The below Parliamentary question was asked by Lord Browne of Belmont on 2016-02-04.

To ask Her Majesty’s Government what estimate they have made of the number of UK nationals who have travelled to participate in terrorist-related activity in (1) Syria, (2) Iraq, (3) Libya, and (4) another country, from 2013 to date.

    Lord Bates

We believe approximately 800 UK linked individuals have travelled to take part in the conflict in Syria and Iraq since it began. Many have joined Daesh and other terrorist groups. We cannot provide specific data on how many nationals have travelled to Libya or other countries on national security grounds.

To ask Her Majesty’s Government what action they are taking to prevent children being detained in police cells overnight because no suitable local authority accommodation is available.

    Lord Bates

The Government is committed to ensuring that young people are protected and treated appropriately while in police custody. This is why in January last year, the Home Secretary commissioned a multi-agency Working Group on Section 38(6) of the Police and Criminal Evidence Act 1984, which concerns the transfer of children from police custody to local authority care when charged and denied bail. The purpose of the group is to better understand the problems with the operation of the law and to develop solutions to enable forces and local authorities to meet their respective statutory responsibilities. The group is currently finalising a package of measures and will present these to the Home Secretary once the work is complete.

To ask Her Majesty’s Government whether they will take steps to encourage the Higher Education Funding Council for England to continue supporting language study, in particular by maintaining the Year Abroad subsidy.

    Baroness Evans of Bowes Park

The Government will be writing to the Higher Education Funding Council (HEFCE) shortly setting out its funding for the coming year. The HEFCE Board will make decisions on funding for universities and colleges in light of the Government’s letter. The Government continues to recognise the importance of language study and the value of studying abroad. Approximately 220,000 students have benefitted from the Erasmus Programme.

To ask Her Majesty’s Government what assessment they have made of how many suspected child victims of modern slavery were subsequently re-trafficked after being referred to the National Referral Mechanism in each of the last three years.

    Lord Bates

The National Crime Agency is responsible for the assessment of threats, including methods of trafficking by criminals. Information on this is not centrally recorded on the National Referral Mechanism (NRM). Data included in NRM referral forms concentrates on detail specifically required to prove the three constituent elements of human trafficking. This would not necessarily include the detail required to assess methodology used to re-traffick victims and as such does not form part of assessment reporting. The independent evaluation of the trial by the University of Bedfordshire collected data on the number of all potentially trafficked children referred to the trial, along with their characteristics including age, gender and geographical location, as well as the number of children that were recorded as missing. However the evaluation did not collect data on the number of children in the trial that were re-trafficked and it is not possible to determine how many of those children who went missing were subsequently re-trafficked.

To ask Her Majesty’s Government how much is paid in benefits to claimants who are citizens of each of the 27 other EU member states, and how many such claimants there are from each of those countries.

    Lord Freud

Information on benefit receipt by nationality is not available.

The Department has published statistics on working age benefit recipients claiming within 6 months of National Insurance Number (NINO) registration. This information is known as “Nationality at point of National Insurance number registration of DWP benefit claimants” and is included in the “Statistical Bulletin on National Insurance Number Allocations to Adult Overseas Nationals”.

The Government is looking at ways to reform the current administrative system under Universal Credit so that it will systematically record nationality and immigration status of migrants who make a claim.

To ask Her Majesty’s Government whether the planned future HPV vaccine programme will also cover elimination of genital warts.

    Lord Prior of Brampton

The Department and Public Health England are currently undertaking a procurement exercise to secure vaccine to support the human papillomavirus (HPV) vaccination programme for girls and as this is a competitive tender, it would not be appropriate to pre-judge the outcome of that exercise. The procurement will take account of the costs and benefits of all vaccines offered to establish which provides best value for money for the National Health Service.

The Department is considering the advice from the Joint Committee on Vaccination and Immunisation regarding HPV vaccination for men who have sex with men. Consideration will be given to the procurement of vaccine.

Lord Hylton – 2016 Parliamentary Question to the Department for International Development

The below Parliamentary question was asked by Lord Hylton on 2016-02-04.

To ask Her Majesty’s Government, in the light of the UK’s status as the largest European donor for relief in Syria and Iraq, and for refugee services elsewhere, what progress they are making toward greater burden-sharing within the EU and the European Economic Area in proportion to each country’s income per head.

    Baroness Verma

The UK has been at the forefront of the response to the Syrian crisis. To date, we have committed over £2.3 billion, our largest ever response to a humanitarian crisis. As a result of the rise of Daesh, a separate humanitarian crisis has also emerged in Iraq. To date, we have committed £79.5 million to the humanitarian crisis in Iraq.

We continue to play a leading role in encouraging the international community to contribute generously to the UN appeals. At the Supporting Syria and the Region Conference we co-hosted in London on 4 February 2016, leaders came together to pledge more than $11 billion, the largest amount raised in one day for a humanitarian crisis. The money pledged at the Conference will save lives, give hope and give people a chance for the future.

We welcome the generous pledge of $2.5 billion in immediate and long-term funding from Germany at the Conference. Likewise, the EU pledged €915 million for 2016, €1.275 billion for 2017-20 and a further €200 million in concessional finance. Like the UK, Germany and the EU have pledged much more than in previous years.
