My Right Honourable friend the Secretary of State for Environment, Food and Rural Affairs was recently in Washington DC to raise the importance of this agreement. We continue to press for expeditious consideration of the UK application to allow exports of UK beef and lamb to commence as soon as possible.

To ask the Prime Minister, whether he discussed the ban on the export of Welsh lamb and beef to the US with President Obama during his recent visit.

President Obama and I discussed a wide range of issues including promoting the increased free trade between the EU and US. At the same time the Secretary of State for Environment, Food and Rural Affairs was in Washington DC meeting the US Secretary of Agriculture to discuss opening the US market to the exports of UK beef and lamb.

To ask the Secretary of State for Transport, pursuant to the Answer of 14 April 2016 to Question 33386, when he expects that the work to produce a plan to progress the initial feasibility and business case for a Euston Station masterplan will be completed.

The Department, Network Rail and HS2 Ltd are currently working together to produce a plan to progress the initial feasibility and business case work needed for this project over the next two years, which will include the timing, resource required, and estimated cost. We expect to complete this plan by Summer 2016.

To ask the Secretary of State for Transport, what the role of his Department is in overseeing the operation of the Pilotage Act 1987 and in ensuring compliance with the provisions of that Act.

The Department for Transport has no powers to oversee or direct Competent Harbour Authorities in the execution of their duties to provide pilotage services in accordance with the 1987 Pilotage Act.

To ask the Secretary of State for Transport, what mechanisms his Department has put in place for responding to allegations that a competent harbour authority has not acted in conformity with the provisions of the Pilotage Act 1987.

It is a Competent Harbour Authority which has the statutory duty to determine what pilotage services need to be provided to secure the safety of navigation of vessels operating in their waters. Where a ruling on the legality of its actions is needed, that is a matter for the court rather than the Department.

To ask the Secretary of State for Transport, what assessment he has made of the implications for his Department’s policy of the recommendations by the Maritime Accident Investigation Branch in its review of the sinking of the Cemfjord; what discussions his Department has had with the Maritime Coastguard Agency on implementing those recommendations; and if he will make a statement.

The Maritime Accident Investigation Branch (MAIB) report into the sinking of the Cemfjord was published on the 21 April. The Maritime & Coastguard Agency (MCA) is carefully considering the recommendations about maritime safety information, ship reporting and routeing, and monitoring.
None of the recommendations in the MAIB report are addressed specifically to the Department. However, the Department takes these findings, and those from other MAIB reports, into consideration in the development of policy and in its interactions in international forums on these issues.

To ask the Secretary of State for Transport, pursuant to the Answer of 21 April 2016 to Question 34465, if his Department will take steps to allow web-users to include honours when completing Government online forms.

My Department provides a wide variety of online forms across multiple systems. Most of these are designed to enable web users to use perform a transaction, such as to book a driving theory test. Therefore we only ask our users the minimum information required to process their requests to enable them to complete these transactions as quickly as possible.
I am mindful that there could be an additional cost to the taxpayer in making changes to online systems to capture and store additional data.

To ask the Secretary of State for Transport, if he will bring forward legislative proposals on the Port and Marine Safety Code.

There are no plans to make the Port Marine Safety Code mandatory. The non-statutory status of the Code is vital to its success, enabling port operators to apply industry-agreed good practice flexibly in ways most appropriate to the size and operations of their facility.
