Andrew Smith – 2016 Parliamentary Question to the Department for International Development

The below Parliamentary question was asked by Andrew Smith on 2016-02-22.

To ask the Secretary of State for International Development, what assessment her Department has made of the availability of food to people in Malawi.

    Mr Nick Hurd

Each year the Malawi Vulnerability Assessment Committee (MVAC) assesses food availability in Malawi and publishes the official figure for those who are likely to be food insecure over the year. This year, at over 2.8m people, the figure is the highest for a decade. The UK was one of the first development partners to respond to Malawi’s international appeal for emergency aid in October 2015. The UK has now committed £14.5m, which includes provision of food for over 800,000 people, mass screening of up to 800,000 children to identify urgent nutritional support needs and specialist nutrition supplies for over 140,000 children and others suffering from acute malnutrition.

DFID continues to monitor the situation, through formal assessments, community consultation and ongoing engagement with partners. Maize prices are high and increasing and food availability on markets is unpredictable. The Government of Malawi has released maize from its reserves and has bought additional supplies from Zambia, although there are ongoing concerns about effectiveness of its distribution. DFID continues to work with partners to help Malawi break the cycle of recurrent food insecurity crises year after year.

To ask the Secretary of State for Justice, how many key lock incidents there have been in each month since May 2010; how many such incidents related to doors of gates left unlocked; and in which establishments those incidents took place.

Andy Slaughter – 2016 Parliamentary Question to the Ministry of Justice

The below Parliamentary question was asked by Andy Slaughter on 2016-02-22.

To ask the Secretary of State for Justice, how many incidents at height in respect of each method of access there have been in each prison in each month since May 2010.

    Andrew Selous

I refer the Hon Member to the answer for PQ 20749. The table attached provides a further breakdown of the data provided in that PQ.

The vast majority of incidents at height are minor in nature and resolved quickly and professionally without injury, damage or disruption to the running of the prison. Many are short in duration, lasting less than 15 minutes and the majority occur when prisoners go onto netting on prison wings. Each incident is investigated fully to ensure lessons are learnt and best practice in managing incidents is shared across NOMS.

These figures show that the Prime Minister and Justice Secretary are right and our prisons badly need reform. We are making progress: we have made it illegal to smuggle new psychoactive substances (NPS) into prisons and have trained over 300 sniffer dogs to detect NPS and are trialling the use of body worn cameras with front-line staff. But the only way to reduce disorder and violence in our prisons is to give those who work in prisons the tools necessary to better reform and rehabilitate offenders.

Andy Slaughter – 2016 Parliamentary Question to the Ministry of Justice

The below Parliamentary question was asked by Andy Slaughter on 2016-02-22.

To ask the Secretary of State for Justice, pursuant to the Answer of 14 January 2016 to Question 21315, whether the changes to the Incident Report System of September 2015 made any improvements to the recording of knife finds.

    Andrew Selous

Finds of certain prohibited items in prisons, including knives, are recorded on the NOMS Incident Reporting System (IRS).

Until October 2015, any weapon in prison would be recorded under a miscellaneous incident type, and therefore would not provide consistent and complete information on weapon finds. In October 2015 we introduced a new incident type ‘Find’ on IRS, including a new category for ‘Weapons’, which means that separate data on weapons is now recorded.

To ask the Secretary of State for Justice, what steps he has taken in response to the findings set out in the 2014-15 Annual Report of the Independent Monitoring Board at HM Prison Belmarsh on the prison’s online and telephone booking system.

    Andrew Selous

We had already recognised the issues highlighted in the 2014-15 Annual Report of the Independent Monitoring Board at HM Prison Belmarsh. I am pleased to inform the hon. Member for Erith and Thamesmead that we will be increasing the number of social visit slots that are available per session and we have added an additional booking telephone line. There are also plans to introduce an automated system to increase our capacity to manage visit calls.
