    I congratulate my hon. Friend the Member for North Devon (Selaine Saxby) and the hon. Member for Warrington North (Charlotte Nichols). I will not repeat what they have said; in fact, I will not say very much, because a meeting of the Ecclesiastical Committee means that I must ask people to forgive me for not staying for the winding-up speeches.

    First, my key point is that we have had a great transition and need to go on making that transition. I have a list of 34 former power stations in London alone, nearly all of which were powered by coal or oil. We have found other ways of generating our electricity.

    Secondly, from when I started to ask the Secretary of State for Business, Energy and Industrial Strategy for a meeting about Drax and the absurd way in which it was regarded as acceptable renewable power generation, it took nearly a year before we had an informal meeting, part of which was quoted by the hon. Member for Warrington North.

    I hope the Government will pay attention. The Minister will have to say whatever the Minister has to say. Ministers sometimes come to meetings like this with a short bat, if I can put it that way, and they may not be able to announce future policy. However, the practice must be that we do not bring in the 27 million trees a year that have been cited and that we find ways to generate carbon-free renewable electricity, rather than electricity that requires subsidies that are currently too high and will be even higher in future.

    I am glad to be here with you in the Chair, Mr Gray, and I commend the hon. Member for North Devon (Selaine Saxby) for securing this important debate.

    I do not agree with much that the former Chancellor, the right hon. Member for Spelthorne (Kwasi Kwarteng), says, but I could not have put it better than him when he stated that importing US-made wood pellets to be burned for energy is “not sustainable” and “doesn’t make sense”. Rather than talk about biomass, I would rather call it what it is: burning imported forests. It is increasingly clear that this method is expensive, causes pollution and encourages deforestation. At a time when we are waiting for the Government’s delayed consultation on the technical screening criteria that underpin which technologies will be classified as green under the UK taxonomy—and, indeed, for a biomass strategy—it is important that we state clearly that biomass is not a green option at all.

    Drax power station is the single largest source of CO2 emissions in the UK. Its entire justification is that the pollutants it releases are matched by equivalent plant and tree regrowth. Some biomass options, such as burning chicken manure, can swiftly be classed as carbon neutral because they would have swiftly decayed anyway, but replenishing burned trees and forests takes many years—even decades. The operating assumption that the trees are replaced as they are destroyed is a false accounting trick. In effect, it greenwashes a destructive and polluting process that will take us dangerously past the ecological tipping point.

    Drax burns 27 million trees a year. The Department for Business, Energy and Industrial Strategy plans to burn 120 million trees a year by 2050. That is far more than the amount of chicken waste that will be burned and will take much longer to replace. By comparison, the New Forest has 46 million trees; that shows the scale of the importation the process requires. It will add to the carbon cost before the wood is even burned. The wood itself is especially harmful: the Intergovernmental Panel on Climate Change says that burning wood creates 18% more CO2 than burning coal.

    We increasingly recognise the damage that centuries of deforestation have done to our planet, environment and biodiversity. The Government’s net zero strategy envisages a bioenergy with carbon capture and storage technology that depends both on burned trees regrowing immediately and on the carbon released being captured from Drax’s chimneys. If both were possible, accountants could tally these as negative emissions, but the calculations do not adequately weigh the costs of deforestation and transport or the opportunity cost of other energy alternatives. It is foolish to lean on an energy source that depends on the mass importation of raw materials from thousands of miles away, especially when doing so is likely to drive up the commodity price of the wood involved.

    One of the dangers of investing in such technology is that it may spur other countries to follow suit, which will mean even more rapid deforestation. Biomass is already the most expensive renewable power source, and Drax has received £6 billion in renewable subsidies. Analysis by the climate and energy think-tank Ember found that retrofitting Drax so that it can capture and store the carbon burned would cost the UK taxpayer an estimated £32 billion—more than the cost of building the Sizewell C nuclear reactor. As an unashamed champion of the nuclear sector, and as chair of the all-party parliamentary group on nuclear energy, I would far rather see investment in nuclear, which is a greener, more reliable technology of the future.

    Our energy and environmental needs are great, while our resources are limited. Rather than relying on a monopoly supplier of this polluting and expensive technology, we should promote reforestation, not just replenishment, and invest in truly green energy sources such as nuclear, hydrogen and other renewables. Will the Minister commit to ending the double bookkeeping of the carbon savings of biomass? Will he confirm that if the numbers do not add up, biomass will not be part of the green taxonomy and Drax’s contract will not be renewed?

    That this House has considered the sustainability of burning trees for energy generation.

    It is a pleasure to serve under you in the Chair, Mr Gray. I thank the Backbench Business Committee for finding time for this important debate.

    In my mind, today’s debate is about changing scientific understanding as we decarbonise our energy supply. The burning of wood as a renewable energy source has been adopted by the UK and the EU as a sustainable option to replace coal. In the UK, we subsidise the use of biomass to generate energy by £1 billion. However, in recent years, scientists and industry have raised serious concerns about the actual benefit of burning wood for energy. I secured this debate so that we can have a discussion about how taxpayers’ money is being spent and whether, at this time of global energy disruption, we are investing in the best forms of energy generation for our planet and for our energy security.

    Biomass became prominent when coal-fired power stations were converted into biomass power stations. That was subsidised to aid the phase-out of coal and originated at a time when biomass was cheaper than renewables such as wind and solar and had perceived additional benefits, such as providing consistent, reliable power. Now, however, Drax is the UK’s biggest single-point source of carbon dioxide emissions. Because of the technology installed, the power station must run predominantly on wood pellets and has only limited capacity for non-woody biomass such as energy crops and organic waste.

    The whole lifecycle emissions of CO2 per kWh are 41 grams for solar, 11 to 12 grams for wind and 948 grams for coal. For forest biomass, they are 1,079 grams. That is far from the assumed carbon-neutral outcome. The UK produces roughly 12% of its energy from biomass and 3% from coal. The UK’s carbon emissions have not dropped at the same rate as our reduction of coal would indicate. The reality is that more carbon is being put into our atmosphere currently than when we were burning coal.

    The difference between the idea that burning wood for energy is renewable and the reality comes from two misrepresentations. Both come about from the wrong approach to the accounting for the carbon output. The emissions from cutting down trees are attributed to the land-use sector rather than the energy-generation sector. As we import the majority of our wood pellets, we are exporting our carbon emissions. Although that may look good, it does not achieve anything, as we all share our atmosphere and the effects that carbon emissions cause.

    The Intergovernmental Panel on Climate Change allows such zero-rating of emissions based on the idea that every tree will be replanted and its replacement will harness the same level of carbon as its predecessor; unfortunately, that has proven not to be the case. Many studies have shown that the carbon payback times for forest biomass are decades or centuries away, depending on the type of forest cut down to produce the wood pellets.

    We are entering a crunch point in our work to limit the effects of climate change, with tipping points in the melting of sea and glacial ice, sea-level rises, ocean acidification, permafrost melt and the Amazon biome. We do not have the time to wait decades or centuries for the carbon to be reabsorbed and sequestered; nor does such an approach fit in with the goal of carbon neutrality by 2050.

    Trees only grow in their carbon-storing potential as they age. There is a very minimal decline in their efficiency as they photosynthesise and store CO2 from the atmosphere, but that decline is far outweighed by their sheer size and capacity. A study carried out by 38 researchers across 15 countries measured 400 species across six continents. It found that 97% of trees grew more quickly as they aged and absorbed more carbon year on year. If a tree’s diameter grows 10 times as large, it will undergo a hundredfold increase in leaf mass and an increase in leaf area of between fiftyfold and a hundredfold.

    Our forests are still the largest remover of carbon, and one study found that, across forests of all ages and types around the world, half the carbon is stored in the largest 1% of trees when measured by diameter. As trees age, they also store more carbon in the soil, so we are looking at not just our canopy but the carbon stored in the earth itself, much as we need to consider our peatlands and the blue carbon stored in the seabed.

    The other issue with the accounting of emissions from the burning of biomass for energy is the carbon associated with the supply chain for sourcing the wood pellets required. The industry sources wood pellets from North America, eastern Europe, the Baltics and, historically, Russia. Covid and the war in Ukraine have significantly disrupted supply chains and put more pressure on available forests. Drax sources most of its wood pellets from North America. A BBC “Panorama” documentary has cast doubt on the claim that it just uses waste wood and has suggested that primary forests are harvested and timber- quality wood burned as biomass.

    The Dogwood Alliance in Mississippi has been tracking the logging of forests in the south-eastern United States and the conversion of whole trees into wood pellets. The south-east is one of the most biodiverse areas of the United States, and another downside to the burning of wood for energy is the fact that such older and more mature forests are home to a greater diversity of flora and fauna. The wood pellets are shipped to the United Kingdom on enormous vessels that are in transit for 21 days. Drax receives 17 wood pellet deliveries a day, and the plant operates 24 hours a day, six days a week. The energy required to transport the pellets adds to their lifecycle emissions and uses up the very fossil fuels the pellets are supposed to replace.

    This is not an attempt to discredit one company; it is about us better understanding what is going on in the name of renewable fuels and asking that a more rigorous analysis of the carbon cost of this form of power production be fully conducted—at one level, it makes sense because trees grow back—before we assume that we really are moving to a lower-carbon-generating fuel supply and that any subsidy that supports that reflects the true carbon cost of what is supposed to be carbon neutral.

    I want to raise concerns about the industry’s efforts to store more carbon in an attempt to deliver negative emissions and remove carbon from the atmosphere. Although that is a laudable goal, and the bioenergy with carbon capture and storage—BECCS—system is included in the United Kingdom’s net zero pathway, it is important to note that it is based on the flawed accounting that calls burning biomass carbon neutral. It involves a number of risks and barriers.

    BECCS is the process of capturing and permanently storing underground the carbon emitted by biomass energy generation. The carbon capture rate is not 100%. Research from Chatham House indicates that it is about 76%, and energy needs to be expended to maximise capture. The options are to maximise power generation or to maximise carbon dioxide capture.

    The process would also be incredibly expensive—power stations are seeking new subsidies to develop BECCS, and it is projected that it would require £31.7 billion over 25 years, which is equivalent to £500 per person in the United Kingdom—and incredibly land hungry. It would require an area roughly 1.5 times the size of Wales to grow enough bioenergy crops to meet BECCS demand. That is 17% of the United Kingdom’s arable land.

    Recently, global events have shown how important a reliable food supply is, and the United Kingdom must not reduce its domestic production of quality produce. There is already the challenge of finding the right balance of land for farming, living, energy production and industry, so using such a large percentage of our land for a form of expensive and unsustainable energy generation would be the wrong approach.

    The Climate Change Committee has called on the Government to support domestic biomass supply to meet expected carbon-removal requirements for the industry; however, is that the answer? The United Kingdom is about to face a severe shortage of wood and is one of the least densely forested countries in Europe, at only 13% of land area. The idea that rather than using that wood in industry we should burn it flies in the face of the basics of reducing emissions. At the heart of what we are aiming to do is reducing our use of virgin products, reusing where possible and recycling where not, and looking at using such products for energy generation only once they have become waste.

    When we log forests for wood products, the carbon remains sequestered for however long those products last—possibly decades or longer. I declare an interest as chair of the all-party parliamentary group for the wood panel industry. The industry is a UK success story, with gross value added in excess of £850 million per annum and an ability to meet 65% of the UK demand for wood panel products. It supports approximately 7,500 jobs across the UK and has an average salary of £36,000, which is significantly above the UK average. The industry has made great strides in supporting our net zero by 2050 targets and has had some success with efficient and carbon-negative processes.

    The wood panel manufacturing sector uses more than 25% of the 11 million tonnes of wood delivered from UK forestry every year. The rise of the wood fuel sector, which itself consumes about 25% of the UK annual wood basket because it is subsidised, has distorted the market and created shortages in domestic supply. Manufacturing operations rely on the sustainable supply of wood materials such as forest roundwood and thinnings, sawmill products, and recycled wood, supplies of which are increasingly restricted, given the fact that the UK will reach peak wood availability in the early 2030s, followed by a forecast sustained drop soon after. We need to plant more trees, especially if we carry on relying on biomass for our energy generation.

    The closure of the renewable heat incentive scheme to new entrants in 2021 was a welcome decision. Now is the time to transition to future support schemes that most strategically target taxpayers’ money and ensure a level playing field for all wood users. Will the Minister ensure that when the biomass strategy is released it does not contain a new tariff-based incentivisation scheme similar to the renewable heat incentive? Will he also clarify whether biomass is supported by the contract for difference subsidies? In 2020, the Government announced that they would exclude coal-to-biomass conversion projects from future rounds, starting with allocation round 4.

    Does the hon. Lady agree that it is extraordinary that the biomass industry is asking for a combined CfD that would combine biomass production and carbon capture and storage?

    I agree that that is part of the confusion in the entire strategy; we need urgent clarification. In AR4, dedicated biomass with combined heat and power were eligible to compete, although no contracts were awarded. The announcement of AR5, which starts in March 2023, has not come with any clarity on whether biomass will be eligible for that round.

    The Government have done great work as we transition to net zero by 2050, but further investment in biomass is clearly the wrong strategy. It not only continues to contribute carbon to our atmosphere when we can now invest in significantly cleaner energy, but takes away from flourishing British businesses and exports our problems overseas. When the biomass strategy is released, I hope that the mounting evidence will be considered and that we can continue to increase investment in more sustainable energy sources rather than pursuing this path.

    By the end of this year, the Government will undertake a technical consultation on the national planning framework for onshore wind development in England. That consultation will conclude by the end of March next year.

    The Government recognise the range of views on onshore wind. We believe that decisions on onshore wind are best made by local representatives who know their areas best and underpinned by democratic accountability. To deliver this, and our commitments in the British Energy Security Strategy, we will consult on a more localist approach that provides local authorities more flexibility to respond to the views of their local communities.

    Through consultation with local authorities, communities and businesses, we intend to make changes to the National Planning Policy Framework by the end of April 2023 so that:

    Permission is predicated on demonstrating local support for the project and satisfactorily addressing the project’s planning impacts as identified by local communities, learning from best practice and using new digital engagement techniques.

    Local authorities can demonstrate their support for certain areas in their boundaries to be suitable for onshore wind to enable us to move away from the overly rigid requirement for onshore wind sites to be designated in a local plan.

    In the consultation, we also want to consider how the planning framework best:

    Supports communities to have a say on the necessary infrastructure to connect wind farms to the grid.

    Encourages the upgrading of existing wind farm sites.

    We will also consult on developing local partnerships for supportive communities who wish to host new onshore wind infrastructure in return for benefits, including lower energy bills.

    Legislation from the Conservative Government in 2016 ensured that all onshore wind applications are considered by local councils rather than through the Nationally Significant Infrastructure Projects regime. This will continue to be the case.

    We recognise the concerns expressed by local communities on the appropriate siting of onshore wind farms, which is why the Conservative Government in 2015 strengthened planning protection.

    We should continue to ensure our valued landscapes are protected, particularly National Parks, Areas of Outstanding Natural Beauty and the Green Belt. This will continue to be the case, and the combination of robust national and local planning policies will give sufficient weight to be able to rebuff unwanted speculative ‘development by appeal’.

    I hereby give notice of the Department for Business, Energy and Industrial Strategy’s intention to seek an advance from the Contingencies Fund totalling £3,531,500,000 to enable initial expenditure on the Government’s energy price guarantee domestic scheme to be spent ahead of the passage of the Supply and Appropriation Act.

    The funding is urgently required for HM Government to provide domestic support for household energy bills.

    Parliamentary approval for additional resources of £3,531,500,000 for this new expenditure will be sought in a supplementary estimate for the Department for Business, Energy and Industrial Strategy. Pending that approval, urgent expenditure estimated at £3,531,500,000 will be met by repayable cash advances from the Contingencies Fund.

    The cash advances will be repaid upon receiving Royal Assent to the related Supply and Appropriation Bill.

    The amount requested provides for initial scheme expenditure only, in anticipation of Parliament voting for the resource required for this financial year through an out-of-turn estimate. Due to urgency, the Contingencies Fund advance provides the immediate cash requirement in the period between scheme start and Parliamentary approval.

    I visited the site yesterday and was delighted to confirm the nearly £700 million investment in Sizewell C pledged in the autumn statement.

    There are clearly significant national benefits to Sizewell C in terms of national security, but as a Suffolk MP I am particularly interested in potential jobs creation. I understand that about 10,000 new jobs could be created. I previously worked closely with EDF and Suffolk New College to see how we can ensure that as many local people—and my constituents in Ipswich—benefit from Sizewell C as possible. Will the Secretary of State, in his own time—when he has a little availability—meet me, the principal of Suffolk New College, other education sector leaders and EDF to see how Ipswich people can benefit in a real, tangible way from Sizewell C?

    My hon. Friend will be interested and happy to learn that I met two apprentices at Sizewell yesterday, who have two of what we expect to be 1,500 new apprentice jobs. He is right to mention 10,000 jobs in the immediate area—perhaps there will be 20,000 across the country—and we expect more than 70% of investment in the project to come to the UK. I will gladly meet him and his colleagues to discuss that further.

    The reality is that this statement is just a padding out of the press release that BEIS put out earlier. I do welcome the energy company obligation funding for energy efficiency, but I think we need to be clear that this is not Government money; it is money funded from our energy bills and paid for by all bill payers. One issue with ECO4 is that it cannot be combined with other grants, whereas ECO3 did allow that money to be combined with other grants to bring down the costs of external insulation, for example. That is something the Secretary of State could consider to make schemes more affordable for people. The reality with EPC bandings is that there are more homes currently rated D to G than A to C, so much more direct investment is needed in energy efficiency to rectify that.

    The Secretary of State talked about energy security, so does that mean that the Government have finally bought out China General Nuclear from the Sizewell C consortium? Talking about sovereignty, will he confirm that uranium imports are going to be needed to keep Sizewell C going? Is it still the intention to take a 20% stake, and does that mean funding capital of £6 billion or £7 billion towards Sizewell C, because there is still no clarity in today’s statement? On the myth about nuclear baseload, by the time Hinkley Point C comes on stream, seven of the eight existing nuclear power stations will have stopped operating, which proves there is no need for nuclear baseload whatsoever.

    On wider energy policy, the Scottish carbon capture and storage cluster was the most advanced project, but it was still only classed as a reserve. Will the Government urgently review this classification, and make the Scottish CCS cluster a track 1 cluster to allow that investment to be released and for that project to go ahead? Pump storage hydro, as I have raised several times, could deliver about 3 GW of power by 2030. All that is needed is an electricity pricing mechanism—a cap and floor mechanism—so will the Government urgently review that and start these discussions?

    Finally, we know about the oil and gas investment allowance. If we are going to have continued record investment in renewables, there should be a renewables investment allowance to encourage that, particularly for green hydrogen.

    Yes, I can confirm that China has now been bought out of the deal on Sizewell. The money yesterday ensured that it is no longer involved in the development.

    The hon. Gentleman asked about the future funding for Sizewell. He may be familiar with the new “regulatory asset base” approach to funding, which is built along similar lines to the contracts for difference that have been used so successfully for offshore wind power. That is how we will look to bring income to the project. I should also say that CfDs will now take place on an annualised basis, which will give those including Scottish clusters the opportunity to bid in as well.

    I am always curious about the SNP’s approach to energy. As far as I can work out, it does not like the oil and gas industry—even though the industry employs thousands of its constituents—and it absolutely hates nuclear. I am not quite sure what it wants to do on non-windy days.

    I thank the Secretary of State for his statement, and can I take the opportunity to welcome him to his new role? We support new nuclear, and I welcome the announcement on Sizewell. The Climate Change Committee tells us that nuclear should play a role as part of the balanced pathway to net zero. In his reply, could he tell us the timetable for Sizewell’s final investment decision and when we expect it to be up and running? I also welcome the return of the delayed Energy Bill, which should never have been paused by the Government.

    As for the rest of the statement, I am bound to ask: is that it? Alongside nuclear, we need a sprint for cheap, clean, home-grown renewables, and I have to say to the Secretary of State that, given the chaos, confusion and embarrassment of the Government on onshore wind, I find it extraordinary that he did not clear that up in the House today. Let me remind the House of some facts. The ban on onshore wind in England that they put in place in 2015 has raised bills for every family in this country by £150 each, and keeping the ban in place up to 2030 would mean customers paying £16 billion more on bills compared with a target of doubling onshore wind. Let us be clear: opposing onshore wind waves the white flag on our energy security and raises bills for families.

    The only reason we are debating this issue is not that the public do not support onshore wind—they do, by 78%, according to the Department’s own polling—but that dinosaurs on the Government Benches oppose clean energy, and David Cameron and every leader since has indulged them. The problem is that the Secretary of State, who prides himself on being a truly modern man, is part of the fossilised tendency. He was part of the lobbying effort against lifting the ban in April. He said onshore wind was an “eyesore” and created “problems of noise”, and he urged the then Prime Minister to “largely” reject it. I may have had some issues with his predecessor, the right hon. Member for North East Somerset (Mr Rees-Mogg), but the Secretary of State’s position is making the Victorian of the Tory party look positively on trend, because the right hon. Member for North East Somerset after all called for the consenting regime for onshore wind to be brought into line with other infrastructure. Can the Secretary of State clear up once and for all what his position is on onshore wind? Will he now act in the national interest, properly end the ban and finally bring the consenting regime in line with other infrastructure?

    On solar, it is the same problem. The Prime Minister spent the summer saying he wanted to block solar, echoed by the Environment Secretary in the last couple of weeks. Blocking solar risks preventing the equivalent of 10 nuclear power stations-worth of power being built, so will the Secretary of State rule out the plans of the previous Environment Secretary to further block solar power on land?

    On energy efficiency, frankly this Government should be ashamed of their record, with the green deal fiasco, the green homes grant fiasco and energy efficiency installations running 20 times lower than under the previous Labour Government. Can the Secretary of State tell us from his announcement, which I am afraid contains no new resources, in what year the 19 million cold, draughty homes below energy performance certificate band C would be brought up to that level of decency under his plan? We would do it in a decade. Can he confirm that, at the current rates of installation, under this Government it would not happen till the next century?

    We have seen five Energy Secretaries since 2019. To overcome the bills crisis we face and to tackle the climate crisis, we need ambition, consistency and going all in on the green energy sprint. I am afraid we have not had these things from this Government. All we have had is inconsistency, dithering and a Government looking over their shoulder at their own Back Benchers. The Secretary of State has a lot of work to do to convince the country that that is going to change, and if he does not, it means that this Government will land us with higher bills and more energy insecurity, and will fail to take the leadership we need in tackling the climate crisis.

    I do not think the right hon. Gentleman was in the Chamber earlier for Business, Energy and Industrial Strategy questions, but I did point to a quote from him back in 2010, when he said it was “pie in the sky” that the then new Conservative Government would get to 40% renewables by 2020. What happened? By 2020 we had got to 43.1% renewables. That is our record of delivery when it comes to renewables, so I do not think we need to take too many lectures from the Labour party, or from the party that five minutes ago did not support new nuclear power. It failed to commission any of it during its time in office—13 years, was it?—but now that we are getting on with it, all of a sudden it seems to have swapped sides.

    On wind power, both offshore and onshore, I do not think the right hon. Gentleman recognises the fact that the strike prices in the contracts for difference are now lower for any version of power production at all when it comes to offshore wind. These turbines are now so large that they cannot even be constructed onshore. They are so big that the turbines cannot be carried by road; they have to put offshore.

    How big are they? It is convenient that the World cup is on because the right hon. Gentleman will be able to envisage this. Single turbines are seven football pitches in scope, as they turn. They are not buildable onshore, which is one of the reasons why the cheapest way to build them offshore to produce energy offshore is to build these mammoth turbines, which go together in groups of 200 or even up to 300. However, I am sure he knows all of this and that, rather than discussing the actual solutions, he likes to throw up the chaff.

    Since the right hon. Gentleman has mentioned onshore, I just want to note that the energy White Paper and the net zero strategy have both said exactly the same as we have been saying this week, which is that onshore can happen where it has local consent. I do not know why this local consent principle is so difficult for him to understand. There it is: we are delivering on the renewables, on the nuclear, on the energy independence and sovereignty that this country needs, and there is nothing from the Labour party.

    With permission, Mr Speaker, I will make a statement on energy security.

    Over half the gas we use in this country is imported. A third of all our energy comes from other countries. Each click of the thermostat and every flick of the kettle sends our money abroad. We are lucky that we have access to secure supplies and strong alliances, but while the price of energy is dictated by the whims of international energy markets, it will be hard to release ourselves from the grip of high bills ushered in by Putin’s brutal invasion of Ukraine.

    The solution is energy sovereignty. We have the ability to generate our own energy here in the UK. We need only look at our renewables to know we are already doing this rather well, but it is time for us to do more: to bring energy home; to clean it up; to reduce our reliance on dirty, expensive fossil fuels; and to create a thriving, secure and affordable energy network. We will use the might of our many brilliant engineers, experts and innovators to build a system fit for the future.

    As I mentioned in questions earlier, yesterday I was in Suffolk where, thanks to Government investment, the development of the Sizewell C nuclear plant has been given the green light. It will generate not only cleaner, cheaper, low-carbon electricity for the equivalent of 6 million homes, but 10,000 jobs during construction and thousands more in the supply chain. This is the first direct stake a Government have taken in a nuclear project since 1987, and it is the first step on the ladder to long-term energy independence. This has been long awaited, and to boost the nuclear industry further we will work fast to scope and set up Great British Nuclear. With GBN we are aiming to build a pipeline of new nuclear projects beyond Sizewell C where they offer clear value for money, and we will make announcements on this early in the new year.

    It is not just nuclear of course: in order to strengthen our energy sovereignty we must look to our natural resources. This island is, as students of Shakespeare will know, a “fortress built by Nature”, and we are utilising that which nature has bestowed upon us—the howling winds of our coastlines, the crashing waves of our sea, and the radiant sun across our land—to create green, clean, cheap energy at home for us.

    Those industries are booming, providing jobs and growth up and down the country. In fact, earlier this month, the country hit a truly historic moment, when our onshore and offshore wind farms provided more than half the UK’s electricity. Furthermore, the National Grid reported that on that day all our renewable energy combined provided 70% of the country’s overall electricity needs. However, we need low-carbon back-up for those days when the wind is not blowing and the sun is dimmed, which is why I have put the Energy Bill back on track. It will fire up our nascent hydrogen and carbon capture industries by providing new business models and liberating private investment. The Bill will hammer into place the high-tech solutions we need to produce our own energy.

    Even after record Government support for household and business bills, the British people need us to take bold action, and the war in Ukraine, combined with sky-high energy prices, has put a spotlight on the importance of energy efficiency. Our ambition is to reduce energy demand by 15% by 2030. That will be backed by £6 billion in cash between ’25 and ’28, coming on top of the £6.6 billion we have already spent during this Parliament.

    The majority of British houses are, thanks to their Victorian builds, rather draughty. Our energy performance certificates did not really bother the estate builders of the 19th century, which is why our ECO+ scheme will help households install insulation, saving them hundreds of pounds off their bills each year—money they can spend elsewhere to grow the economy.

    Energy sovereignty is now within our grasp. Clean, affordable energy for households and businesses is not a pipe dream; it is a project we have now embarked upon. Building new energy networks will create jobs; producing our own renewable energy will keep bills low; and as businesses and households are relieved of the pressure of crippling bills, the economy can flourish and grow. Energy is coming home.

    It will not be news to hon. Members that in the past year, Putin’s barbaric invasion of Ukraine has sent energy prices soaring.

    Without this Government’s support, it would have sent thermostats sinking this winter, too. We have taken decisive action to keep homes, businesses, hospitals, and schools warm this winter. But if we are to avoid foisting this crisis on to future generations, we must think about the years to come, too.

    This Government are investing now in a long-term plan, deploying transformative technologies to secure a cheaper, cleaner, reliable supply of energy for Britain and laying firm foundations for growth.

    We are one of the biggest economies in the world, but for far too long our energy dependency has threatened to make us vulnerable, when the price of our energy is dictated by the whims of international energy markets.

    To put a stop to this situation, we are securing our energy sovereignty.

    We are building an energy system fit for the future, by delivering low-carbon energy and greater energy efficiency. We will continue working with our allies, whilst reducing the impact of international energy markets on our energy system.

    By developing our world-leading renewables and investing in new nuclear, we will generate home-grown British energy for British families and businesses, boosting British jobs and British growth even as we transition to net zero.

    Energy sovereignty is within our grasp. Clean, affordable energy for households and businesses is not a pipe dream, but a project we have now embarked on. Today I am setting out the steps we are taking on our path to energy freedom, delivering opportunity, security, and prosperity for all.

    Investing in nuclear power

    Nuclear power will be at the core of our threefold mission: to secure our energy supply; to supercharge growth; and to cut our carbon emissions. Today, it was announced that we have delivered on our commitments in the autumn statement, and that the Government will progress Sizewell C.

    Our investment, the first made directly by a Government in nuclear power for 30 years, will drive forward the project’s development, and confirm the Government as a project shareholder. Next year, the Government, EDF, and the project company will work together to raise private capital under our new regulated asset base funding model for nuclear.

    This is a truly significant moment, and our biggest step so far towards increasing our energy independence. Sizewell C will create 10,000 highly skilled jobs for the area and provide cleaner, cheaper, low-carbon electricity for the equivalent of 6 million homes for over 50 years.

    Great British Nuclear

    We remain committed to developing a pipeline of new nuclear projects beyond Sizewell C, where these offer clear value for money for taxpayers and consumers. We have been working at pace on the scoping and set up of Great British Nuclear, with the support of industry, and we will make an announcement on the set up of GBN early in the new year.

    GBN will be tasked with helping projects through every stage of the development process and developing a resilient pipeline of new builds. We will back it with funding to support projects to get investment ready and through the construction phase, while recognising the challenging fiscal environment outlined by the Chancellor at the autumn statement.

    GBN will enable the delivery of clean, safe electricity over the decades to come, protecting future generations from the high prices of global fossil fuel markets.

    Boosting energy efficiency

    We must do all we can to boost energy generation, but we can also make sure that none of us uses more than we need.

    The days of wasting energy are over. Boosting energy efficiency with warmer homes and buildings is key to bringing down bills and boosting jobs along the way with green growth.

    We are aiming high, with a target to reduce the UK’s final energy consumption from buildings and industry by 15% by 2030. We are also providing the money to get there, with a new £6 billion investment from 2025 to 2028 that comes on top of the £6.6 billion we are already spending over this Parliament.

    Installing insulation in hundreds of thousands of homes across the country will save consumers around £310 a year through our ECO+ scheme, making our energy system more resilient and secure by slashing energy demand.

    We recently launched a consultation so that we can make sure that the right support gets to the right people in the right way.

    The Government have stepped in with an unprecedented package of support for households this winter, but there is more that households can do to help meet our energy demand reduction target and save money on their bills.

    The Government are expanding their public awareness campaign to help reduce bills for all households and protect the most vulnerable over this winter and beyond.

    Backed by £18 million, this campaign will complement existing Government support schemes. It will use public messaging to help consumers understand how they can reduce their own household usage and bills through making their homes more energy efficient for this winter and next. Moreover, it will provide vulnerable groups with the information they need to reduce energy usage without harming their health.

    This information will also be available on the existing Help for Households website.

    Legislating to drive investment and to secure our energy future

    We have put the legislative vehicle to power up this long-term plan, the Energy Security Bill, back on track; it will be taken forward this Parliament.

    The Bill will liberate private investment, driving jobs and growth in every corner of the country. Importantly, it will help to transform our energy industry by firing up the nascent CCUS and hydrogen industries, in which we already have a head start with pioneering projects from the Humber to the Mersey.

    The Bill will encourage competition in the energy sector, enabling the economy to grow and flourish by creating opportunity, prosperity, and security with clean jobs, new skills, and cheaper bills.
