    To ask the Secretary of State for Justice, if he will make available financial, activity and outcome data on the additional resources provided to enable prisoners serving sentences of imprisonment for public protection to meet the release test since 2012.

    The National Offender Management Service (NOMS) is not able to disaggregate spending on IPP prisoners from spending on all prisoners.

    Supporting IPP prisoners in progressing towards release once they have completed their tariff is a priority. In particular, there is considerable focus on getting IPP prisoners access to any accredited programmes and other interventions designed to help them reduce their risk of harm.

    In December 2014, NOMS established a Progression Regime in closed conditions for IPP and life sentence prisoners who are not eligible for open conditions. This provides such prisoners with an alternative way to demonstrate reduced risk to the Parole Board.

    The Chief Electoral Officer is considering reform options for the Electoral Office for Northern Ireland, with the support of the Northern Ireland Office. He has already set out his plans to relocate staff from two Area Electoral Offices (Newtownards and Ballymena) when office leases end in October 2016. No other decisions on the future of Area Electoral Offices will be taken until later in the year when the CEO has been able to consider responses to public consultation on wider reform proposals.

    To ask the Secretary of State for Transport, with reference to paragraph 3.1 of his Department’s Single departmental plan 2015 to 2020, published on 19 February 2016, what percentage of the strategic road network had a (a) charging point and (b) rapid charging point for electric vehicles every 20 miles on the most recent date for which figures are available.

    Highways England is analysing current provision of chargepoints on the strategic road network, and will then address gaps and work towards ensuring motorists have a chargepoint available every 20 miles. Progress to date has been encouraging, with 96% of motorway service areas now having at least one rapid chargepoint.

    To ask the Secretary of State for Transport, pursuant to the Answer of 2 February 2016 to Question 24854, on railways: repairs and maintenance, for what reasons Network Rail did not publish its updated Delivery Plan in March 2016.

    Network Rail has completed its internal review of its plans for operations, maintenance and renewals (OMR), but before it publishes a revised Delivery Plan it must obtain agreement to any material differences from the Department for Transport. The Department is expecting to shortly receive the Office of Rail and Road’s review of Network Rail’s targets for train performance at route level, after which OMR plans can be considered in the round for agreement. I expect the Delivery Plan to be published on Network Rail’s website in the near future to assist with industry forward planning.

    I understand that the Office of Rail and Road (ORR) will provide an update on the Enhancement Cost Adjustment Mechanism (ECAM) in its June Network Rail Monitor. The ORR’s latest assessment of the ECAM can be found on page 30 of its most recent ‘Network Rail Monitor: Quarters 1-2 of Year 2 of CP5, 1 April 2015 to 17 October 2015’, published on 1 December 2015. Its latest assessment of the Civil Adjustment Mechanism can be found on page 27.     To ask the Secretary of State for Transport, what his Department’s expenditure was on external room or venue hire in each year from 2010-11 to 2015-16; and what the proportion of such expenditure was on such hire in London in each of those years.

    Over the above 6 years the average annual expenditure was £743,140. The spend in 2009-10 was £819,612.

    The response covers the core department and three of its four executive agencies (Maritime and Coastguard Agency, Driver and Vehicle Licensing Agency and the Driver and Vehicle Standards Agency). The Vehicle Certification Agency’s finance system does not separately identify expenditure on room and venue hire.

    It is not possible to identify the proportion of this expenditure incurred in London.
