    It is not possible to provide information on the number of lesbian, gay, bisexual and transgender asylum seekers who have been deported from the UK, as sexual identity is not information that the Home Office centrally records.

    To ask Her Majesty’s Government what effect they consider that the provisions contained within clause 21 of the Infrastructure Bill will have onthe policy stated in their response to recommendation 27 of the Independent Panel on Forestry’s Final Report.

    There has been some uninformed and misleading speculation on this issue, as I am happy to make clear that the Infrastructure Bill’s provisions will have no impact on the Public Forest Estate. This point was also made by my noble Friend, Baroness Kramer, during Second Reading on 18 June 2014, Official Report, Column 899.

    Clause 21 of the Infrastructure Bill is completely unconnected to the Government’s stated policy to establish a new public body to hold the Public Forest Estate.

    The Government has no intention of transferring land from the new body to the Homes and Communities Agency, as the Public Forest Estate is currently in use and not declared surplus. As such, the powers will not be used in relation to this body and will therefore have no effect on it.

    Instead, Clause 21 simply enables surplus land to transfer directly from named public bodies directly to the Homes and Communities Agency, rather than being transferred into the ownership of a Whitehall department first, saving unnecessary bureaucracy. The underlying policy intention is to make it easier for surplus and redundant brownfield land to be sold and help build more homes.

    The Clause 21 arrangements will only apply to public bodies included on a list set out in secondary legislation. I can confirm that this list will not include the new body to hold the Public Forest Estate.

    To ask Her Majesty’s Government what discussions they have had with police forces in England and Wales and with the Football Association of England in order to counter any rise in domestic violence while England are playing in the World Cup 2014; and what steps they are taking to ensure that police forces and supporting agencies are fully resourced to deal with the matter.

    Domestic abuse is an abhorrent crime and the Coalition Government is committed to ending it whenever it occurs.

    Together with the police, we are supporting the Football United Against Domestic Abuse campaign by Women’s Aid, the launch of which was attended by the Crime Prevention Minister and supported by the Home Secretary. This campaign is working with the football community to unite players, clubs and fans at all levels against behaviour and attitudes that underpin domestic abuse.

    The Crime Prevention Minister intends to meet with footballing interests in the near future to build on this campaign.

    As part of its commitment to tackle domestic abuse, the Government is re-running a campaign to highlight the devastating consequences of domestic abuse for perpetrators of domestic abuse. The campaign was launched on 9 June and activity will run throughout the World Cup until 14 July 2014. Through posters and digital adverts, this campaign will target potential perpetrators and remind them of the terrible impact of violence on relationships.

    Additional support to victims of domestic abuse is available through specialist local domestic abuse services and the national domestic violence helplines. The CoalitionGovernment has ring-fenced nearly £28 million of funding up to 2015 to support these services, which includes part-funding 144 Independent Domestic Violence Advisors and 54 Multi-Agency Risk Assessment Conference co-ordinator posts.

    Premier Li Keqiang’s visit to the UK for the UK-China Summit has brought our two countries closer together in a partnership for growth, reform and innovation. During the visit, £14 billion of trade and investment deals were signed between UK and Chinese firms. London’s position as the leading offshore Renminbi (RMB) trading hub was strengthened by the appointment of China Construction Bank as an RMB clearing bank in London. Premier Li’s visit has also deepened our cooperation on innovation, as well as on key global issues including through a landmark Joint Statement on Climate Change and through positive discussions with the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), on key foreign policy issues such as Iraq and Ukraine.

    The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague), announced on 17 June his decision to reopen the British Embassy in Tehran with a small initial presence, as soon as the practical arrangements can be made.

    Iran is an important country in a volatile region, and maintaining embassies around the world, even under difficult circumstances, is a central pillar of the UK’s global diplomatic approach. We have no illusions that returning to Iran will be easy – there will continue to be many areas where we strongly disagree. Ultimately, having an Embassy in Tehran will enable us to better understand and respond to those challenges.

    The UK Government has had discussions with a broad range of interested parties about the importance of including universal access to sexual and reproductive health and rights in the post-2015 framework, recognising the unfinished business of MDG5b on universal access to reproductive health. These parties include other national governments, international organisations and NGOs.

    As we have already made clear, the UK supports a target to ensure universal access to sexual and reproductive health for all. Language on this is included in the most recent draft goals and targets list released by the co-chairs of the Open Working Group (OWG) on 2 June.

    The final targets in the post-2015 development framework will however be subject to international negotiations in the United Nations, in which the UK will play an active role.

    The Government has not made any cost-benefit analysis of the impact of HS2 on carbon monoxide emissions.

    The HS2 Economic Case quantifies the impact of HS2 on non-traded direct Greenhouse Gas emissions (which include carbon dioxide, methane and nitrous oxide) resulting from changes in petrol/diesel use from road and rail passenger transport as a result of HS2. This analysis estimates that the full HS2 Y-Network generates benefits of £101 million (2011 prices, NPV) from reduced non-traded Greenhouse Gas emissions.

    To ask Her Majesty’s Government whether they plan to allow colleges to provide free meals transactions on individual student smart cards.

    We published guidance for further education funded institutions, including colleges, on 16 April setting out full details of the requirement on institutions to provide free meals to their disadvantaged 16- to 18-year-old students from September 2014.

    Exactly how those requirements are met is for individual institutions to determine, and will depend on current practices and systems already in place. Institutions have the flexibility to be able to provide either a meal or a voucher or credit for the student to exchange for a meal. Smart cards would be an ideal way to make such provision.
