Paul Flynn – 2016 Parliamentary Question to the HM Treasury

The below Parliamentary question was asked by Paul Flynn on 2016-02-02.

To ask Mr Chancellor of the Exchequer, if he will publish all agreements made to date with EDF energy over financing and borrowing arrangements for the proposed Hinkley C nuclear plant; and if he will ensure that agreements which relate to the differential financial arrangements depending on development of the Flamanville nuclear plant in France and the proposed Sizewell C plant are so published.

    Greg Hands

The financing and borrowing arrangements for the proposed Hinkley Point C nuclear plant have not yet been signed. These arrangements are commercially sensitive and will not be published. However, the Chancellor did announce in September 2015 an initial guarantee of £2 billion of bonds which must be repaid by December 2020 by the shareholders of the project company. There is no further obligation to issue guarantees after that date.

It is the intention of DECC to publish the Contract for Difference following its signature, and this is the document that contains the reduction in the Hinkley Point C “Strike Price” from £92.50 to £89.50 – which is linked to a positive decision by EDF to proceed with Sizewell C.

The below Parliamentary question was asked by Andrew Rosindell on 2016-02-02.

To ask Mr Chancellor of the Exchequer, what the UK’s outstanding public debt obligations are to China.

    Harriett Baldwin

The majority of the government’s public debt is financed through the issuance of UK government bonds, known as ‘gilts’. Information on sectoral holdings of gilts is published on a quarterly basis by the Office for National Statistics (ONS).

The latest figures show that £426.9 billion of gilts (25.9% of the total stock) is held by overseas investors, of which £73.3 billion is held by foreign central banks. The government does not hold detailed information on the identity of foreign central banks or other individual investors holding these gilts.

Douglas Carswell – 2016 Parliamentary Question to the HM Treasury

The below Parliamentary question was asked by Douglas Carswell on 2016-02-02.

To ask Mr Chancellor of the Exchequer, how many buildings in London are part of his Department’s sukuk bond scheme.

    Harriett Baldwin

In the Sukuk structure, rental payments provide the income for investors. When the Sovereign Sukuk were issued in July 2014 the profit rate was set at 2.036% in line with the yield on gilts of similar maturity, making the investor return on the Sukuk broadly equivalent to that on conventional gilts of similar maturity.

Three central government properties form the underlying assets which underpin the Sukuk.

The Government was clear at the time of issuance that the Sukuk issuance was not for debt financing purposes. Instead, it was issued to deliver on the government’s commitment to become the western hub for Islamic finance. The issuance showed that the UK is open for business with all parts of the world and provided high quality capital to UK-based Islamic banks.

UK based institutions that offer Islamic finance services are contributing to jobs and growth with assets totalling $4.5bn at the end of 2014.

Douglas Carswell – 2016 Parliamentary Question to the HM Treasury

The below Parliamentary question was asked by Douglas Carswell on 2016-02-02.

To ask Mr Chancellor of the Exchequer, whether the rental income generated for investors in his Department’s sukuk bond scheme is equivalent to that of the coupon paid from a June 2014 Government five-year gilt.

Mark Hendrick – 2016 Parliamentary Question to the Church Commissioners

The below Parliamentary question was asked by Mark Hendrick on 2016-02-02.

To ask the right hon. Member for Meriden, representing the Church Commissioners, on how many occasions buildings or parts of buildings have been made available by the Diocese of Blackburn and churches within its boundaries to (a) Christians Against Poverty and (b) other organisations providing debt counselling and employment services or campaigning against poverty.

    Mrs Caroline Spelman

The Diocese of Blackburn and the National Church Institutions of the Church of England do not hold these details and obtaining the information would incur disproportionate cost.

The Church of England works with a wide variety of debt advice charities at a national and local level. Many parishes will offer space in buildings or allow debt advice surgeries to be held in their churches. Parish clergy often are the first port of call for people in need and regularly signpost individuals to where the most appropriate help and support can be found.

To ask the Secretary of State for Communities and Local Government, what proportion of brownfield land sites in the Essex County Council area have been re-designated as community land trusts in each of the last five years.
