Baroness Jones of Moulsecoomb – 2016 Parliamentary Question to the HM Treasury

The below Parliamentary question was asked by Baroness Jones of Moulsecoomb on 2016-02-08.

To ask Her Majesty’s Government what assessment they have made of how much revenue would be raised if all air fares for aircraft departing from UK airports were subject to a tax at 20 per cent.

    Lord O’Neill of Gatley

Such a form of taxation would be in breach of the UK’s obligations under its bilateral Air Service Agreements, the 1944 Chicago Convention and EU law. Consequently, no such assessment has been made.

To ask Her Majesty’s Government what estimate they have made of how much revenue will be raised from Air Passenger Duty this financial year, and how much would need to be raised to compensate for the loss of fuel tax and VAT on air fares.

    Lord O’Neill of Gatley

The government expects APD to raise £3.1 billion over the financial year 2015-16.

In accordance with the long standing 1944 Chicago Convention, its bilateral Air Service Agreements and EU law, the UK does not tax aviation fuel or charge VAT on air fares. Consequently, the government does not consider this lost revenue and no such estimates have been made.

The below Parliamentary question was asked by Baroness Jones of Moulsecoomb on 2016-02-08.

To ask Her Majesty’s Government how much the Carbon Airports Commission calculated that air fares would need to rise in order to comply with the capped model, and what estimate they have made of the increase in air passenger duty that would be necessary to achieve that increase.

    Lord Ahmad of Wimbledon

The Airports Commission included an estimate of the impact of air fares in the carbon capped case in Chapter 4 of their interim report, copies of which are available in the Libraries of both Houses.

There are no such estimates alongside the updated forecasts in their final report, nor is there consideration of the interaction between carbon prices and air passenger duty.

The below Parliamentary question was asked by Baroness Randerson on 2016-02-08.

To ask Her Majesty’s Government how the administration of the Apprenticeships Levy will function in order to fund work-based learning and vocational training in (1) Wales, (2) Scotland, and (3) Northern Ireland.

    Baroness Neville-Rolfe

We are continuing discussions with the devolved administrations about a fair allocation of funding from the proceeds of the Apprenticeship Levy.

Education and skills policy, including apprenticeships, is a devolved matter.

It is for the devolved administrations of Wales, Scotland, and Northern Ireland to determine how they manage and fund apprenticeships.

The below Parliamentary question was asked by Baroness Randerson on 2016-02-08.

To ask Her Majesty’s Government whether their strategy for rolling stock specifies the need for new diesel rolling stock to serve the rail lines not specified for electrification, and if so, how will they ensure that an adequate supply of new diesel rolling stock is manufactured and procured.

    Lord Ahmad of Wimbledon

The success of the railways today, with additional services, greater passenger demand and significant Government investment, means that there will be a need for the future deployment of new or cascaded diesel units.

We believe that the franchising programme delivers the best solution for bidders to specify rolling stock to meet the required outputs. A proportion of the available quality points from the franchise evaluation are dedicated to plans for rolling stock. This means that bidders have every incentive to look for solutions, including new, when providing trains for a franchise.

Nick Thomas-Symonds – 2016 Parliamentary Question to the Attorney General

The below Parliamentary question was asked by Nick Thomas-Symonds on 2016-02-08.

To ask the Attorney General, pursuant to the Answer of 18 January 2016 to Question 22400, if he will meet the hon. Member for Torfaen to discuss the case of Norman James.

    Robert Buckland

I am happy to meet any Honourable Member where appropriate to discuss any issues for which I am accountable to this House. However, in this case I do not believe that a meeting would serve a particular purpose as I am accountable only for the decisions of the Crown Prosecution Service, and the specific allegations raised by Mr James are ones that would be more appropriate for the police to investigate. As I pointed out in my previous answer the CPS has no investigatory powers in this regard.

To ask the Secretary of State for Business, Innovation and Skills, how many post offices are earmarked for closure in the next three years.

    George Freeman

Government’s funding arrangements for Post Office Limited require them to maintain a network that meets nationwide access criteria.

Within that framework, the provision of post offices is the operational responsibility of Post Office Limited. I have therefore asked Paula Vennells, the Chief Executive of Post Office Limited, to write to you on this matter. A copy of her reply will be placed in the libraries of the House.
