    The Department offers advice and support directly to individual local authorities and collectively through sector briefings on renegotiation matters. The Department has also worked with Local Partnerships to help them provide advice and assistance to local authorities across a range of Private Finance Initiative Public Private Partnership sector projects.

    To ask the Secretary of State for Communities and Local Government, what assessment he has made of the effectiveness of public-private partnerships delivering local authority services and representing good value for money.

    Local authority Private Finance Initiative Public Private Partnership projects, whether supported by this or other departments, were subject to extensive value for money assessments before authorities entered into their individual contracts. This Department does not undertake post-implementation value for money assessments of local authority Private Finance Initative contracts and services. However authorities are encouraged to continue to seek to improve the value for money of their projects wherever possible and the Department will provide advice and support upon request.

    To ask the Secretary of State for Communities and Local Government, what estimate his Department has made of the additional revenue councils will receive from local business rates as a result of devolution deals.

    The Government has announced that, by the end of the Parliament, we will give all local councils new responsibilities in return for keeping 100% of locally raised business rates. In advance of 100% retention, devolution deals are already giving some areas the ability to keep 100% of the actual growth in business rates they achieve above a pre-determined baseline. This will give them an added incentive to grow their local economies and increase their income from business rates.

    To ask the Secretary of State for Communities and Local Government, with reference to the Prime Minister’s announcement of 10 January 2016, Prime Minister pledges to transform sink estates, what progress has been made since that announcement on the estates regeneration programme.

    Work has progressed well since the announcement. The Advisory Panel, which the noble Lord, the rt. hon. Lord Heseltine and I jointly chair, has been set up and is already engaging with the key issues and will be undertaking a planned programme of site visits across the country. The Government has issued a Statement inviting expressions of interest from prospective estates; proposals are being received and considered by the Government’s advisory team.

    To ask the Secretary of State for Culture, Media and Sport, how many local authority-owned museums have closed down in each of the last three years.

    Neither DCMS nor Arts Council England holds information on museums closures. However, there are just under 1800 accredited museums.

    Thanks to an excellent Spending Review settlement in November 2015, the Government is honouring its manifesto commitment to keep entry to the permanent collections of our national museums free.

    Through the Arts Council England, DCMS is increasing funding for 21 Major Partner Museums from £20.3m to £22.6 million. In addition to this, regional museums can bid for funds from ACE’s £10 million per year Resilience Fund. They can also bid for lottery funding from the HLF. We are also investing millions of pounds to boost local and regional museums, for example, £5 million towards a new South Asia Gallery at Manchester Museum and £2.5 million to the Manchester Museum of Science and Industry.

    This is the first ever nationwide campaign on this issue promoted by the Government. Its aim is to raise awareness amongst the public about abuse and neglect and how to report suspected instances. This is a nationwide campaign and we have been working with all local authorities to promote it. We have provided a toolkit of materials, which can be used across the country to support the campaign locally.

    This year, we ran a pilot, paid-for campaign in 33 local authorities in the West Midlands and Outer London where we have paid for out-of-home, digital and radio advertising. These areas were chosen because of their dense and diverse populations. The overall cost of the campaign has been up to £1m.
