    Today, the European Commission has unveiled its annual report on Safety Gate, the European Rapid Alert System for dangerous non-food products. The report presents an overview of dangerous products notified in the Safety Gate in 2024. 4,137 alerts were notified last year – the highest ever recorded amount of alerts since the launch of the system in 2003. This increase in alerts demonstrates the growing effectiveness and trust in the Safety Gate system, as authorities are using the platform more often to report and address potential threats to consumer safety. The report also outlines the follow-up actions taken by national authorities of the EU Member States, Norway, Iceland, and Liechtenstein to prevent harm to consumers and stop the sale of hazardous products.

    Main findings

    Last year, cosmetics (36%) remained the most frequently reported products posing health risks, followed by toys (15%), electrical appliances (10%), motor vehicles (9%) and chemical products (6%).

    Chemical ingredients were the main cause of risk in almost half of the alerts. Dangerous chemicals detected included cadmium, nickel and lead in jewellery, as well as allergenic fragrances in body oils, and synthetic chemicals used to soften the plastic, for example in some clothing. 97% of the cosmetics notified were reported to contain BMHCA, a banned synthetic fragrance, which can harm the reproductive system and cause skin irritation.

    Alerts registered in the Safety Gate system triggered a robust response from market surveillance authorities with over 4,200 follow-up actions taken to stop the sale of these products or even take them off the market.

    Next steps

    The Commission is working closely with national market surveillance authorities to prepare the first ever product safety sweep. A ‘sweep’ is a set of checks carried out on websites simultaneously to identify breaches of EU consumer law in a particular sector. The aim of the product safety sweep will be to check the products sold on online marketplaces on their compliance with the new General Product Safety Regulation to ultimately enhance the safety of products offered for sale online.

    Background

    The Safety Gate Rapid Alert System enables national market surveillance authorities from the EU and European Economic Area (EEA) to report and take action against dangerous non-food products, warning other authorities to take swift action. Safety Gate alerts cover risks to human health and safety, such as choking, strangulation and damage to hearing or sight, as well as risks to the environment, energy resources and property.

    Following the entry into application of the General Product Safety Regulation in December 2024, a modernised future-proof framework is now in place to ensure the safety of products on the EU market. The Regulation clarifies that all products sold in the EU online or offline, must be safe, regardless of their origin. It guarantees a better enforcement of the rules, improves the effectiveness of recalls of dangerous products and provides for the obligation by businesses to offer consumers remedies when recalling unsafe products and a new tool for consumers to report safety issues, such as the Consumer Safety Gateway.

    With the e-Commerce Communication, presented in February 2025, the Commission proposed new joint actions to address concerns arising from the surge of unsafe or illicit products entering the Single Market from third countries. The e-Commerce Communication foresees targeted measures, among others, in the areas of customs and trade, such as launching customs controls, consumer protection and the Digital Services and Digital Markets Acts.

    On 10 April 2025 the European Parliament and the Council reached a political agreement on the new toy safety rules. The new Regulation proposed by the Commission will ban the use of harmful chemicals, such as PFAS, endocrine disruptors and bisphenols, in toys. All toys will have a Digital Product Passport to prevent unsafe toys sold online and offline from entering the EU. The Regulation sets stricter rules on online sales and gives inspectors greater powers to remove dangerous toys from the market. This will ensure that imported toys are as safe for consumers as toys manufactured in the EU.

    Since 2022, the eSurveillance ‘webcrawler’ application has supported national market surveillance enforcement authorities by detecting online offers of dangerous products signalled in Safety Gate. Each day, the application scans the internet in all official EU/EEA languages to identify reported dangerous products offered for sale to European consumers. The detected offers are automatically shared with the Member Sates’ enforcement authorities, enabling them to quickly trace the sellers and order the effective withdrawal of these listings. This contributes to harmonised enforcement actions and addresses the challenges of monitoring the online sale of dangerous products. In the past year, the eSurveillance webcrawler has processed nearly 4000 Safety Gate alerts, analysed almost 1.6 million websites, and identified about 5300 web shops potentially offering reported products.

    UK fighter jets have intercepted two Russian aircraft flying close to NATO airspace as part of the UK’s contribution to NATO’s enhanced Air Policing in the region.

    Two RAF Typhoons were scrambled from Malbork Air Base in Poland on Tuesday (April 15) to intercept a Russian Ilyushin Il-20M “Coot-A” intelligence aircraft over the Baltic Sea.

    Whilst on Thursday (17 April) another two Typhoons scrambled from the base, to intercept an unknown aircraft leaving Kaliningrad air space and close to NATO airspace.

    The intercepts mark the RAF’s first scramble as part of Operation CHESSMAN and come just weeks after the aircraft arrived in eastern Poland to begin their deployment alongside Sweden in defence of NATO’s Eastern Flank.

    It follows the Prime Minister’s historic commitment to increase defence spending to 2.5% of GDP, recognising the critical importance of military readiness in an era of heightened global uncertainty.

    Keeping the country safe is the Government’s first priority and foundation of its Plan for Change. The work of the Royal Air Force is critical to the security and stability of the UK, supporting the delivery of the Government’s five missions.

    Minister for the Armed Forces Luke Pollard said:

    The UK is unshakeable in its commitment to NATO. With Russian aggression growing and security threats on the rise, we are stepping up to reassure our Allies, deter adversaries and protect our national security through our Plan for Change.

    This mission shows our ability to operate side by side with NATO’s newest member Sweden and to defend the Alliance’s airspace wherever and whenever needed, keeping us safe at home and strong abroad.

    The UK’s deployment of six Typhoon jets and nearly 200 personnel from 140 Expeditionary Air Wing is the UK’s latest contribution to NATO’s air policing efforts, following successful operations in Romania and Iceland last year.

    It also represents a landmark in NATO integration with RAF jets from RAF Lossiemouth operating alongside Swedish Gripens – the first time Sweden has contributed fighter aircraft to another Ally’s air policing since joining NATO in 2024.

    The intercepts come after the Defence Secretary’s visit to NATO last week where he reaffirmed the UK’s unshakeable commitment to the alliance and co-led a meeting of the Ukraine Defence Contact Group in which more than 50 nations pledged a total of £21 billion of support to Ukraine.

    The Typhoon programme supports more than 20,000 jobs across all regions of the UK every year, which is defending our security whilst creating jobs back home.

    The RAF’s Quick Reaction Alert forces, based at RAF Coningsby, Lossiemouth, and Brize Norton, remain ready to protect UK airspace around the clock, while deployed operations like Op CHESSMAN ensure that British airpower is defending the Alliance wherever it is most needed.

    Already helping over 52,000 users in Wales and across the world learn to read in Welsh, Darllen Co, has been backed by a Welsh Government fund for new Welsh-language technology.

    The paid for digital reading platform has been designed by Welsh teachers for schools and families. It features over 180 books and magazines from more than 20 Welsh authors, as well as integrated audiobooks and quizzes.

    Over 300 Welsh medium schools are already subscribed to the platform to develop learners’ Welsh reading skills. The platform also features an assessment and tracking system which lets teachers monitor learners’ progress.

    Learners can access the platform at school or home, on any digital device. The platform’s audiobooks and reading resources make it easier for children to learn Welsh at home, even if their parents don’t use Welsh, by teaching them the pronunciation of words.

    Darllen Co is the only platform of its kind in Welsh and people around the world are benefiting from it, with users in Italy, Texas, Dubai, Slovakia, England and Patagonia. The platform hopes to expand into English medium primary schools, to help even more learners with their Welsh language skills.

    Mr Scozzi from Ysgol Gynradd Gymraeg Pontybrenin said:

    Since the evolution of the platform, we are now enjoying more literature, new features and more detailed data for us teachers to interpret. In addition to developing reading skills, we are also using the platform to test understanding with opportunities for children to develop various reading and comprehension skills.

    Darllen Co received £30,000 from the Welsh Government to set up the original platform in 2022, as part of its aim to develop Welsh language technology. The platform secured this investment following an excellent pitch from its founder, Alex Knott, at Hac y Gymraeg, a Welsh language ‘hackathon’ challenge which aimed to inspire new Welsh technology ideas.

    Darllen Co is also working with Adnodd on a digital reading assessment which will be free for schools in the next term.

    First 750 breakfast clubs to rollout from Tuesday, delivering on government’s manifesto commitment and promise to put more money in working people’s pockets.

    Tens of thousands of working parents will, from Tuesday, be supported with more flexibility and choice from the rollout of free breakfast clubs across England, as the government delivers on its promise of 30 minutes of free childcare every day.

    As children return from the Easter holidays, the first 750 schools across the country are set to begin offering free breakfast clubs. This will help parents get up to 95 hours back a year – giving them more support at a crucial time in the morning as they balance busy lives of work and childcare.

    New government data shows that over half of parents would use this time to juggle parenting with working, training or studying.

    The free breakfast clubs will save parents up to £450 a year and come alongside a raft of measures from government to provide parents with greater choice and help with the cost of living, such as a cap on school uniform costs and expanding free childcare for under-fives to 30 hours per week.

    It comes as major employers like British Airways, Accenture and Rigby Group back the clubs to support parents to work more flexibly.

    The rollout delivers on the government’s manifesto promise to ensure state schools offer free breakfast clubs to all pupils, while supporting its Plan for Change milestone to ensure tens of thousands more children start school ready to learn.

    Education Secretary Bridget Phillipson said:

    Free breakfast clubs are at the heart of our Plan for Change, making working parents’ lives easier and more affordable, while breaking down barriers to opportunity for every child.

    From Tyneside to Truro, England is one of the first countries in Europe to open universal free breakfast clubs, saving parents up to £450 per year and making sure every child starts school ready to learn.

    This government is delivering on our promises to working parents, rolling out free breakfast clubs, school-based nurseries, and giving every child across the country the best start in life.

    Across the country, school leaders have seen breakfast clubs drive improvements in attendance, attainment and behaviour.

    This government is going further and faster, using the 750 free breakfast clubs as a key tool to tackle barriers to learning in schools, with 500,000 primary school pupils missing at least one day of school every fortnight last year, 1 in every 3 pupils not ready to start school at age 5 and 1 in every 50 pupils suspended at least once.

    This government has set out a clear commitment to break down barriers to opportunity for every child, with breakfast clubs proven to boost children’s reading, writing and maths by an average of two months.

    A new AI tool aims to modernise council planning by replacing outdated paper systems with high-quality digital data, enabling faster, smarter decisions to support the government’s goal of building 1.5 million homes.

    • A new AI tool to help councils make planning data more accessible and digital, converting poor scans of old, PDF and paper documents into machine-readable, shareable data in seconds is being built
    • Currently in early testing, the tool could reduce the time needed to convert old planning documents into digital records – performing in 40 seconds what typically takes 1-2 hours of planner’s time to complete
    • This type of tool could be used to strengthen public services and support deliver the government’s Plan for Change milestone to build 1.5 million homes over the next Parliament and drive economic growth

    AI could be used to increase the availability of planning data, allowing councils to make more informed planning decisions faster, supporting the government’s Plan for Change mission to drive growth across the country and build 1.5 million homes.

    Currently, many councils still use paper documents and scanned PDFs, slowing down the planning process – resulting in backlogs, inefficiencies, and wasted resources.

    To help tackle this, a new programme will develop AI that provides higher quality data, in turn helping councils make faster, smarter planning decisions.

    The new generative AI tool will turn old planning documents—including blurry maps and handwritten notes—into clear, digital data in just 40 seconds – drastically reducing the 1-2 hours it typically takes planners. By pulling key information from thousands of files, the tool helps cut delays, reduce errors in data, speed up planning decisions – freeing up planners’ time to focus on building the homes Britain needs.

    Technology Secretary Peter Kyle said:

    The UK’s planning system has been held back for too long by outdated paper documents, slow processes, making it nearly impossible for councils to make informed decisions quickly.

    As part of our Plan for Change, we’re using the power of AI to transform sluggish systems so we can start to rebuild. With Extract, councils will have access to better quality data so they can move more quickly on planning decisions and get on with driving growth.

    Technology like this could be a vital step towards councils meeting targets to help build the 1.5 million new homes the country needs, all while updating and improving the planning system for the future.

    Housing and Planning Minister Matthew Pennycook said:

    To kickstart economic growth and achieve the government’s ambitious Plan for Change milestone of building 1.5 million new homes in this Parliament, we need local planning authorities to be making informed decisions faster.

    By harnessing new technology like Extract, we can tackle backlogs, inefficiencies and waste and ensure councils are focusing precious time and resources on efficiently determining applications to build new homes.

    It is currently being tested and could be available to councils later this year, helping them to adopt smarter, more efficient planning tools that will improve the overall efficiency of the planning process.

    The tool also has potential applications across the public sector because location-specific data is used to deliver services and inform government policy and decisions across departments.

    It comes after the Technology Secretary revealed a £45 billion jackpot of productivity savings, if the public sector makes good use of technology to improve services and make processes more efficient.

    This builds on a range of sweeping planning reforms the government has already made to get Britain building. This includes updating the National Planning Policy Framework, which according to the Office for Budget Responsibility (OBR) will boost the economy by £6.8 billion and drive housebuilding to its highest level in over 40 years, and through the pro-growth Planning and Infrastructure Bill.

    Pub goers will be able to raise a toast to veterans for an extra two hours to celebrate next month’s historic 80th anniversary of VE day.

    With parties planned across the country on Thursday 8th May, Prime Minister Keir Starmer has ordered pubs and bars across the country to be able to keep serving until 1am to celebrate.

    This will mean venues with a usual closing time of 11pm will be able to keep their doors open for a further two hours on the day, allowing people to continue their celebrations of the milestone.

    Prime Minister Keir Starmer said:

    As we mark the 80th anniversary of VE Day, the whole country should come together to remember the incredible sacrifices made by the wartime generation and to celebrate the peace and freedom they secured for us all.

    Keeping our pubs open for longer will give people the opportunity to join in celebrations and raise a glass to all of the men and women who served their country, both overseas and at home.

    Pub licensing hours can be relaxed to mark occasions of ‘exceptional national significance’, and the government is keen that everyone is able to raise a glass and celebrate those who served during the Second World War.

    Similar extensions to pub hours have previously been used for major Royal celebrations and significant sporting events, such as the Euro 2024 final.

    As well as bringing people together for longer, the extension is due to be a welcomed boost to the hospitality industry.

    The VE Day commemorations will start on Bank Holiday Monday, with the Cenotaph dressed in Union flags, a military procession from Whitehall to Buckingham Palace, and an RAF flypast over London.

    On Thursday 8th May, a day of celebrations across the country will culminate in a party at London’s Horse Guards Parade, televised live on BBC One, with more than 10,000 members of the public attending the event to see performances by stars from the stage and screen.

    This is a momentous occasion and, as the nation’s second home, the pub is the perfect place for communities to gather and raise a glass to all of those who made huge sacrifices for our freedom.

    Extending licensing hours will mean people can come together for longer, nurture community spirit, and allow pubs to host even more commemorative events that honour our veterans and heroes and celebrate peace.

    Living conditions for families in military housing will be transformed under a new Consumer Charter, as Defence Secretary John Healey promised to “stop the rot” in military housing.

    • New Consumer Charter for families in military homes, delivering on the government’s Plan for Change.
    • Measures will include higher move-in standards, more reliable repairs, renovation of the worst homes, and a named housing officer for every family – all in place before the one-year anniversary of 36,000 military homes being brought back into public ownership.
    • Pledge comes alongside the announcement of an independent, expert team appointed to help deliver a rapid Defence Housing Strategy – with work already underway.

    The Charter will be part of a new Defence Housing Strategy, to be published later this year, which will set out further plans to improve the standard of service family homes across the country.

    Under the Charter, basic consumer rights, from essential property information and predictable property standards, to access to a robust complaints system, will be rapidly introduced. These will be underpinned by new, published satisfaction figures, putting forces families front and centre.

    The wider Defence Housing Strategy – overseen by the Defence Secretary and the Minister for Veterans and People, Al Carns – will also turbocharge the development of surplus military land, creating opportunities for Armed Forces homeownership. It will further support the delivery of affordable homes for families across Britain as part of the government’s Plan for Change.

    It follows the Government’s landmark deal, completed in January, to bring back 36,000 military homes into public ownership, reversing a 1996 sale described by the Public Accounts Committee as “disastrous”, and saving the taxpayer £600,000 per day by eliminating rental payments to a private company.

    The announcement follows the Prime Minister Sir Keir Starmer’s pledge to deliver “homes for heroes” and means that under this government, support will be there for veterans at risk of homelessness. This included removing local connection tests for veterans seeking social housing, meaning as of November, veterans will have access to the housing support they need.

    Defence Secretary, John Healey MP, said:

    Our Armed Forces serve with extraordinary dedication and courage to keep us safe. It is only right that they and their families live in the homes they deserve.

    For too long, military families have endured substandard housing without the basic consumer rights that any of us should expect in our homes. That must end and our new Consumer Charter will begin to stop the rot and put families at the heart of that transformation.

    We cannot turn around years of failure on forces housing overnight, but by bringing 36,000 military homes back into public ownership, we’ve already taken greater control and are working at pace to drive up standards. This is about providing homes fit for the heroes who serve our nation, and I’m determined to deliver the decent, affordable housing that our forces families have every right to expect.

    The new Consumer Charter will include the following commitments:

    • A strengthened move-in standard so families can have confidence that the home they are moving into will be ready on time and will be clean and functional.
    • Improved, clearer information for families ahead of a move, including photographs and floor plans of all homes when a family applies for housing.
    • More reliable repairs, including an undertaking to complete urgent repairs within a set timeline consistent with Awaab’s Law, and a new online portal for service personnel to manage repairs.
    • Raising the minimum standard of forces family housing with a new programme of works targeted at the worst homes, with up to 1,000 refurbished as a downpayment on the broader programme of renewal to be set out in the Defence Housing Strategy.
    • Better and clearer communication for families, including a named housing officer for every service family who they can contact for specific housing related queries.
    • A new, simpler complaints process that will shorten the process to two stages in line with industry best practice, so that service personnel and families have a quicker resolution, backed up by the new Armed Forces Commissioner.
    • Modernising policies to allow more freedom for families to make improvements, giving them a greater sense of pride in their homes.

    These improvements will be in place by the one-year anniversary of the announcement to buy back military homes last December, with final detail to be set out in the Defence Housing Strategy following consultation with military personnel and their families.

    Many of the commitments in the Charter will be achieved by driving better performance – and better value for the taxpayer – from existing suppliers of maintenance and support for service family housing.

    The new standards will be underpinned by new published customer satisfaction measures and enhanced accountability so families can have confidence in the improvements being made. This will sit alongside an independently conducted stock survey, as recommended by the Kerslake review of military housing which was published last year.

    The Defence Housing Strategy will be driven by an independent review team whose members have been announced today, and which will be chaired by former Member of Parliament and housing expert Natalie Elphicke Ross OBE, drawing on expertise from industry and forces families.

    In the meantime, the Defence Secretary and the Minister for Veterans and People have instructed the MOD to immediately plan improvements for the new Consumer Charter, as part of a short-term action plan to enhance the family homes after years of neglect.

    Background

    The members appointed to the Defence Housing Strategy review team are:

    • Chair, Natalie Elphicke Ross OBE, Director and Head of Housing at The Housing & Finance Institute. Previously Natalie chaired the New Homes Quality Board on standards and redress for customers of new build homes, co-chaired the Elphicke-House Report 2015 on the role of local authorities in housing supply and served as an expert adviser on the development of the national strategy for estate regeneration. A former law firm partner specialising in housing finance, Natalie’s experience includes advising central and local governments, lenders, developers and housing associations on financing, structuring and delivering homes across all tenures.
    • Bill Yardley, Chair of McCarthy Stone Shared Ownership Limited. Bill serves as Chair of a regulated residential development company and is a Non- Executive Director at the Defence Infrastructure Organisation, in the Houses of Parliament and at the Surrey Property Group Limited. He has previously worked at board level in the public and private sectors in residential development, regulated housing, property investment, education and the NHS and has been a public member of Network Rail and chaired a charity. Bill has also served as a Crown Representative and on the Government Construction Board.
    • Cat Calder, Housing Specialist, Army Families Federation. Cat is a housing professional with over 13 years of experience advocating for improved living conditions for families in military accommodation. She has held key positions within the Army Families Federation and has direct experience of military housing, having previously lived in service family accommodation for a number of years.
    • Nigel Holland, former Divisional Chair, Taylor Wimpey and Non-Executive Director of The Riverside Group. Formerly a Divisional Chair of Taylor Wimpey, one of the UK’s largest residential developers. Nigel is also a Non-Executive Director of The Riverside Group, a major provider of affordable housing, care and support services in England and Scotland, with more than 75,000 homes in management. He has a wealth of experience in the homebuilding industry, leading large-scale developments in the UK and overseas.
    • Alex Notay, Chair and Commissioner, Radix Big Tent Housing Commission. Alexandra is an internationally recognised expert on housing, placemaking and ESG. She has 20 years’ strategic advisory and investment experience across four continents and in August 2024 took over as Chair of the Radix Big Tent Housing Commission. Until July 2024 she was Placemaking and Investment Director at Thriving Investments, the fund and asset management arm of Places for People Group, overseeing a UK-wide residential strategy.
    • James Hall, Housing and Land, Greater London Authority. James has over a decade’s experience in housing and development, working with the public, private and not-for-profit sectors. He worked extensively on strategy, policy and communications in Westminster and Whitehall, and most recently worked at the Greater London Authority on housing policy and delivery.

    Statement by Ambassador Barbara Woodward, UK Permanent Representative to the UN, at the UN Security Council meeting on Libya.

    President I would like to make three points.

    First, Libya’s economic trajectory is alarming.

    With no unified budget and, as SRSG Tetteh said, no oversight, present levels of public spending by Libyan authorities risk rapidly diminishing the nation’s wealth.

    Competition for state resources is putting Libya’s institutions under grave pressure, and risks fuelling renewed conflict.

    Libya has the resources to build a prosperous future. But to achieve it, Libya’s leaders must put aside narrow interests and agree on a unified economic framework in the national interest.

    We welcome the return of the World Bank to Tripoli to support this work.

    Second, the UK is deeply concerned by the destabilising activities of Libyan security actors and armed groups.

    This includes reports of unlawful and arbitrary detentions, kidnappings, imprisonment without due process and assassination attempts.

    There needs to be accountability for such acts, to support civic space and trust in Libya’s law enforcement.

    The recent closure of humanitarian organisations’ offices and detention of their employees is particularly troubling.

    We urge Libyan authorities to work with international NGOs and resolve differences through dialogue.

    Humanitarian organisations are an indispensable part of our collective efforts to support Libya, including to help address the Libyan authority’s concerns about illegal migration.

    Third, Libya’s economic and security challenges underscore the urgent need for progress on the political track.

    Libya needs a comprehensive, inclusive political process which will provide the foundation for sound economic governance, rule of law and accountability, and help tackle corruption.

    The UK strongly supports UNSMIL’s efforts and commends SRSG Tetteh for her leadership.

    A revitalised political process, flowing from the Advisory Committee’s deliberations, presents a real opportunity to chart a path towards the peace, stability and prosperity that the Libyan people deserve and yearn for, as I heard during my own visit to Libya and in more recent exchanges with young Libyans.

    So we urge all Libyan actors to engage constructively with the UN’s efforts and the Advisory Committee’s recommendations.
