    Since 2010, when the Maritime and Coastguard Agency has determined applications for consent, three Oil Transfer Licence applications have required appropriate assessments to be undertaken in relation to European Sites.

    To ask the Secretary of State for Transport, what plans he has to improve waiting times at driving test centres in (a) Bristol, (b) Chippenham, (c) Trowbridge and (d) Westbury.

    The Driver and Vehicle Standards Agency (DVSA) is committed to reducing waiting times at Bristol, Chippenham, Trowbridge and Westbury and all other testing sites, and maintaining them at a lower level than currently seen across the UK, this is a priority for DVSA.

    DVSA has run several recruitment campaigns during 2015, and continues to do so in 2016. However, due to the critical roles a driving examiner has to play in road safety, the process to recruit the right people
    does take time. As a result of the campaigns, 139 new examiners have started work with DVSA and it has made offers of employment to another 115 people, who are currently undertaking training or waiting to attend it.

We are however mindful of the importance in resolving the uncertainty for Leeds as soon as possible and we hope to be in a position to announce our conclusions shortly.

    The activities for which the Maritime and Coastguard Agency has the delegated authority to consent/refuse are for Oil Transfer Licences within UK ports and harbours and for Ship-to-Ship Transfers within the designated Southwold area off the Suffolk coast.

    The South East Flexible Ticketing Programme’s Strategic Business Case was approved by the Rail Investment Board on 24th June 2014 and subsequently confirmed by Her Majesty’s Treasury on 22nd July that same year. The release of this document into the public domain could prejudice current policy making so it will not be placed into the Library at this stage.

    The information held by the Department on season tickets sales is derived from the rail industry’s central revenue and ticketing database. The Department is given access to this database for internal use only under licence by the Association of Train Operators (ATOC) who manage the database on behalf of the operators. This licence is subject to a number of conditions which restrict the Department from releasing information that has been derived from the revenue and ticketing data.
