    To ask the Minister for the Cabinet Office, what (a) polling, (b) focus groups and (c) other research the Government has commissioned on the EU referendum since 1 January 2015; and what the cost to the public purse of all such research has been to date.

    All costs associated with the planning of referendum public information activity are contained within the costs published on 6th April (2016).

    Cabinet Office asked independent polling company TNS to carry out a survey in March (2016). This poll found showed that 85% of the public wanted more information on the EU referendum from the Government. TNS published this poll on their website.

    The Treasury’s document published on the 18th April, was a rigorous and objective assessment of the economic impact of EU membership and the alternative. As stated in this document there will be a further document with an independent assessment of the short term implications of leaving the EU.

    To ask Mr Chancellor of the Exchequer, if he will review the proposals for long-term infrastructure and marketing spending in the Money Advice Service’s 2016-17 business plan to take into account the implications of the proposed new delivery model for public financial guidance.

    Following the publication of the government’s Public Financial Guidance: proposal for consultation, the Money Advice Service (MAS) will publish a revised 2016-17 Business Plan in May.

    As outlined in the proposal for consultation document, the government will work closely with the Financial Conduct Authority and MAS to ensure a smooth transition to the new money guidance body.

    To ask the Secretary of State for Business, Innovation and Skills, what steps he is taking to discourage employers from cutting staff benefits on the grounds that implementing the national living wage compels them to do so.

    It is for employers to decide how to manage increases in their wage bill. Many employers will be giving their staff a pay rise and maintaining other benefits.

    Employers need to ensure their pay and reward packages are competitive to retain and develop the people and talent they need for their business.

    Employers should be planning ahead, taking steps to boost their productivity and maintain an effective workforce. In every case they must pay at least the statutory National Living Wage, or the National Minimum Wage for workers aged under 25.

    To ask Mr Chancellor of the Exchequer, what the total outstanding debt liabilities held with the Public Works Loans Board (PWLB) are for each local authority in England, Wales and Scotland; how much of the total of PWLB debt still requires servicing on the terms on which it was taken out between 1988 and 1998; how much was taken out between 1999 and 2003; how many separate liabilities from 1988 to 1998, inclusive, each local authority holds; how many separate liabilities from 1999 to 2003 each local authority holds; and what the average rate of interest paid on these liabilities is for each period.

    Information in relation to total outstanding PWLB debt owed is available from the Debt Management Office (DMO). The DMO website publishes details of loans advanced from 2010 onwards. The other information requested in respect of outstanding PWLB loans for each local authority from 1988 to 1998 and from 1999 and 2003 and average rates of interest are available on request from the DMO.

    To ask Mr Chancellor of the Exchequer, what proportion of fruit juice a drink must contain to be considered a pure fruit juice for the purposes of the sugar levy.

    The levy will apply to soft drinks with added sugar. This will include any fruit or vegetable juice drinks that contain added sugar. Pure fruit and vegetable juices, and other juice drinks that do not have added sugar will not be liable.

    HM Treasury receives representations on a wide variety of issues. We have received representations from parts of the insurance industry indicating that they would support a reduction in, or exemption from, Insurance Premium Tax for telematics insurance policies, particularly for young drivers. We keep all taxes under review.
