Baroness Tonge – 2016 Parliamentary Question to the Foreign and Commonwealth Office

The below Parliamentary question was asked by Baroness Tonge on 2016-04-11.

To ask Her Majesty’s Government what representations they have made to the government of Israel regarding the extra restrictions placed on both Muslims and Christians wanting to worship in Jerusalem this year due to the Jewish festival of Purim.

    Baroness Anelay of St Johns

While we have not raised this specific issue with the Israeli authorities, we remain deeply concerned about restrictions on freedom of movement between the West Bank and East Jerusalem. It remains difficult for Palestinians to enter East Jerusalem for religious worship. We continue to work closely with the Quartet and EU partners to call on Israel to ease access restrictions.

To ask Her Majesty’s Government what representations they have made to the government of Israel regarding the air strike on Gaza on the night of 12 March on a house killing two children.

    Baroness Anelay of St Johns

We have not raised this specific issue with the Government of Israel, although we remain deeply concerned by the terrible human cost, to both sides, of the ongoing Israeli-Palestinian conflict. We have consistently urged both sides to take all measures to prevent the loss of civilian life, and comply with international humanitarian law.

The below Parliamentary question was asked by Baroness Tonge on 2016-04-11.

To ask Her Majesty’s Government what representations they have made to the government of Israel regarding reports that a 12-year-old Palestinian girl from Hebron, imprisoned in Israel, has been interrogated without the presence of her parents or an attorney.

    Baroness Anelay of St Johns

We have not raised this specific incident with the Israeli government but understand from media reports that the girl involved has now been released. Israeli law grants all suspects the right to consult a lawyer but does not insist that a suspect is interrogated in the presence of a lawyer. Military law also does not allow for parents of minors held on security charges to be present during the interrogation. We have repeatedly urged the Israeli authorities to improve their handling of Palestinian children in custody and remain committed to working with Israel to address this issue.

The below Parliamentary question was asked by Baroness Tonge on 2016-04-11.

To ask Her Majesty’s Government how many Israeli government organisations have been given charitable status in the UK.

    Lord Bridges of Headley

In England and Wales the law requires charities to be independent in the way they operate and they must be set up with exclusively charitable purposes for the public benefit. This precludes from charitable status any organisations that are established to further the purposes of any non-charity, which would include a national government.

Charity law is devolved in Scotland and Northern Ireland, but the requirements there are similar.

To ask Her Majesty’s Government, further to the Written Answers by Earl Howe on 23 March (HL7103 and HL6982), whether they have received any representations from non-executive members of any Service Boards about rebalancing funds between the fighting environments.

    Earl Howe

Non-executive members of Service Boards are appointed to advise, challenge and support the board in carrying out its responsibilities. They are able to offer their views on any topics discussed at board meetings.

To ask Her Majesty’s Government, further to the Written Answer by Earl Howe on 23 March (HL6982), how much extra money has been added to the budgets of (1) the First Sea Lord, (2) the Chief of the General Staff, and (3) the Chief of the Air Staff, in (a) 2016–17 and (b) 2017–18.

    Earl Howe

I refer the noble Lord to the answer I gave him on 23 March 2016 to Question HL6982.

To ask Her Majesty’s Government, further to the Written Answer by Earl Howe on 23 March (HL7168), whether they will now state whether there will be more or fewer Royal Navy ships in commission by 2025 than the 57 currently.

    Earl Howe

On current planning assumptions there will be at least the same number of warships in service with the Royal Navy in 2025 as at present. However, the aggregate tonnage of the Royal Navy will have increased greatly due to the introduction of the aircraft carriers HMS QUEEN ELIZABETH and HMS PRINCE OF WALES. Due to the withdrawal from service of HMS GLEANER, an unarmed inshore survey vessel, the Royal Navy will have one fewer non-combat vessel that it does today.

To ask Her Majesty’s Government, further to the Written Answer by Earl Howe on 23 March (HL6981), whether they can confirm that the date by which all six destroyers will be fully operational is still unknown.

    Earl Howe

All Type 45 Destroyers remain in the operational cycle and continue to be routinely deployed. The Type 45 power and propulsion improvement programme is currently considering a number of technical options and delivery models with competing industrial partners. The programme is not yet mature enough to confirm when the equipment upgrade will be completed.

Funding for the Type 45 power and propulsion improvement programme is to be contained within the budget allocated to Navy Command.

The below Parliamentary question was asked by Lord West of Spithead on 2016-04-11.

To ask Her Majesty’s Government what assessment they have made of whether there has been a reduction in the number of British seafarers being employed by the world’s merchant marine, and if there has, what action they are taking to ensure that the necessary numbers exist to meet national requirements for British seafarers in time of war.

    Lord Ahmad of Wimbledon

The latest UK seafarer statistics can be found in the attached document “Seafarer Statistics, 2015” that is also available on gov.uk.

In 2015 the total number of UK seafarers active at sea was 23,380, an increase of 2% on the 2014 figure and 2.3% on 2013 figure. The figures for the last five years are shown below:

    Year

The Maritime Growth Study, chaired by Lord Mountevans and published on 7 September 2015, recognised the need for more proactive action to replenish and develop the skills needed to maintain the UK position as a world-leading maritime centre. The Government has accepted the recommendations and has already let a research contract to Oxford Economics to establish the requirement for trained seafarers in the UK.

However, the Government does not hold data on national requirements for British seafarers in time of war.
