    To ask the Secretary of State for Communities and Local Government, what assessment he has made of the effectiveness of the assets of community value scheme in protecting community pubs in (a) Sheffield and (b) England.

    The Department has made no specific assessment of the effectiveness of the scheme in protecting community pubs in Sheffield or in England, although my officials are undertaking a review of the implementation of the policy in relation to all assets across the country. They are engaging a broad range of stakeholders – local authorities, community groups, property owners – to listen to their reflections and experiences concerning the policy and any evidence on how the Community Right to Bid is working in practice. The Community Right to Bid is seen by many stakeholders as a powerful way for local people to send a clear signal to their local authorities and to owners of assets that they are keen to have say on the future of buildings which are central to their lives.

    To ask the Secretary of State for Communities and Local Government, what processes are in place to enable a community to appeal against the rejection of an asset of community value application.

    There is no specific appeals process in place to enable a community to appeal against the rejection of an asset of community value application. If the nominating group feel that the local authority has not followed the due legal process in reaching a decision, the nominating group may bring any such irregularities to the attention of the local authority’s monitoring officer. In addition, if new evidence comes to light to support the case for the asset being listed, the community are able to re-nominate the asset.

    To ask the Secretary of State for Work and Pensions, pursuant to the Answer of 27 April 2016 to Question 35020, what funding the Government has allocated to local authorities to deliver digital and budgeting support for the roll-out of universal credit.

    As part of the rollout of Universal Credit we fund Local Authorities, through Delivery Partnerships, to provide support to claimants which includes support to acquire and improve their digital skills and to make and manage their Universal Credit claim online. There is also budgeting support to help manage their money on a monthly basis and pay bills on time.

    How much of this funding is targeted to specific purposes will be determined by the individual partnership and based on local need.

    To ask the Secretary of State for Culture, Media and Sport, what assessment he has made of the potential risks to safety and security posed by the selling of tickets via websites to UK-based customers for the European Football Association Championships in the secondary ticketing market.

    It is an offence for an unauthorized person to sell a ticket for a designated football match via the internet under section 166A of the Criminal Justice and Public Order Act 1994. The Government expects companies in the secondary market to comply with the law.

    Professor Michael Waterson is chairing an independent Review of consumer protection measures applying to the re-sale of tickets for music, sporting or cultural events in the UK through secondary ticketing facilities. In supporting Professor Waterson in carrying out his Review, my officials have had discussions with their counterparts in the Department for Business, Innovation and Skills and the Home Office about online re-sale of football tickets.

    The Department agrees with the Football Association that fans of the home nations participating in the Euro 2016 Football Championships should purchase tickets through authorised channels. Such channels include UEFA’s Euro 2016 ticket resale platform.

    The safety and security of the Euro 2016 Football Championships is a matter for the French Government and UEFA. The UK Government co-operates closely with France on matters of policing and security.

    To ask the Secretary of State for Culture, Media and Sport, what progress has been made on the rollout of superfast broadband in (a) Warwick and (b) the Warwick and Leamington constituency.

    Current estimates suggest that almost 90% of premises in the Warwick and Leamington constituency are subject to commercial rollout, and a further 5% of premises (2,369) now have coverage as a result of the Government’s Superfast Broadband programme.

    Based on DCMS modelled estimates and current delivery plans, 96% of premises in the Warwick and Leamington constituency will have access to superfast broadband by December 2017. Early gainshare funding that BT will return in response to the high levels of take-up being achieved, could help extend coverage further.
