    In May 2014, the Department published updated requirements (Procedures for the Approval of Independent Sector Places for the Termination of Pregnancy (Abortion)) which the providers of independent sector abortion services must agree to comply with to be approved by the Secretary of State to perform abortions. This includes the requirement to have in place procedures and protocols to deal with emergencies and the transfer to specialist services. A copy of the guidance is attached.

    To ask the Secretary of State for Health, if he will postpone the start date for the introduction of standardised packaging on tobacco products in order to undertake an assessment of the implications of the post-implementation review of a similar measure in Australia on his policies in this area.

    The Government has no current plans to postpone the introduction of standardised packaging of tobacco products. The Standardised Packaging of Tobacco Products Regulations 2015 come into force on 20 May 2016. Standardised packaging is an important public health measure and any delay in implementing the policy would also delay the health benefits from accruing. The Government continues to consider relevant information and evidence on standardised packaging, including the Post-Implementation Review of Tobacco Plain Packaging published by the Australian Government last month.

    To ask the Secretary of State for Health, what guidance his Department provides to NHS England and clinical commissioning groups on the account they should take of future residential developments with regard to GP service provision.

    Commissioning of general practitioner (GP) services is a responsibility of NHS England and clinical commissioning groups (CCGs) with delegated authority. Currently around half of CCGs have delegated authority. As part of these arrangements, NHS England and CCGs are responsible for planning GP services to ensure they are appropriate for the local population. This should take into account a number of factors, including information about known future residential developments and implications for requirements for healthcare provision, including GP services. Based on this information, the commissioners should engage with the local planning authority to enable decisions to be made on the appropriate funding arrangements for the required health infrastructure resulting from the new development.

    To ask the Secretary of State for Health, what statutory duty there is on individual general practitioners to provide notice of closure of a GP practice to NHS England or clinical commissioning group.

    GP Contract regulations require a practice to give NHS England written notice of their intention to terminate their contract. Where the contract is with a partnership, the contract terminates six months from the date of the notice. In the case of a single handed practice, the contract terminates three months from the date of the notice.

    There is no specific statutory duty on NHS England to notify patients of the closure of a practice however the National Health Service Act 2006 requires NHS England to ensure the provision of primary medical services throughout England.

    However, NHS England take the closure of a practice very seriously and will look to engage with patients at the earliest opportunity.

    National Health Service organisations are locally responsible for the quality of their estate and the management of their own backlog maintenance. They decide on the investment needed to reduce backlog maintenance levels based on their own local plans and financial situation. Capital investment by NHS providers continues to be financed locally through income and/or through access to external financing.

    The Department has made no assessment of the effects on the incidence of hearing loss of mobile phones and other similar devices which do not have a volume control.

    The Department’s Policy Research Programme is funding COSMOS (Cohort Study of Mobile Phone Use and Health) which is conducted by Imperial College London and expected to end in 2019. This study will investigate possible health effects from long term use of mobile phones and other wireless technologies, on a United Kingdom cohort of 105,000 adults. One of the health outcomes investigated will be tinnitus (ringing in the ears). Hearing loss is one of the factors that may be involved in the development of tinnitus and this study will monitor the incidence of tinnitus in mobile phone users.
