    To ask Mr Chancellor of the Exchequer, what estimate he has made of the economic benefit of extending real-time data sharing to the whole consumer credit market.

    HM Treasury does not hold information on the effect that sharing data in real time across the whole consumer credit market would have on consumer debt levels, or on wider economic conditions.

    The Chancellor of the Exchequer has regular discussions with his Cabinet colleagues on a wide variety of issues. In line with the practice of previous Administrations, details of internal discussions are not normally disclosed.

    The Government is committed to making the aspiration of home ownership a reality for as many households as possible. The Government has announced a series of measures which will help people become homeowners, including plans to deliver 200,000 Starter Homes, 135,000 Shared Ownership homes and the Help to Buy: ISA, through which the Government tops up mortgage deposit savings for first time buyers by up to £3,000. The Government has also announced the creation of the Lifetime ISA, which will help young people save flexibly towards a first home and retirement at the same time.

    The Council for Mortgage Lenders advise that a student loan is very unlikely to materially impact on an individual’s ability to get a mortgage.

    This is because it is only repayable when a borrower’s income is over £21,000.

    Around 7m people are receiving Child Benefit. To extract and collate the value of all payments made to EU migrants for children living outside the UK in the format requested could only be provided at disproportionate cost.

    DWP and HMRC are continually monitoring the quality of Real Time Information (RTI). DWP analysts are working to understand the volumes of late, missing or incorrect RTI returns on Universal Credit (UC), although this analysis is still developing and will be broadened as UC expands to different types of claimants. DWP continually work with HMRC to identify employers who are submitting inaccurate returns and work with them to rectify issues.

There is no requirement for any contracting authority to notify HM Treasury of contract renegotiations and, as a result, we do not hold the information requested.

However, Her Majesty’s Revenue and Customs will ensure that assistance is provided to families who cannot access the internet so that they do not miss out on the support available via Tax-Free Childcare.

    Once the scheme is fully open, we estimate that up to 1 million families may take up the scheme in ‘steady state’.

    The Tax-Free Childcare system will be extensively tested before the scheme is launched.

    Discussions with Malawi over a new tax treaty began some years ago, and substantive agreement has been reached at official level. The Malawian government have stated that they hope to be in a position to sign the new treaty in the near future.
