Nigel Evans – 2016 Parliamentary Question to the Foreign and Commonwealth Office

The below Parliamentary question was asked by Nigel Evans on 2016-02-04.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment his Department has made of the effect on that region of recent violence in Israel and the West Bank.

    Mr Tobias Ellwood

We are deeply concerned by the recent violence in Israel and the Occupied Palestinian Territories. Since the start of the current violence, Ministers and officials have spoken regularly to both the Israeli government and the Palestinian Authority on the urgent need to de-escalate the tensions. We understand, and share, the deep frustration on all sides at the lack of progress on the Middle East Peace Process. The current violence underlines that a just and lasting resolution that ends the occupation and delivers peace for both Israelis and Palestinians is long overdue.

To ask the Secretary of State for Transport, when his Department plans to publish the listed dates for flights to Sharm el Sheikh airport on which his Department advised against all travel to the region.

    Mr Robert Goodwill

The advice against all but essential travel by air to or from Sharm el-Sheikh was issued by the Foreign and Commonwealth Office on 4 November 2015, and flights by UK carriers were suspended on the same day. Repatriation flights took place between 6–17 November 2015, supported by additional security measures.

The Government is working closely with the Egyptian authorities with a view to a resumption of flights as soon as possible, whereupon scheduling of such flights would be a matter for the airlines concerned.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what progress the Government has made on the establishment of a memorial to UK citizens killed in terrorist attacks overseas; and what consultation the Government is undertaking with families of victims about that proposal.

    Mr Tobias Ellwood

On 22 January I launched an online consultation seeking views on what form the national memorial to British victims of overseas terrorism should take (Official Report, 22 January 2016, col 47WS). The consultation is open until 4 March 2016. I have written to families of victims for whom the Government hold contact details. I have also issued an open letter available on gov.uk to invite all those with an interest to respond to the consultation should they wish to. Decisions on the memorial will be taken after we have fully considered responses to the consultation.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what support the Government is providing to the government of Libya.

    Mr Tobias Ellwood

The UK strongly supports the Libyan Political Agreement (LPA) signed at Skhirat on 17 December by the majority of the Libyan delegates to the UN facilitated political dialogue, and by a wide range of representatives of Libyan society, municipal leaders and political parties. The Agreement paves the way for a Government of National Accord (GNA) and was unanimously endorsed by the UN Security Council Resolution 2259. Only a unified national government can begin the difficult work of establishing effective, legitimate governance, restoring stability and tackling the threat posed by Daesh. That is why we have been at the forefront of efforts to coordinate international support for the GNA.

The UK hosted a meeting with the UN and international donors and agencies in October to discuss plans for coordinated support from the international community to the GNA. This has been followed up through UN-hosted coordination meetings in Tunis. Two UK-funded advisors are already working closely with Libyan PM designate Fayez Serraj’s Presidency Council, and we stand ready to work with the international community to deliver a significant package of support to help a Government of National Accord to deliver a stable and prosperous future for all Libyan citizens. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) and I both spoke recently with PM designate Serraj and also with UN Special Representative Kobler to underline the UK’s continued support for the GNA process and UN efforts in this area. The Secretary of State plans to meet PM designate Serraj and House of Representatives President Agileh shortly to discuss what further support Britain can provide.

The below Parliamentary question was asked by Julie Cooper on 2016-02-04.

To ask the Secretary of State for Health, with reference to the Prime Minister’s announcement of 11 January 2016 on £1.4 billion of funding for mental health services, what proportion of that funding will support children in care and care leavers.

    Alistair Burt

The Government is committed to making the full £1.4 billion investment available over the course of this Parliament to improve mental health services for children and young people.

In line with guidance published by NHS England, all clinical commissioning groups (CCGs) have produced Local Transformation Plans (LTPs) for children and young people’s mental health and these have all now been assured and funding allocated for implementation. These plans required all key partners to agree locally how best to meet the mental health needs of children and young people in their local populations and should cover the whole spectrum of need, which includes improving access to mental health services for vulnerable groups such children in care and care leavers so that they can receive high quality mental health care when they need it. It is for local partners to decide how much of the funding which will be allocated to CCGs to improve local services throughout the five years will be spent specifically on children in care and other vulnerable groups. However, this will be based on an assessment of local needs and set out in the LTPs.

The Government’s overall strategy to improve outcomes for care leavers is set out in the Care Leaver Strategy: A cross-departmental strategy for young people leaving care report (October 2013), and a one-year-on document, Care Leaver Strategy: One year on progress update, (October 2014) that reported on progress made and set out how the Government intends to further improve support for care leavers. The Government intends to publish its refreshed Care Leaver Strategy later this year.

The Local Government Association has produced a spreadsheet giving details of every LTP which can be found using the following webpage address:
