    But Boris Johnson isn’t Britain.

    Just as Nicola Sturgeon isn’t Scotland.

    The United Kingdom is much more than that, more than any individual.

    It has been before – and can be again – a great force for social justice. For Security. And for solidarity.

    Under my leadership, we will do everything we can to win back your trust,

    In Labour – but equally importantly, in the United Kingdom.

    I know that won’t be easy.

    Labour has a mountain to climb, nowhere more than in Scotland.

    And nowhere matters more to me than Scotland.

    The first step on that journey is to reaffirm Labour’s commitment to a United Kingdom based on social justice and solidarity.

    And to set out the means to that end:

    A new phase of radical economic and political devolution across the United Kingdom.

    I want devolution and social justice to be the hallmarks of the next Labour government.

    In fact, I may be the first person ever to run to be Prime Minister of this country on a manifesto that will aim to win power – and then push as much power as possible away from Westminster.

    That’s because I believe there’s a desire across the United Kingdom for politics and power to be much closer to people.

    We saw this in the Brexit referendum and we’ve been ignoring it for years.

    Unless we grasp the nettle and deliver real devolution of power and resources,

    We won’t be able to renew our United Kingdom for the 2020s and 2030s.

    We won’t be able to tackle the root causes of the appalling inequalities and injustices that we see across our regions and nations.

    And we won’t be able to make Britain the country I know it can be: The best place to grow up in and the best place to grow old in.

    The case for the next phase of devolution was urgent before Covid, but the pandemic has put rocket boosters under it.

    Our Labour council leaders, mayors and metro mayors have stood up for their communities against a centralised Westminster-knows best response.

    A national crisis on this scale should have been the time for central government to work with and empower local communities – to bring the country together.

    But too often the UK Government’s approach has been to pit council against council; town against town; city against city, mayor against mayor.

    It’s no surprise that the many local leaders I’ve spoken to have felt distanced and ignored on decisions that have had huge consequences on people’s jobs, lives and their communities

    This has got to change.

    And that’s why I’m announcing today that in the New Year,

    Labour will launch a UK-wide Constitutional Commission to consider how power, wealth and opportunity can be devolved to the most local level.

    This won’t be an exercise in shifting power from one Parliament to another – of moving a few jobs out of London, or to devolve and to forget.

    This will be the boldest project Labour has embarked on for a generation.

    And every bit as bold and radical as the programme of devolution that Labour delivered in the 1990s and 2000s.

    It will consider all parts of the United Kingdom.

    And it will focus on delivering real – and lasting – economic and political devolution across our towns, our communities and to people across the country.

    It’ll start with listening to people in their local communities about what they want.

    It’ll look at the successes of devolution so far, but also where it’s fallen short.

    It’ll consider everything from how people can have more of a say in what happens in their community, to how we can break down barriers to democracy and participation.

    It’ll consider how we can make sure that powers coming back from Brussels are not just centralised in Westminster….but are shared across the regions and nations of the United Kingdom

    It will be particularly important for the Commission to hear from and work with our great mayors and council leaders – and to use their experience and ideas to guide our next steps.

    The Commission will make the positive case for the UK and it will champion devolution, but beyond that it will rule nothing out and I will look at the conclusions without preconceptions.

    It will have one overriding priority: to push power closer to people

    And to deliver a more democratic and socially just United Kingdom.

    It will put our nations and regions at its centre: our Metro Mayors, Mayors, local leaders and councillors.

    It will involve all parts of the labour movement: our members, trade unions and supporters.

    And it will welcome community organisations, grassroots groups, and movements for change.

    Above all, it will hear direct from the British people.

    The Shadow Cabinet and I, and everyone involved in the Commission will hear from as many people as possible from across the UK.

    That might have to start on a Zoom screen, but as soon we can, Labour will be out in local communities, in town halls, offices, colleges, factories and community centres.

    Because if this is going to work and to drive the radical change I know is needed across this country this cannot, and will not, be a project of Westminster, by Westminster and for Westminster.

    It will be of the people of the United Kingdom.

    I’m delighted that our last Labour Prime Minister, Gordon Brown has agreed to be an adviser in the setting up of the Commission.

    Of course, a project of this scale and this urgency should be initiated by the UK Government.

    But in the absence of that leadership from the Prime Minister, Labour will do what is necessary in Opposition.

    And, just as in 1997, we will make devolution a reality under the next Labour Government.

    This will of course take time.

    But I expect the Scottish section – working with Scottish Labour and our leader, Richard Leonard, to be completed as soon as possible.

    Because frankly, there’s no time to waste.

    The Scottish Parliamentary elections are just over five months away.

    Labour will fight those elections, making the case, for a socially just Scotland in a modern United Kingdom.

    And we’ll make clear that five more years of separatism and division isn’t the answer to any of the challenges facing the Scottish people.

    Whether on Covid,

    Improving Scotland’s schools and NHS,

    Protecting jobs and the economy,

    Addressing the climate emergency or

    Providing greater security at home and abroad.

    Ultimately, there’s nothing that separatism can offer to a child living in poverty in Glasgow,

    Just as there’s nothing that nationalism can offer a child living in poverty in Camden.

    And the last thing Scotland needs now is more years of division.

    So Labour will argue passionately against another independence referendum.

    We will argue that today, we will argue that tomorrow.

    It would be entirely the wrong priority to hold another Scottish independence referendum in the teeth of the deepest recession for 300 years.

    While still fighting this pandemic

    When there is such uncertainty about how Brexit, and Coronavirus will affect us.

    And when the costs and consequences of independence are still so uncertain.

    That’s why Nicola Sturgeon’s call for an independence referendum in the ‘early part’ of the next Scottish Parliament – perhaps even next year – is so misguided.

    Given the damage and division this would cause, no responsible First Minister should contemplate it – and no responsible Prime Minister would grant it.

    There should not be another independence referendum while our economic and health outlook is so precarious – nor until there has been a proper assessment of the costs, consequences and uncertainties of separation.

    Including the future of Scotland’s currency,

    Our armed forces and national security,

    As well as the potential impact on the pensions, jobs, taxes and social security of the Scottish people.

    The sterile debate between the status quo and independence will not answer these questions.

    That is why our Commission must also ensure that there is a fresh – and tangible – offer in front of the Scottish people – a path to a socially just and secure Scotland within a modern UK.

    Because only then can we ensure that the discussion on our constitution is not a re-run of 2014: with the huge uncertainty of separation pitted against an outdated status quo.

    The Labour movement has a long and proud tradition of fighting for greater devolution and social justice.

    For Labour, devolution has never been about power itself, but a means to build a fairer, more socially just society.

    Under my leadership, that will be our focus again.

    And if we get this right, then I believe Labour can play a key role in defeating the forces of separatism.

    And once again make clear that it’s only by harnessing the strength and dynamism of the whole United Kingdom that we can tackle the huge challenges we all face.

    Because a separatist agenda won’t solve inequality, injustice or poverty.

    And it won’t make us stronger on the international stage,

    And it won’t make us better able to lead in the global fight against climate change.

    Separatism will leave us all weaker – just as defending the status quo will.

    That’s why it’s time to build a new partnership between our nations and regions.

    To make Britain fit for the decades ahead.

    That is the challenge we face,

    And the Labour Party I lead must rise to that challenge.

    Today’s figures show again the significant challenge we face to recover from the economic shock of the covid pandemic.

    The UK Government continues to take unprecedented action to support jobs and business in Scotland. Yesterday, the Chancellor announced a further extension of furlough and business loan schemes, and we continue to support self-employed people and hardest-hit sectors with VAT cuts. The direct support is on top of £9.5 billion in additional funding from the UK Government to the Scottish Government.

    As we look ahead to the new year, we will continue investing billions in our Plan for Jobs, supporting City and Region growth deals in Scotland, and driving green recovery and jobs.

    The strength of the Union and the support offered by the UK Treasury have never been more important. Together, we will continue to get through these challenging times.

    St Andrew’s Day is a chance for us to celebrate all that is great about Scotland, and Scots, and to reflect on what it means to be Scottish.

    In 2020, St Andrew’s Day will feel very different.

    We are living through a global pandemic. Our lives are almost unrecognisable from a year ago.

    But I believe that, this year more than ever, we should take the time to mark just how much we have collectively achieved.

    Over the past few months, we have risen to the challenge of the, frankly terrifying, virus. We have, and are, all doing our bit to defeat it. We have made huge personal sacrifices because we know it will save lives and protect our precious NHS.

    Our frontline workers – from health care staff to supermarket workers, teachers and everyone in between – have been nothing short of heroic. Looking after the ill, supporting the vulnerable, and keeping the country going. You are an inspiration to us all.

    So many others have also done their bit. From picking up shopping and prescriptions, to organising spirit-lifting video chats and amazing charity fundraisers – individuals up and down the land have gone out of their way to look after friends, relatives and neighbours, and also strangers in need.

    We have much to be proud of. In 2020, it seems to me, being Scottish is about fortitude and kindness. And also optimism. With new vaccines on the way we are starting to see some light at the end of the covid tunnel.

    So, this St Andrew’s Day, I ask you to join me in thanking everyone who has done their bit to help us all get through 2020 so far. I have never felt more proud to be Scottish.
