    To ask the Secretary of State for Health, what steps the Government is taking to reduce the number of people with high blood pressure.

    Public Health England (PHE) has established the Blood Pressure System Leadership Board to help drive improvements in the prevention, detection and management of high blood pressure. In 2014 the group published ‘Tackling High Blood Pressure: Evidence into action’, which sets out priority interventions required across the system and key commitments being made by various system partners.

    The NHS Health Check programme offers blood pressure testing to adults aged 40-74 years of age. Recent national evaluation of the programme demonstrated that one case of hypertension was diagnosed in every 27 people receiving a check.

    NHS England is working with partners to promote better Cardiovascular Disease outcomes, including improving the detection and management of conditions such as high blood pressure.

    PHE continues to work on reducing the risk factors of high blood pressure at a population level, through action to improve the diet of the nation and reducing inactivity.

    To ask the Secretary of State for Health, what steps the Government is taking to encourage people to reduce the symptoms of diabetes using exercise and diet.

    In March 2016, Public Health England (PHE) launched One You, an integrated social marketing campaign to engage adults in making changes to improve their own health and so help them reduce the risk of conditions such as diabetes. The programme encourages adults in mid-life to make a number of lifestyle changes including taking more exercise, improving diet, stopping smoking and reducing alcohol consumption.

    Additionally, PHE’s Change4Life campaign encourages families across England to “eat well, move more, live longer”. Type 2 diabetes is highlighted in the campaign as a potential health consequence of poor diet and inactivity.

    NHS England, Public Health England and Diabetes UK have been working together on the Healthier You: the Diabetes Prevention Programme (NDPP). By 2020, the programme will be made available to up to 100,000 people at risk of diabetes each year across England. Those referred will get tailored, personalised help to reduce their risk including education on healthy eating and lifestyle and bespoke physical exercise programmes.

    NHS England is committed to promoting evidence-based innovation and surgical techniques. Laparoscopic (keyhole) surgery can be used in many different surgical interventions, including for liver and colorectal cancer, as determined by clinical teams, often in discussion with the patient.

    To ask the Secretary of State for Health, how many people in the UK in each age group were diagnosed with ADHD in each of the last five years.

    The information requested is not collected centrally.

    There are no plans to collect this data. This may be because it can be difficult to diagnose attention deficit hyperactivity disorder (ADHD). It is very common for the core problems of ADHD in children to present together with other developmental impairments and/or mental health problems. There are many rather non-specific problems that are very common in ADHD, and can even be used, incorrectly, as grounds for the diagnosis. The problems associated with ADHD appear in different ways at different ages.

    The United Kingdom will be represented at the 7th Conference of the Parties to the World Health Organization Framework Convention on Tobacco Control, to be held in November 2016. The composition of the UK’s delegation has not yet been decided. The delegation will be led by the Department and there is no intention to include representatives from organisations outside of Her Majesty’s Government.

    In this Parliament, the National Institute for Health and Care Excellence published a guideline on “Transition between inpatient hospital settings and community or care home settings for adults with social care needs” in December 2015. The guideline aims to improve people’s experience of admission to, and discharge from, hospital by better coordination of health and social care services.

    NHS England’s “Quick Guide: Improving Hospital Discharge into the Care Sector” also provides practical advice for local health and care systems on how to improve hospital discharge for people with packages of care at home or with care home places.

    To ask the Secretary of State for Health, how many adults on GP registers had been diagnosed with diabetes in (a) 2000 and (b) 2015.

    The number of adults diagnosed with diabetes is taken from the Quality and Outcomes Framework (QOF), this represents all patients age 17 and older who have been diagnosed with diabetes and recorded on general practitioner (GP) registers.

    The latest data available are for 2014/15, when there were 2,913,538 adults included on GP registers. QOF goes back to 2004/05 and at that time there were 1,766,391 adults included on GP registers.

    The arm’s length bodies that developed the NHS Five Year Forward View – NHS England, NHS Improvement, the Care Quality Commission, Public Health England, Health Education England and the National Institute for Health and Care Excellence – plan to publish Sustainability and Transformation Plans once they are final. They do not plan to publish the April submissions, on the basis that they are not formal plans but set out only an interim position.
