To ask the Secretary of State for Business, Innovation and Skills, what estimate his Department has made of the proportion of nursing, midwifery and allied healthcare graduates who are expected to pay off their student loan in full.

The Government announced in the 2015 Spending Review that from 1 August 2017, all new nursing, midwifery and allied health professional students will receive their funding and financial support through the standard student support system, rather than through the current NHS Bursary Scheme. The changes will enable us to lift the cap on the number of students on nursing, midwifery and allied healthcare courses and provide full time students on these courses with access to around 25% additional financial support for living costs. We expect this reform to enable universities to provide up to 10,000 additional nursing, midwifery and allied health training places over this Parliament.
The proportion of students that will fully repay their loans is estimated for the total full time student population, rather than separately for students on different courses. On this basis, we estimate that between 45% and 50% of student loan borrowers are expected to pay off their student loan in full.

Tackling healthcare associated infections is complex and requires a strong patient safety system that integrates cleanliness, infection prevention and control and antibiotic use. Hand hygiene is an important component and we continuously review and enhance national measures, systems and guidance. For example hand hygiene references in The Health and Social Care Act 2008 Code of Practice for prevention and control of infections and related guidance, were strengthened when it was revised in 2015. It will also form part of forthcoming guidance on reducing Gram negative infections such as E. coli.
Auditing of hand hygiene is a local responsibility and information on hand hygiene compliance is not collected centrally. Therefore, no national assessment has been made of the potential links between hand hygiene compliance levels and the above infections.

The National Information Board’s strategy document Personalised Health and Care 2020 (published November 2014) set out the aim to support greater uptake of the use of digital systems in health and care to create a National Health Service paper free at the point of care by 2020. This will remove the system’s reliance on paper and will help reduce postal service costs for the NHS.
In the case of appointment letters for patients the new NHS e-referral system, introduced last year, already allows healthcare providers to choose not to send out appointment letters, instead allowing patients to access the information directly from the NHS e-referral system. Patients have an option to print off the details of their appointment if they prefer to have a paper copy of the information. We expect increasing numbers of providers will use this functionality to help contain costs.
